       (ភ្នំពេញ) ៖ នាព្រឹកថ្ងៃអង្គារ ៨រោច ខែជេស្ឋ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី២៥ ខែមិថុនា ឆ្នាំ២០១៩ នៅទីស្តីការ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍ កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណៈកម្មាធិការ នីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សា អភិវឌ្ឍន៍កម្ពុជា បានទទួលជួបពិភាក្សាការងារជាមួយ លោកជំទាវ Maria Sargren ឯកអគ្គរាជទូតស៊ុយអែតប្រចាំព្រះរាជាណាចក្រកម្ពុជា និង លោក Samuel Hurtig ភារធារី និងជាប្រធានទទួល បន្ទុកផែ្នកកិច្ចសហប្រតិបត្តិការនៃសា្ថនទូតស៊ុយអែតប្រចាំកម្ពុជា ។ គោលដៅចម្បងនៃជំនួបនេះ គឺដើម្បី ពិភាក្សាអំពីដំណើរ ការរៀបចំយុទ្ធសាស្ត្រថ្មីរបស់ស៊ុយអែត ស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍អន្តរជាតិជាមួយកម្ពុជា សម្រាប់ឆ្នាំ២០២០-២០២៤ (Sweden's International Development Cooperation with Cambodia 2020-2024) ក៏ដូចជាពិភាក្សា និង ផ្លាស់ប្តូរយោបល់លើកិច្ចសហប្រតិបត្តិការ អភិវឌ្ឍន៍កម្ពុជា-ស៊ុយអែត នាពេលអនាគត ។

       យុទ្ធសាស្ត្រថ្មី ស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍អន្តរជាតិជាមួយកម្ពុជា ឆ្នាំ ២០២០-២០២៤ នឹងបន្តអនុវត្ត និង ពង្រឹងបន្ថែមទៅលើភាពជោគជ័យ និងសមិទ្ធផលនានាដែលសម្រេចបានដោយយុទ្ធសាស្ត្រឆ្នាំ២០១៤-២០១៩ ។ ដើម្បីមាន សង្គតិភាពជាមួយនឹងផែនការនិងយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ជាតិ របស់រាជរដ្ឋាភិបាល រួមមាន៖ យុទ្ធសាស្ត្រចតុកោណ-ដំណាក់ កាលទី៤, ផែនការយុទ្ធសាស្ត្រអភិវឌ្ឍន៍ជាតិឆ្នាំ២០១៩-២០២៣, ក្របខណ្ឌគោលដៅ អភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា ឆ្នាំ២០១៦-២០៣០ និងយុទ្ធសាស្ត្រតាមវិស័យសេចក្តីព្រាងយុទ្ធសាស្ត្រនេះ នឹងត្រូវពិគ្រោះយោបល់ជាមួយក្រសួង និង សា្ថប័នរាជរដ្ឋាភិបាលកម្ពុជានិងភាគីពាក់ព័ន្ធ ដើម្បីប្រមូលធាតុចូល និងអនុសាសន៍បន្ថែម ។ ជាមួយគ្នានេះ យុទ្ធសាស្ត្រ ថ្មីនេះ នឹងចូលរួមចំណែក ក្នុងការអនុវត្តយុទ្ធសាស្ត្រស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ឆ្នាំ២០១៩-២០២៣ ដែលផ្តោតសំខាន់លើការពង្រឹងភាពជាម្ចាស់របស់ រាជរដ្ឋាភិបាល និងការជំរុញភាពជាដៃគូប្រកបដោយបរិយាប័ន្ន និងលទ្ធផល ក្នុងកិច្ចអភិវឌ្ឍន៍នៅកម្ពុជា ។ ការរៀបចំយុទ្ធសាស្ត្រសម្រាប់រយៈពេល ៥ ឆ្នាំ ២០២០-២០២៤ នាពេលនេះ គឺជាសក្ខីភាព នៃការបេ្តជ្ញាបន្តគាំទ្ររបស់រាជរដ្ឋាភិបាលស៊ុយអែត ក្នុងដំណើរការនៃកិច្ចអភិវឌ្ឍន៍ប្រកបដោយ ចីរភាពរបស់រាជរដ្ឋាភិបាលកម្ពុជា ក៏ដូចជាឆ្លុះបញ្ចាំងពីកិច្ចសហប្រតិបត្តិការ និងភាពជាដៃគូដ៏ល្អប្រសើររវាងរាជរដ្ឋាភិបាលកម្ពុជា និងស៊ុយអែត ។

        គួររំឭកផងដែរថា យុទ្ធសាស្ត្រស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍អន្តរជាតិរបស់ស៊ុយអែតជាមួយកម្ពុជា សម្រាប់ឆ្នាំ ២០១៤-២០១៨ ត្រូវបាន ប្រកាសឱ្យអនុវត្តជាផ្លូវការកាលពីខែសីហា ឆ្នាំ២០១៤ ដោយផ្តោតលើវិស័យអាទិភាពចំនួន ៣ រួមមាន ៖ ១) វិស័យអភិបាលកិច្ច, សមភាពយេនឌ័រ និង សិទ្ធិមនុស្ស, ២)វិស័យអប់រំ និងការងារ, ៣) វិស័យបរិស្ថាន និងការប្រែប្រួលអាកាសធាតុ ។ ទន្ទឹមនឹងនេះ ការអនុវត្តយុទ្ធសាស្រ្តនេះត្រូវបានពន្យារ រហូតដល់ចុងឆ្នាំ២០១៩ ដោយភាគី ស៊ុយអែតបានផ្តល់ហិរញប្បទានឥតសំណងសរុបប្រមាណ ១ ២០០ លានក្រោន សមមូលនឹង ១២៥ លានដុលា្លរអាមេរិក ៕

(Phnom Penh) On Tuesday morning of June 25, 2019 at the Council for Development of Cambodia, His Excellency CHHIENG YANARA, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for Development of Cambodia (CRDB/CDC) held a discussion meeting with Her Excellency MARIA SARGREN, Swedish Ambassador to the Kingdom of Cambodia, and Mr. SAMUEL HURTIG, Counsellor Deputy Head of Mission and Head of Development Cooperation of the Swedish Embassy in Cambodia. The main purpose of the meeting is to discuss the process for preparing the next Strategy on Sweden’s International Development Cooperation with Cambodia for 2020-2024 as well as to exchange views on the future bilateral development cooperation.

This next Strategy on Sweden’s International Development Cooperation with Cambodia for 2020-2024 will continue to implement and build on the achievements of the current strategy 2014-2019. The draft strategy will be put into discussion with the Royal Government of Cambodia and relevant stakeholders so as to get further inputs and recommendations, and aligned with the national development strategies and plans of Cambodia, including Rectangular Strategy—Phase IV, National Strategic Development Plan (NSDP 2019-2023), Cambodia Sustainable Development Goals (CSDGs 2016-2030), and Sector Strategies. As well, this next strategy will contribute to the implementation of Development Cooperation and Partnerships Strategy (DCPS 2019-2023), which focuses on strengthening government ownership, promoting inclusive partnerships and development result. The formulation of the next five-years strategy is a testimony of the Swedish Government firm commitment to continue supporting the development process in Cambodia as well as reflect the well bilateral cooperation and partnership of the two governments.

It is worthwhile recalling that the Sweden’s Strategy on Development Cooperation for Cambodia 2014-2019 was officially launched on August 2014 by focusing on three priority areas, namely (i) Governance, gender equality, and human rights, (ii) Education and Employment, and (iii) Environmental and climate changes. This strategy was extended its implementation until end of 2019 with total amount of grant, which disbursed by the Swedish Government, approximately SEK 1.2 billion (USD 125 million).
