    262. The development vision of the Royal Government of Cambodia is to have a 
    socially cohesive, educationally advanced and culturally vibrant Cambodia 
    without poverty, illiteracy and disease.

        social justice, human welfare and empowerment of the people and the 
        formulation and implementation of policies to reduce poverty by

    263. The “Rectangular Strategy” of the Royal Government of the Third 
    Legislature of the National Assembly is designed to achieve this Vision.  
    Soon after the formation of the new Government in July 2004, Samdech Prime 
    Minister Hun Sen instructed all Government ministries and agencies to 
    develop plans for implementing the Rectangular Strategy. At the Pre-CG 
    Meeting held on 10 September 2004 at the Council for the Development of Cambodia, he appealed to the 
    development partners to work with the concerned ministries and agencies to 
    establish, through a collaborative process, priorities and prepare actions 
    plans to implement the policies outlined in the Rectangular Strategy. The 
    planned seventeen sectoral/thematic Joint Government-Donor Technical Working 
    Groups under the CG mechanism were tasked to complete this work before the 
    planned CG Meeting to be held in early December 2004. The priorities for the 
    implementation of the Rectangular Strategy outlined in the following 
    sections, therefore, are a work-in-progress and represent the preliminary 
    work of the concerned ministries and agencies.
