       (ភ្នំពេញ) ៖ នារសៀលថ្ងៃពុធ ១៤រោច ខែផល្គុន ឆ្នាំច សំរឹទ្ធិស័ក ព.ស.២៥៦២ ត្រូវនឹងថ្ងៃទី៣ ខែមេសា ឆ្នាំ២០១៩ នៅវិមានរដ្ឋាភិបាល (ទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា) គណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជា នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក)ដោយមានកិច្ច សហការជាមួយស្ថានទូតអូស្ត្រាលី បានរៀបចំកិច្ចប្រជុំលើកទី៤នៃគណៈកម្មាធិការគ្រប់គ្រងកម្មវិធីវិនិយោគក្នុងវិស័យហេដ្ឋារចនាសម្ព័ន្ធ (Investing In Infrastructure-3i)។ កិច្ចប្រជុំនេះដឹកនាំរួមគ្នាដោយឯកឧត្ដម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្ត្រីប្រតិភូអមនាយករដ្ឋមន្ត្រី និងជាអគ្គលេខាធិការ គ.ជ.នា/ក.អ.ក និងលោក Luke Arnold អនុប្រធានបេសកកម្មនៃស្ថានទូត អូស្ត្រាលីប្រចាំនៅកម្ពុជា និងជាប្រធានទទួលបន្ទុកកិច្ចសហប្រតិបត្តិការអន្តរជាតិអូស្ត្រាលី និងមានការចូលរួមពីឯកឧត្តមរដ្ឋលេខាធិការក្រសួងរ៉ែ និងថាមពល, ឯកឧត្តមអនុរដ្ឋលេខាធិការក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ និងឯកឧត្តមអគ្គនាយក នៃអគ្គនាយកដ្ឋានទឹកស្អាតនៃក្រសួងឧស្សាហកម្ម និងសិប្បកម្ម ព្រមទាំងមន្ត្រីបច្ចេកទេសទាំងខាងកម្ពុជា និងអូស្ត្រាលី។

            អង្គប្រជុំបានផ្ដោតការពិភាក្សាលើរបៀបវារៈ ៣ គឺ៖
               ១-ពិនិត្យ និងអនុម័តរបាយការណ៍វឌ្ឍនភាពការងារក្នុងឆ្នាំ២០១៨
               ២-ពិភាក្សា និងអនុម័តផែនការសកម្មភាពនិងថវិកា ឆ្នាំ២០១៩
               ៣-ពិនិត្យ និងពិភាក្សាអំពីលទ្ធភាពបន្តរយៈពេល និងបន្ថែមថវិកាសម្រាប់អនុវត្តកម្មវិធី

       កិច្ចប្រជុំបានដំណើរការដោយរលូន និងផុលផុសក្នុងស្មារតីភាពជាដៃគូ និងទទួលបានលទ្ធផលប្រកបដោយផ្លែផ្កា ដែលបង្ហាញពីទំនាក់ទំនង និងកិច្ចសហប្រតិបត្តិការល្អរវាងប្រទេសទាំងពីរ។ អង្គប្រជុំបានពិភាក្សា និងអនុម័តរបាយការណ៍វឌ្ឍនភាពការងារឆ្នាំ២០១៨ និងផែនការសកម្មភាព និងថវិកា ឆ្នាំ២០១៩ ដោយបានឯកភាពលើទិសដៅ និងសកម្មភាពលម្អិតសម្រាប់បន្តគាំទ្រអភិវឌ្ឍវិស័យអគ្គិសនី និងទឹកស្អាតបន្ថែមទៀតនៅកម្ពុជា។ ម្យ៉ាងទៀត កិច្ចប្រជុំក៏បានឯកភាពជាគោលការណ៍លើកសំណើទៅរដ្ឋាភិបាលអូស្ត្រាលីដើម្បីពិនិត្យលទ្ធភាពបន្តរយៈពេល ១៨ ខែ និងបន្ថែមកញ្ចប់ ថវិកា ៤ លានដុល្លារអូស្ត្រាលីសម្រាប់បន្តអនុវត្តកម្មវិធីនេះរហូតដល់ខែធ្នូ ឆ្នាំ២០២១។
        សូមបញ្ជាក់ថា រាជរដ្ឋាភិបាលកម្ពុជា និង រដ្ឋាភិបាលអូស្ត្រាលីបានចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងសម្រាប់អនុវត្តកម្មវិធីវិនិយោគក្នុងវិស័យ ហេដ្ឋារចនាសម្ព័ន្ធនាថ្ងៃទី២១ ខែកញ្ញា ឆ្នាំ២០១៥ សម្រាប់រយៈពេល ៥ឆ្នាំ ២០១៥-២០២០ ដោយបានគ្រោងផ្ដល់ហិរញ្ញប្បទានឥតសំណងប្រមាណ ៤៥ លានដុល្លារអូស្ត្រាលី។ គោលបំណងចម្បងនៃកម្មវិធីនេះ គឺការកសាងប្រព័ន្ធចែកចាយថាមពលអគ្គិសនី, ការផលិត និងផ្គត់ផ្គង់ទឹកស្អាតនៅតាម ទីប្រជុំជន និងតំបន់ជនបទ ដើម្បីអោយប្រជាជនមានលទ្ធភាពប្រើប្រាស់ច្រើន និងប្រសើរជាងមុននូវសេវាទាំងនេះ ក្នុងគោលដៅបន្តលើក កម្ពស់ជីវភាពរស់នៅរបស់ប្រជាជន។ លើសពីនេះកម្មវិធីនេះក៏រួមចំណែកអនុវត្តគោលនយោបាយអភិវឌ្ឍន៍វិស័យឧស្សាហកម្មកម្ពុជាឆ្នាំ២០១៥- ២០២៥តាមរយៈការចុះកិច្ចសន្យាជាមួយប្រតិបត្តិករឯកជនសម្រាប់អនុវត្តគម្រោង។
        គិតត្រឹមឆ្នាំ២០១៨ កម្មវិធីនេះបានគាំទ្រប្រតិបត្តិករឯកជនចំនួន ៨០ ក្នុងនោះ ប្រតិបត្តិករផ្គត់ផ្គង់ទឹកស្អាតចំនួន៦១ និងប្រតិបត្តិករផ្គត់ផ្គង់ អគ្គិសនីចំនួន ១៩។ ការគាំទ្រនេះគឺនឹងជួយពន្លឿនការតភ្ជាប់បណ្ដាញផ្គត់ផ្គង់ទឹកស្អាតនិងអគ្គិសនីជូនគ្រួសារប្រជាជននៅជនបទប្រមាណ ២១៣.៦៧៨គ្រួសារ។ លើសពីនេះ កម្មវិធីក៏បានគាំទ្រក្រសួងឧស្សាហកម្ម និងសិប្បកម្ម ក្នុងការពង្រឹងសមត្ថភាពផ្នែកបច្ចេកទេសផលិត និងគ្រប់គ្រង អាជីវកម្មទឹកស្អាតដល់ប្រតិបត្តិករឯកជន ព្រមទាំងផ្ដល់ការគាំទ្រដល់ក្រសួងរ៉ែ និងថាមពល ក្នុងការរៀបចំផែនការមេស្ដីពីថាមពលកកើតឡើងវិញ ដូចជា ថាមពលពន្លឺព្រះអាទិត្យ និងខ្យល់។ សម្រាប់ឆ្នាំ២០១៩ កម្មវិធីមានផែនការគាំទ្រប្រតិបត្តិករផ្គត់ផ្គង់ទឹកស្អាតចំនួន ១៦បន្ថែមទៀត ដែលរំពឹង ថានឹងអាចផ្គត់ផ្គង់ទឹកស្អាតជូនគ្រួសារប្រជាជនបាន ៦៩.៣២២គ្រួសារបន្ថៃមទៀត។ ក្រោយបញ្ចប់ការអនុវត្តកម្មវិធី 3i ប្រជាជនប្រមាណ ១លាននាក់ នឹងមានលទ្ធភាពក្នុងការប្រើប្រាស់ទឹកស្អាត និងប្រមាណ ១៥០.០០០នាក់ មានលទ្ធភាពប្រើប្រាស់អគ្គិសនី។
       ក្រៅពីកិច្ចសហប្រតិបត្តិការក្នុងវិស័យហេដ្ឋារចនាសម្ព័ន្ធនេះ រដ្ឋាភិបាលអូស្ត្រាលីក៏បាននិងកំពុងផ្ដល់ការគាំទ្រដល់រាជរដ្ឋាភិបាលកម្ពុជាលើ វិស័យសំខាន់ៗទៀតដូចជា វិស័យកសិកម្ម, អប់រំ, សុខាភិបាល, សកម្មភាពបោសសំអាតមីន និងយុទ្ធភ័ណ្ឌមិនទាន់ផ្ទុះ និងការគាំទ្រជនពិការ និងស្រ្ដីរងគ្រោះដោយអំពើហឹង្សាក្នុងគ្រួសារ។
      
រាជធានីភ្នំពេញ, ថ្ងៃទី៣ ខែមេសា ឆ្នាំ២០១៩



On April 3, 2019 at the Government Palace (Council for the Development of Cambodia), Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) in coordination with the Embassy of Australia in Phnom Penh organized the 4th Meeting of Investing In Infrastructure – 3i Program Board. The meeting was co-chaired by his excellency Chhieng Yanara, Minister Attached to the Prime Minister and the Secretary General of CRDB/CDC and Mr. Luke Arnold, Deputy Head of Mission of Australian Embassy in Cambodia and Head of the Australian Aid Program in Cambodia. The meeting was participated by his excellency Secretary of State of Ministry of Mine and Energy, his excellency Undersecretary of State of Ministry of Economy and Finance, his excellency Director General of General Department of Portable Water of Ministry of Industry and Handicraft, and other technical staffs from both Australian side and the Royal Government of Cambodia.

The main agenda of the meeting was as follows:
       • Review and endorse the 2018 Progress Report
       • Discuss and endorse the Annual Work Plan and Budget for 2019
       • Review and discuss on the proposed program extension.

The meeting proceeded successfully and had a fruitful discussion in close partnership between the two countries. The meeting discussed and endorsed the 2018 Progress Report, and 2019 Annual Work Plan and Budget was also endorsed by agreeing on 3i’s future directions and activities to be implemented in order to continue supporting the development of piped water and electricity sector. The meeting also agreed in principle to propose to Australian government for 18 months extension with additional budget up to AUD 4 million to allow 3i program to be implemented until December 2021.

Be reminded that the Royal Government of Cambodia and the Government of Australia signed the Subsidy Arrangement relating to Investing In Infrastructure Program on September 21, 2015 from which Australian Government committed to provide grant aid around 45 million Australian dollars for implementing this program for 5 years. The main objective of this program was to expand electricity network and piped water distribution infrastructure in order to improve access to these services of Cambodian people living in urban and rural areas from which will improve their livelihood. In addition, this program will contribute to the implementation of Cambodia Industrial Development Policy 2015-2025 through the partnership with private operators.

As of 2018, the 3i Program has been supporting 80 private operators, 61 of which are piped water operators and 19 of which are electricity operators. These supports have accelerated the piped water and electricity connections to approximately 213,678 households in rural areas. The 3i Program has also supported Ministry of Industry and Handicraft in strengthening technical capacity in term of production and piped water business management as well as provided supports to Ministry of Mines and Energy to develop Renewable Energy Master Plan such as solar and wind energy. For 2019, the 3i Program is planning to sign 16 additional contracts with piped water private operators in order to have additional 69,322 households connected to piped water. At the end of the program, the 3i Program expects to have approximately 1 million Cambodian people connected to piped water and around 150,000 people connected to electricity.

Beside the supports in infrastructure sector, the Government of Australia has been extending supports to the Royal Government of Cambodia in other main sectors such as Agriculture, Education, Health, Mine Clearance and supports to people with disability and women affected by gender based violence.
