Millenium Development Goal for Ensuring Sustainable Environment in 2015:
Integrate the principles of sustainable development into country policies and programs and reverse the loss of environmental resources.

Long term Objectives

A. Effective implementation of the Land Law. 1. Fully implement the priority 
   subdecrees that have been 
   enacted in 2002: 1) 
   Sub-decree on the Cadastral 
   Commission (CC); 2) 
   Sub-decree on the 
   Establishment of Systematic 
   Land Registration; and 3) 
   Sub-decree on Sporadic 
   Land Registration.
a. Ministry of Land Management, Urban 
   Planning and Construction (MLMUPC) 
   establishes Office of the Cadastral 
   Commission (CC) at the district and 
   province levels by June 2003.
i.  Priority districts and provinces have CC Offices 
   by the end of 2002; remaining provinces will 
   have CC Offices by June 2003.
   CC staff receives appropriate training to enable 
   effective function of the office
ii. Resolution of land disputes are made public and 
   shared among CC Offices at all levels.
b. Expand land title registration program 
   throughout the country
iii. Number of land titles issued increased by 5% 
   ??? by end of 2003;
   Lessons learned from pilot projects on land title 
   registration are drawn upon and incorporated 
   into the registration process.
2.Expedite the drafting of the 
   following three sub-decrees: 
   1) Sub-decree on Social 
   Concession; 2) Sub-decree 
   to Reduce the Size of 
   Agricultural Concessions; 
   and 3) Sub-decree for 
   Granting New Agricultural 
   concessions
a. Draft the three sub-decrees 
    together, in full consultation with 
    concerned stakeholders, to ensure 
    their consistency.
i. Public consultations on the draft sub-decrees 
   look place and inputs are incorporated into the 
   revised version.
ii. Council of Ministers endorses the three 
   sub-decrees by third quarter of 2003.
b. While the three sub-decrees are 
    being prepared, MLMUPC undertakes 
    a review of existing agricultural 
    concessions and identify and verify 
    those that are within the size limit 
    (10,000 ha.) allowed under the Land 
    Law and those that exceed the size 
    limit.
i. Review process is initiated in 2002; public 
   consultation took place 
c. Prepare recommendations for bringing 
    oversized agricultural concessions to 
    conform with the Land Law and 
    relevant sub-decree.
ii. Public disclosure of review findings and 
    recommendations for next steps in 2003.
3. Procedures are in place for 
    the demarcation and 
    registration of indigenous 
    communal property.
a. Prepare interim procedure, in full 
    consultation with concerned 
    stakeholders and observers, for the 
    delineation and registration of 
    indigenous communal property.
i. Interim procedures are completed by end of 
   2002 and piloted by second quarter of 2003.
b. Develop a pilot project to test the 
    appropriateness of the interim 
    procedures.
4. A draft National Water 
    Resource Policy is submitted 
    to the Council of Ministers 
    for consideration.
a. Prepare draft National Water 
    Resource Policy, using a multi-agency 
    process of review and revision, and 
    submit to the Council of Ministers.
i. A Draft National Water Resources Policy is 
   submitted to the Council of Ministers by 4th 
   Quarter 2002.
5. A national Strategy for 
    Flood Mitigations is designed 
    and implemented.
a. compile national inventories of assets 
    at risk from flooding, and of flood 
    mitigation measures and 
    infrastructure.
i. A national Strategy for Flood Mitigation has been 
    prepared and is being actioned, by 1st quarter 
    2006.
b. Prepare and implement a National 
    Strategy for Flood Mitigation, 
    measures and infrastructure.
ii. Accurate and timely flood forecasts and 
   warnings are being provided to the CNDMC and 
   general public.
c. Maintain and where necessary extend 
    existing flood forecasting and warning 
    systems.
iii. Existing flood protection and drainage 
    infrastructure provides expected security 
    against loss and damage.
d. Maintain the existing programme of 
    maintenance and emergency repair of 
    flood protection and drainage 
    infrastructure.
iv. A programme of investment in structural and 
    non-structural flood mitigation measures has 
    been prepared and submitted to MEF by 1st 
    quarter 2006.
