       (ភ្នំពេញ) ៖ នារសៀលថ្ងៃពុធ ១០កើត ខែជេស្ឋ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី១២ ខែមិថុនា ឆ្នាំ២០១៩ នៅទីស្តីការក្រុម ប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណៈ-កម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជា នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា បានទទួលជួបពិភាក្សាការងារជាមួយ ឯកឧត្តម George Edgar ឯកអគ្គរដ្ឋទូតសហភាពអឺរ៉ុបប្រចាំនៅព្រះរាជាណាចក្រ កម្ពុជា ។ គោលដៅចម្បងនៃជំនួបនេះ គឺដើម្បី ពិភាក្សាអំពីការត្រៀមរៀបចំយុទ្ធសាស្ត្ររួមថ្មីរបស់សហភាពអឺរ៉ុបស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ សម្រាប់កម្ពុជា ក៏ដូចជា ពិភាក្សា និងផ្លាស់ប្តូរយោបល់លើបញ្ហាប្រឈម និងវិស័យអាទិភាពរបស់កម្ពុជា សម្រាប់រយៈពេលមធ្យម ៧ ទៅ ១០ឆ្នាំ ពិសេសក្នុងបរិបទនៃការអនុវត្តគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា និងការចាកចេញពីក្រុមប្រទេសមានការអភិវឌ្ឍ តិចតួច ។

       យុទ្ធសាស្ត្ររួមថ្មីរបស់អឺរ៉ុប ស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍សម្រាប់កម្ពុជា នឹងបន្តអនុវត្ត និងពង្រឹងបន្ថែមទៅលើ ភាពជោគជ័យ ដែល សម្រេចបានដោយយុទ្ធសាស្ត្រអឺរ៉ុបឆ្នាំ២០១៤-២០១៩ ។ យុទ្ធសាស្ត្រនេះ នឹងត្រូវរៀបចំឡើងដោយ មានសង្គតិភាពជាមួយនឹងផែនការ និងយុទ្ធសាស្រ្ត អភិវឌ្ឍន៍ជាតិរបស់រាជរដ្ឋាភិបាលកម្ពុជា រួមមាន៖ យុទ្ធសាស្ត្រចតុកោណ-ដំណាក់កាលទី៤, ផែនការយុទ្ធសាស្ត្រអភិវឌ្ឍន៍ជាតិ ឆ្នាំ២០១៩-២០២៣, ក្របខណ្ឌគោលដៅអភិវឌ្ឍន៍ ប្រកបដោយចីរភាព កម្ពុជា ឆ្នាំ២០១៦-២០៣០ និងយុទ្ធសាស្ត្រតាមវិស័យដទៃទៀត ។ ជាមួយគ្នានេះ យុទ្ធសាស្ត្រថ្មីនេះ នឹងចូលរួមចំណែក ក្នុងការអនុវត្តយុទ្ធសាស្ត្រស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ឆ្នាំ២០១៩-២០២៣ ដែលផ្តោតសំខាន់លើការ ពង្រឹងភាពជាម្ចាស់របស់រាជរដ្ឋាភិបាល និងការជំរុញភាពជាដៃគូប្រកបដោយបរិយាប័ន្ន និងលទ្ធផល ក្នុងកិច្ចអភិវឌ្ឍន៍នៅ កម្ពុជា ។ ការសម្រេចរៀបចំយុទ្ធសាស្ត្រថ្មីរបស់អឺរ៉ុបនេះ គឺជាសក្ខីភាពនៃការបេ្តជ្ញាបន្តគាំទ្ររបស់ដៃគូ អឺរ៉ុបសម្រាប់គាំទ្រ ដំណើរការនៃកិច្ចអភិវឌ្ឍន៍ ប្រកបដោយចីរភាពនៅកម្ពុជា

        គួររំឭកផងដែរថា យុទ្ធសាស្រ្តរួមរបស់អឺរ៉ុបស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍សម្រាប់កម្ពុជា ឆ្នាំ២០១៤-២០១៩ ត្រូវ បានដាក់ឱ្យអនុវត្តជា ផ្លូវការកាលពីខែវិច្ឆិកា ឆ្នាំ២០១៤ ដោយផ្តោតលើអាទិភាពចំនួន ៥ គឺ ១) វិស័យអភិបាលកិច្ច, ២) ការ ជំរុញកំណើនសេដ្ឋកិច្ចប្រកបដោយសមធម៌ និងចីរភាព, ៣) ការអភិវឌ្ឍហេដ្ឋារចនាសម្ព័ន្ធរូបវ័ន្ត, ៤) ការបណ្តុះបណ្តាល វិជ្ជាជីវៈ និងបង្កើតការងារ និង ៥) ការអភិវឌ្ឍធនធានមនុស្ស ។ ក្នុងអំឡុងពេលនៃការអនុវត្តយុទ្ធសាស្រ្តនេះ ដៃគូអឺរ៉ុប បាន បើកផ្តល់ហិរញ្ញប្បទានសរុបប្រមាណ ១ ១៣០ លានដុល្លារអាមេរិក ក្នុងនោះហិរញ្ញប្បទាន ឥតសំណងប្រមាណ ៨១៨ លាន ដុល្លារអាមេរិក និងឥណទានសម្បទានប្រមាណ ៣១១ លានដុល្លារអាមេរិក

(Phnom Penh) On Wednesday, 12 June 2019, the Council for Development of Cambodia, His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for Development of Cambodia (CRDB/CDC) held a discussion meeting with His Excellency George Edgar, Ambassador of the Delegation of the European Union to the Kingdom of Cambodia. The main purpose of the meeting is to discuss the process for preparing the next European Joint Development Cooperation Strategy for Cambodia as well as to discuss and exchange views on the challenges and the future European priorities for Cambodia over the medium term (7 to 10 years), particularly in the context of CSDGs implementation and LDC graduation.

This next European Joint Development Cooperation Strategy for Cambodia will continue to implement and build on the achievements of the European Joint Development Cooperation Strategy for Cambodia 2014-2019. It will be aligned with the plans and national development strategies of the Royal Government of Cambodia, including Rectangular Strategy—Phase 4, NSDP 2019-2023, CSDGs, and Sector Strategies. As well, this next strategy will contribute to the implementation of Development Cooperation and Partnerships Strategy 2019-2023, which focuses on strengthening government ownership, promoting inclusive partnerships and development result. The formulation of the next strategy is a testimony of the European partners’ firm commitment to continue supporting the development process in Cambodia.

It is worthwhile recalling that the European Joint Strategy for Cambodia 2014-2019 was launched on November 2014 by focusing on five priority areas, namely (i) Governance, (ii) Equitable and sustainable economic growth, (iii) Physical Infrastructure development, (iv) Skills development and employment generation, and (v) Human resource development. For the duration of the strategy implementation (2014-2019), the European partners are to disburse around USD 1,130 million (USD 818 million of grant and USD 311 million of loan).
