Consultative Group Meeting for Cambodia
December 6-7, 2004

1.         Although Japan’s economic and financial situation is still not in good shape, and its global ODA budget is in decrease, it is Japan’s policy to support the economic and social development of Cambodia as its stability and development is essential for peace and prosperity of East Asia. As we also attach importance to our good relations with ASEAN, and as we recognize that the development of Mekong Region which has a great potential for economic development contributes to rectify the regional gaps within ASEAN countries and to promote the integration of ASEAN, we will pro-actively assist the development of Mekong Region including Cambodia.

2.         Based upon these considerations, Japan’s contribution for this fiscal year, that is from April 2004 to March 2005, is estimated to be more than 13.5 billion Japanese Yen (123million USD). Its break down would be around 3 billion JY of Loan, around 6.3 billion JY of Grant Aid, around 3.8 billion JY of Technical Cooperation and 0.4 billion JY of contribution through International Organizations. As for Yen Loan project pledged at the recent ASEAN Summit in Laos by the Prime Minister Koizumi, it is conditional upon Cambodia’s effort for the reform of the telecommunication sector.

3.         For the previous fiscal years from April 2003 to March 2004, Japan’s contribution was more than 14.3 billion JY (130 million USD) and from April 2002 to March 2003, more than 14 billion JY, which was the result of implementation of its pledge at the last CG meeting in 2002 of 14 billion JY.

4.         Japan will implement steadily the assistance initiative, initiative announced by the Prime Minister Koizumi at the ASEAN Summit held in Tokyo December 2003, the initiative for the development of the Mekong Region including Cambodia which commits total of 1.5 billion USD in three years that is until year 2006. Japan is very much aware of our role as a leading donor for more than a decade now since the time of making peace and reconciliation stage.

5.         Therefore, for Japan’s assistance to Cambodia in next fiscal year starting from April 2005 and ending March 2006, Japan will continue to actively assist Cambodia taking into consideration of its past records and by those projects which will be formulated through its policy dialogue with the Royal Government of Cambodia. We hope that the Royal Government of Cambodia will on its part strengthen its resolve to pursue reform efforts as stated in the rectangular strategy and translate it into action and change the situation on the ground.
