       (ភ្នំពេញ) ៖ នារសៀលថ្ងៃច័ន្ទ ៤កើត ខែភទ្របទ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី២ ខែកញ្ញា ឆ្នាំ២០១៩ នៅទីស្ដីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍ កម្ពុជា ឯកឧត្ដម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្ដ្រីប្រតិភូអមនាយករដ្ឋមន្ដ្រី និងជាអគ្គលេខាធិការគណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានទទួលជួបពិភាក្សាការងារជាមួយលោក Luke Arnold អនុប្រធានបេសកកម្មនៃស្ថានទូតអូស្ដ្រាលី ប្រចាំនៅកម្ពុជា និងជាប្រធានទទួលបន្ទុកកិច្ចសហប្រតិបត្ដិការអន្ដរជាតិអូស្ដ្រាលី ។ គោលបំណងនៃជំនួបពិភាក្សានេះគឺដើម្បីផ្លាស់ប្ដូរយោបល់លើ សេចក្ដីព្រាងឯកសារទស្សនទានស្ដីពី ផែនការហិរញ្ញប្បទានសម្រាប់វិនិយោគនៅកម្ពុជា ឆ្នាំ២០២០-២០២៤ ។ សេចក្ដីព្រាងឯកសារទស្សនទាន នេះជារបៀបវារៈសំខាន់មួយសម្រាប់ការពិភាក្សាក្នុងកិច្ចប្រជុំពិគ្រោះយោបល់ថ្នាក់ឧត្ដមមន្ដ្រីកម្ពុជា-អូស្ដ្រាលី លើកទី១ (Senior Officials’ Talks) ដែលនឹងប្រព្រឹត្ដទៅនាថ្ងៃទី១៦-១៧ ខែកញ្ញា ឆ្នាំ២០១៩ នៅទីក្រុងកង់ប៉ែរ៉ា ប្រទេសអូស្ដ្រាលី ។

      ក្នុងកិច្ចពិភាក្សានេះ ឯកឧត្ដមរដ្ឋមន្ដ្រីបានវាយតម្លៃខ្ពស់ចំពោះកិច្ចខិតខំប្រឹងប្រែងរបស់ភាគីអូស្ដ្រាលីក្នុងការរៀបចំសេចក្ដីព្រាងឯកសារទស្សនទាន នេះ ដែលបានផ្តល់មូលដ្ឋានសម្រាប់ពិភាក្សា និងរៀបចំផែនការហិរញ្ញប្បទានសម្រាប់ការវិនិយោគនៅកម្ពុជាសម្រាប់ឆ្នាំ២០២០-២០២៤ ។ បន្ទាប់ ពីបានផ្លាស់ប្ដូរមតិយោបល់ ភាគីទាំងពីរបានឯកភាពជាគោលការណ៍លើគោលដៅ និងគោលបំណង ដូចបានរំលេចក្នុងឯកសារទស្សនទាននេះ ។ គោលដៅ និងគោលបំណងទាំងនេះគឺមានសង្គតិភាពជាមួយអាទិភាពរបស់រាជរដ្ឋាភិបាល ដូចមានចែងក្នុងយុទ្ធសាស្ដ្រចតុកោណដំណាក់កាលទី៤ និងផែនការយុទ្ធសាស្ដ្រអភិវឌ្ឍន៍ជាតិឆ្នាំ២០១៩-២០២៣ ។ ជារួម ផែនការហិរញ្ញប្បទានថ្មីរបស់អូស្ដ្រាលីសម្រាប់ការវិនិយោគនៅកម្ពុជានឹងបន្ដចូលរួម គាំទ្ររាជរដ្ឋាភិបាល ដើម្បីចាកចេញពីក្រុមប្រទេសមានការអភិវឌ្ឍតិចតួច និងសម្រេចគោលដៅជាប្រទេសមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ ២០៣០ និងជាប្រទេសមានចំណូលខ្ពស់នៅឆ្នាំ ២០៥០ ។ គួរបញ្ជាក់ផងដែរថា ក្នុងរយៈពេល៥ឆ្នាំចុងក្រោយ អូស្ដ្រាលីបានផ្ដល់ហិរញ្ញប្បទានប្រមាណ ៥៦ លានដុល្លារអាមេរិចក្នុងមួយឆ្នាំដល់កម្ពុជា ដែលបានរួមចំណែកក្នុងការអភិវឌ្ឍសង្គម និងសេដ្ឋកិច្ចរបស់កម្ពុជា ។

(Phnom Penh) On Monday of September 2, 2019 at the Council for the Development of Cambodia, His Excellency CHHIENG YANARA, Minister Attached to the Prime Minister and Secretary General of the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) held a discussion meeting with Mr. Luke Arnold, Deputy Head of Mission of the Australian Embassy and Head of Australian Aid Program in Cambodia. The main purpose of the meeting is to exchange views on Draft Concept Note on Aid Investment Plan 2020-2024. The Draft Concept Note is an important agenda for discussion at the first Senior Officials’ Talks which will be held in Canberra, Australia in September 16-17, 2019.

During the meeting, Excellency Minister appreciated the efforts made by the Australian side to prepare the Draft Concept Note on Aid Investment Plan 2020-2024 which is the basic document for further discussion and preparation of the new Aid Investment Plan 2020-2024. After exchange views, both sides agreed in principle on the goals and strategic objectives that are articulated in the draft concept note. These goals and objectives are well aligned with the Royal Government’s priorities as articulated in the Rectangular Strategy-Phase IV and the National Strategic Development Plan 2019-2023. Overall, the new Australian Aid Investment Plan will continue supporting the Royal Government of Cambodia in graduating from the least developed country as well as achieving its ambitious goal of becoming an Upper Middle Income Country by 2030 and a High Income Country by 2050. It is worth-mentioning that in the last five years, Australia has provided USD 56 million annually to Cambodia which contributed to socio-economic development of the country.
