       ក្នុងនាមជាអ្នកសម្របសម្រួលថ្នាក់ជាតិ សម្រាប់ការធ្វើអង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសានស្តីពីភាពស័ក្តសិទ្ធិក្នុងកិច្ចអភិវឌ្ឍន៍ ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី បានដឹកនាំគណៈប្រតិភូកម្ពុជាចូលរួមក្នុងកិច្ចប្រជុំភាពជាដៃគូសកលស្ដីពី “ការលើកកម្ពស់ភាពស័ក្ដ សិទ្ធិសម្រាប់អនុវត្តរបៀបវារៈឆ្នាំ២០៣០”  ដែលបានប្រព្រឹត្តទៅនាថ្ងៃទី១១-១២ ខែកញ្ញា ឆ្នាំ២០១៨ នាទីក្រុងប៉ារីស ប្រទេសបារាំង ។

  គោលដៅចម្បងនៃកិច្ចប្រជុំនេះ គឺដើម្បីចែករំលែកបទពិសោធន៍, វឌ្ឍនភាព និងបញ្ហាប្រឈមរបស់ប្រទេសនីមួយៗក្នុងការគាំទ្រ ដល់ដំណើរការនៃការធ្វើអង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសានឆ្នាំ២០១៨ប្រកបដោយជោគជ័យ និងជាវេទិកាសម្រាប់កិច្ចពិភាក្សាគោលនយោបាយ ស្តីពីការលើកកម្ពស់របៀបវារៈភាពស័ក្ដសិទ្ធិ និងកំណត់វិស័យអាទិភាពជាយុទ្ធសាស្រ្តឆ្ពោះទៅការសម្រេចបាននូវរបៀបវារៈឆ្នាំ២០៣០ និងគោលដៅ អភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។

       ក្នុងរបៀបវារៈទី២ (ថ្ងៃទី១) ស្ដីពីការដឹកនាំការចូលរួមរបស់ប្រទេសនីមួយៗក្នុងការធ្វើអង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសាន ឆ្នាំ២០១៨ ឯកឧត្តម ឈៀង យ៉ាណារ៉ា បានធ្វើបទបង្ហាញអំពីបទពិសោធន៍ល្អៗក្នុងការប្រើប្រាស់ប្រព័ន្ធទិន្នន័យហិរញ្ញប្បទានសហប្រតិបត្តិការរបស់កម្ពុជា សម្រាប់់់ការធ្វើ អង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសានឆ្នាំ២០១៨ ។ ក្នុងបទបង្ហាញ ឯកឧត្តម បានលើកឡើងថា កម្ពុជាអាចធ្វើការអង្កេតភាពជាដៃគូសកល នេះដោយប្រើប្រាស់ប្រព័ន្ធទិន្នន័យហិរញ្ញប្បទានសហប្រតិបត្តិការរបស់កម្ពុជា ទៅលើសូចនាករមួយចំនួន រួមមាន៖ សូចនាករទី ១a, ៥a, ៥b, ៦ និង ៩b ដែលនេះអាចឱ្យកម្ពុជាកាត់បន្ថយចំណាយលើប្រតិបត្តិការលើកិច្ចការនេះ និងធានាបាននូវប្រសិទ្ធិភាព ។ គួរបញ្ជាក់ផងដែរថា ការធ្វើអង្កេតភាពជាដៃ គូសកលនេះផ្តោតសំខាន់ទៅលើ ឥទ្ធិពល និងសមិទ្ធិផល ព្រមទាំងការវាយតម្លៃដោយផ្អែកលើទិន្នន័យគុណភាព, ឧទាហរណ៍, គុណភាពនៃកិច្ច សន្ទនារវាងរដ្ឋ និងឯកជន, ការចូលរួមរបស់អង្គការសង្គមស៊ីវិល និងបញ្ហាយេនឌ័រ ជាដើម ។ ក្នុងនាមជាអ្នកសម្របសម្រួលថ្នាក់ជាតិ គ.ជ.នា/ក.អ.ក បាននិងកំពុងដឹកនាំ និងសម្របសម្រួលដំណើរការនៃការធ្វើអង្កេតនេះនៅកម្ពុជា ដោយសហការជាមួយភាគីពាក់ព័ន្ធទាំងអស់ ហើយគ្រោងនឹងផ្ញើជូន លទ្ធផលនៃការធ្វើអង្កេតនេះទៅឱ្យក្រុមការងារគាំទ្ររួមនៃភាពជាដៃគូសកល តាមកាលបរិច្ឆេទកំណត់នាចុងខែតុលា ឆ្នាំ២០១៨ ។

       ក្នុងរបៀបវារៈទី៣ (ថ្ងៃទី២) ស្ដីពីការប្រើប្រាស់លទ្ធផលនៃការធ្វើអង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសានដើម្បីសម្រេចបាន លទ្ធផលនៃកិច្ចអភិវឌ្ឍន៍ ឯកឧត្តម ឈៀង យ៉ាណារ៉ា បានធ្វើបទអន្តរាគមន៍ស្ដីពីការធ្វើឱ្យប្រសើរឡើងនូវប្រសិទ្ធិភាពនៃភាពជាដៃគូ និងកិច្ចប្រឹងប្រែងរួមគ្នាដោយប្រើប្រាស់ លទ្ធផលនៃការធ្វើអង្កេតនេះ ។ ក្នុងន័យនេះ ដើម្បីចូលរួមសម្រេចឱ្យបាននូវគោលដៅអភិវឌ្ឍន៍ជាតិ និងគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព នៅកម្ពុជា គ.ជ.នា/ក.អ.ក នឹងប្រើប្រាស់លទ្ធផលនៃការធ្វើអង្កេតនេះ សម្រាប់ជាធាតុចូលក្នុងការរៀប ចំឯកសារគោលនយោបាយជាតិ និងសម្រាប់ កិច្ចពិគ្រោះយោបល់ស្តីពីភាពជាដៃគូ ព្រមទាំងការដាក់បញ្ចូលគោលការណ៍សកលទៅក្នុងយុទ្ធសាស្រ្ត ស្ដីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជា ដៃគូនៅកម្ពុជាឆ្នាំ២០១៩-២០២៣ ៕

Acting as a National Coordinator for Busan Development Effectiveness Monitoring Survey, Cambodia’s delegates presided over by H.E. Chhieng Yanara, Minister Attached to the Prime Minister, has participated in the Global Partnership Event entitled “Reinvigorating Effectiveness for the 2030 Agenda” held on 11-12 September in Paris, France.

The main objectives of the meeting are to share country’s practical lessons including progress and issues to support to a successful 2018 Busan Monitoring Survey and provide rooms for policy discussion on reinvigorating effectiveness agenda and strategic priorities towards the achievement of the 2030 Agenda and SDGs.

In session II (Day 1): Leading country participation in the 2018 Global Partnership Monitoring Round, H.E. Minister Chhieng Yanara made a presentation on Cambodia’s good practical lessons in using Cambodia’s ODA Database for the 2018 Busan Monitoring Survey. In the presentation, he addressed that Cambodia is able to respond to many survey questions (Indicators 1a, 5a, 5b, 6 and 9b) by using its own Cambodia ODA Database to ensure efficiency and minimal transaction costs in conducting the survey. The survey emphasizes on wider impact and result, and more qualitative-based assessment, for example, on quality of public-private dialogue, CSOs engagement, and gender issues. Therefore, CRDB/CDC, acting as a National Coordinator, is effectively managing the survey process by cooperating with all relevant actors and plan to submit results of the survey to the Global Partnership upon the deadline of the end of October 2018.

In session III (Day 2) on using country-led monitoring to achieve development results, he will provide key interventions on how to improve effectiveness of partnership and collective efforts using the monitoring results to inform policy formulation and partnership dialogue arrangements to achieve country development objectives and the SDGs, emphasizing the contextualizing of global principles in formulation the Development Cooperation and Partnership Strategy (2019-2023).
