Foreword

This document, prepared by the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC), is a compendium of statements, comments, and remarks that were made and/or distributed by representatives of the Royal Government of Cambodia, bilateral and multi-lateral donors, private sector and the civil society during the course of the 7th Consultative Group Meeting for Cambodia held in Phnom Penh at the Palais du Gouvernement on 6-7 December 2004.

In addition to these statements, comments and remarks the Royal Government has also provided to its development partners three key documents two weeks before the CG Meeting. These key documents included, the Royal Government’s position paper entitled Implementing the Rectangular Strategy and Development Assistance Needs, Development Cooperation Report: 2002 and 2003 (Main Report and Annex), and Building Partnerships for Development: An Update. The Royal Government’s position paper begins by highlighting what has been achieved since the last CG meeting in Phnom Penh in June 2002. It provides an update on Government’s policy performance, macroeconomic performance, monetary and fiscal performance, and sector developments. The next section presents information on the Rectangular Strategy of the Royal Government of Cambodia. The highlights of the actions on various reform programs that will be taken to achieve the objectives of the Strategy are presented in Section four. Section five presents the Government’s financial requirements and ODA resource mobilization targets to complement domestic resources for the implementation of the Government’s Public Investment Program for 2005-2007, and finally the conclusions.

The material included in this compendium is organized in the same order in which discussions were held at the CG Meeting, i.e. by session. The purpose of preparing this compendium of documents is to make available to interested users information through one source on the proceedings of the 7th CG Meeting.

In summary, the 7th Consultative Group Meeting for Cambodia witnessed a resurgence of goodwill from the International Donor Community for Cambodia, which was reflected in the substantial level of commitments made. The RGC remains committed to maximize the benefits of the assistance for the socio-economic development of the country and to reduce poverty.
