Development Cooperation between Cambodia and Korea

•Country Cooperation Strategy (CCS) 2008-2011:

–was agreed in December 2007
–
by the two Governments
–highest priority sectors for development cooperation were Transportation and Water Resources
–
second highest priority sector was Information Technology and grant financing for this sector was suggested
–other sectors: capacity building and Project Preparation Facility are funded by grant

 


Development Cooperation between Cambodia and Korea

•A Draft Country Partnership Strategy (CPS) for 2012-2015:
–is currently under discussion and provides direction for development cooperation for next 4 years
–initial discussion was held in April 2011

 

 

Profile of Korea ODA Loan (EDCF) to Cambodia to Date

•12 loan projects in a total amount of about USD 342 million have been financed by EDCF:
–
5 loans have been closed and 7 are ongoing projects

–6 loans with total amount of about $187.44 million were for road sector

–2 loans with total amount of $45.4 million were for water sector

–
2 loans with total amount of about $51 million were for IT sector; and

–1 loan with amount of nearly $28 million was for Vocational Training

–
1 Loan with amount of nearly $30 million was for Sewerage System

•As of 30 Nov 2011, Cumulative Disbursement was $ 157.5 million (46% of signed loans)

•Draft CPS for 2012- 2015 will contribute to implementation of RGC’s NSDP and Rectangular Strategy Phase 2

–Rural and Agricultural Development
–
Human Resources Development
–Technical  and Vocational Education and Training

–
Industry and Energy
–Support for Transportation Infrastructure and Green Energy

–
Health Services Focusing on Maternal and Child Health (Health Equity Fund)

 


Measuring Development Results

 •MEF with the participation of DPs (ADB, JICA, WB, and Korea also participated in some sessions of the review) is updating the Standard Operating Procedures for Externally Financed Projects. The updated Manuals are expected to be issued under a new Sub Decree in the 1st Quarter of 2012


•
The use of these Manuals for Korea ODA assisted projects can provide mechanisms for regular review and results measurement of the portfolio

 


Measuring Development Results

•MEF with the participation of ADB, JICA and WB conducts the Joint Annual Country Portfolio Performance Review to measure the performance and results of their respective portfolios. Participation of Korea’s representatives in this annual exercise can provide a good opportunity to harmonize performance measurement practices.
