NSDP Monitoring and Evaluation Framework

Development partners welcome the continued priority for strengthened and effective Monitoring and Evaluation of the National Strategic Development Plan (NSDP) and next steps in the integration and harmonisation of Official Development Assistance (ODA), planning and budgeting. In the context of these two key government objectives, we take this opportunity to acknowledge the pivotal role of the Ministry of Planning and the importance of active support from all other line ministries and agencies.
We fully support the Government’s existing commitment to updating and improving the Monitoring and Evaluation (M&E) framework of the NSDP. Clear milestones for this work are enshrined within the JMIs for 2010/2011. We acknowledge that there has been significant investment of government and development partner time and resources to review indicators in the NSDP 2009-2013 formulation process. These efforts have the potential to inform finalisation of the framework and in turn strengthened M&E practices that bring central and sector level M&E systems and supporting data together. In this connection, development partners strongly encourage Ministries to continue their collaboration with the Ministry of Planning to ensure the accuracy and relevance of the framework and for the Ministry of Planning to mobilise the M&E sub group of the TWG Planning and Poverty Reduction to support revision of NSDP indicators and finalization of the M&E framework by the established date of June 2011.
In this context we reiterate the importance of national M&E incorporating the CMDG monitoring requirements of Government; and the monitoring and evaluation of the core reforms of public administration, public financial, sub national democratic development, and additional 2009-2013 priorities including social protection and climate change.
We are mindful that the Mid Term Review (MTR) for the NSDP will take place in 2011. We therefore recognise the immediate urgency and importance of this work following the government’s reporting on progress and seek confirmation from government that plans are firmly in place to ensure broad consultation across government and with development partners. We seek confirmation that there is firm commitment to have a finalised M&E framework by June 2011 in time for the NSDP Mid Term Review.
Harmonisation of national strategic planning, budgeting - public investment expenditures and development cooperation financing remains a joint priority of Government and development partners. In past dialogues we have mutually reinforced the urgency of increased momentum in this harmonisation process, and the importance of setting out options for improved harmonised systems that supports government leadership. In direct relation to the work of the Inter-ministerial task force and the timeframes and outputs outlined within the Joint Monitoring Indicators for 2010/2011 we note the situation analysis due in December 2010 and the development of an action plan to implement recommendations from the situation analysis due by June 2011. We therefore seek government’s confirmation that these processes are in place and reinforce our interest in remaining informed of opportunities to participate in and support consultation and feedback.
In conclusion we take this opportunity to again to ackowledge the substantive role of the Ministry of Planning in taking these priorities forward and the work ahead that requires significant inputs from development partners and government as a whole. We remain a committed collective partner in this work and welcome the opportunity for this dialogue to both confirm steps forward in meeting established deadlines and discussing opportunities for consultation and input. |
