       (ភ្នំពេញ) នារសៀលថ្ងៃព្រហស្បតិ៍ ១១កើត ខែកត្ដិក ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី៧ ខែវិចិ្ឆកា ឆ្នាំ២០១៩ នៅទីស្ដីការ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្ដម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្ដ្រីប្រតិភូអមនាយករដ្ឋមន្ដ្រី និងជាអគ្គលេខាធិការគណៈកម្មាធិការនីតិសម្បទា និង អភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានទទួលជួបពិភាក្សាការងារជាមួយលោកស្រី Julie Heckscher មន្រ្តីជាន់ខ្ពស់ទទួល បន្ទុកកិច្ចសហប្រតិបត្ដិការអន្ដរជាតិក្នុងតំបន់អាស៊ីអាគ្នេយ៍ នៃក្រសួងការបរទេស និងពាណិជ្ជកម្មអូស្ដ្រាលី ។ ជំនួបពិភាក្សានេះក៏មានការចូលរួមពី លោកជំទាវ Angela Corcoran ឯកអគ្គរដ្ឋទូតអូស្ត្រាលីប្រចាំព្រះរាជាណាចក្រកម្ពុជា និងលោក Luke Arnold អនុប្រធានបេសកកម្មនៃស្ថានទូត អូស្ដ្រាលីប្រចាំនៅកម្ពុជា និងជាប្រធានទទួលបន្ទុកកិច្ចសហប្រតិបត្ដិការអន្ដរជាតិអូស្ដ្រាលីផងដែរ ។ របៀបវារៈក្នុងកិច្ចពិភាក្សាការងាររួមមាន ៖
           • ការផ្លាស់ប្ដូរយោបល់ និងស្វែងយល់លើកាលានុវត្ដភាពថ្មីសម្រាប់កិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍
           • ការពិភាក្សាអំពីផែនការហិរញ្ញប្បទានសម្រាប់វិនិយោគនៅកម្ពុជា (Aid Investment Plan) ឆ្នាំ២០២០-២០២៤ ដែលនឹងអនុម័តនាពេលខាងមុខ

      នៅក្នុងជំនួបពិភាក្សានេះ លោកស្រី Julie Heckscher បានថ្លែងអំណរគុណចំពោះភាពជាដៃគូនិងកិច្ចសហប្រតិបត្តិការល្អរបស់ក្រុមប្រឹក្សា អភិវឌ្ឍន៍កម្ពុជា ក៏ដូចជារាជរដ្ឋាភិបាលកម្ពុជា ។ ទន្ទឹមនឹងនេះ លោកស្រី Julie Heckscher បានបញ្ជាក់អំពីការបន្ដគាំទ្រដល់ការអភិវឌ្ឍនៅកម្ពុជា តាមរយៈផែនការហិរញ្ញប្បទានសម្រាប់វិនិយោគនៅកម្ពុជា ឆ្នាំ២០២០-២០២៤ មានគោលដៅដូចជា៖ ១. ជម្រុញសេវាសាធារណៈប្រកបដោយ និរន្ដភាព និងបរិយាប័ន្ន, ២. កំណើនសេដ្ឋកិច្ចប្រកបដោយភាពរឹងមាំ និងបរិយាប័ន្ន, ៣. ដំណើរការរៀបចំគោលនយោបាយសាធារណៈប្រកបដោយ ប្រសិទ្ធភាព និងតម្លាភាព ។

      ជាការឆ្លើយតប ឯកឧត្ដមរដ្ឋមន្ដ្រី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះប្រជាជន និងរដ្ឋាភិបាលអូស្ដ្រាលី ដែលបានជួយអភិវឌ្ឍកម្ពុជា ហើយនឹងបន្ដគាំទ្រការអភិវឌ្ឍនៅកម្ពុជាលើវិស័យសំខាន់ៗ រួមមាន ៖ វិស័យហេដ្ឋារចនាសម្ព័ន្ធ, វិស័យកសិកម្ម, វិស័យអប់រំ និងសុខាភិបាល ព្រមទាំងវិស័យអភិបាលកិច្ច ។ បន្ថែមលើនេះ ឯកឧត្ដមរដ្ឋមន្ដ្រី បានបញ្ជាក់ថា ផែនការហិរញ្ញប្បទានសម្រាប់វិនិយោគនៅកម្ពុជា ឆ្នាំ២០២០-២០២៤ នឹងជួយកម្ពុជាឱ្យសម្រេចគោលដៅជាប្រទេសមានចំណូលមធ្យមកម្រិតខ្ពស់នៅឆ្នាំ ២០៣០ និងជាប្រទេសមានចំណូលខ្ពស់នៅឆ្នាំ ២០៥០ ។ គួរបញ្ជាក់ផងដែរថា ក្នុងរយៈពេល ៥ឆ្នាំចុងក្រោយ រដ្ឋាភិបាលអូស្ដ្រាលីបានផ្ដល់ហិរញ្ញប្បទានប្រមាណ ៥៦ លានដុល្លារអាមេរិកក្នុងមួយឆ្នាំដល់កម្ពុជា ដែលបានចូលរួមចំណែកធំធេងក្នុងការអភិវឌ្ឍសង្គម និងសេដ្ឋកិច្ចរបស់កម្ពុជា ។

(Phnom Penh) On Thursday November 07, 2019 at the Council for the Development of Cambodia,His Excellency CHHIENG YANARA, Minister Attached to the Prime Minister and Secretary General of the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) held a discussion meeting with Ms. Julie Heckscher, First Assistant Secretary of Southeast Asia Division, Department of Foreign Affairs and Trade, Australia. The meeting was also participated by Her Excellency Angela Corcoran, Australian Ambassador to Cambodia, and Mr. Luke Arnold, Deputy Head of Mission of Australian Embassy in Cambodia. Agenda of the discussion focused on 2 main points:
           • Exchanging views on development cooperation’s opportunity in Cambodia
           • Discussing on Aid Investment Plan 2020-2024

During the meeting, Ms. Julie Heckscher expressed her sincere thanks to the Council for the Development of Cambodia as well as the Royal Government of Cambodia for a good cooperation and close partnership with Australia. Ms. Julie Heckscher also expressed commitment to further support Cambodia’s development through its Aid Investment Plan 2020-2024 which aims to promote (1) sustainable and inclusive public services, (2) resilient and inclusive economic growth, (3) efficient and transparent public policy making process.

In response, on behalf of Royal Government of Cambodia, His Excellency Minister expressed deep appreciation to Government and the people of Australia for continuous support Cambodia’s development on key sectors including infrastructure, agriculture, education and health as well as governance sector. In addition, His Excellency confirmed that Aid Investment Plan 2020-2024 will further support the Royal Government of Cambodia in achieving its ambitious goal of becoming an Upper Middle Income Country by 2030 and a High Income Country by 2050. It is worth-mentioning that in last five years, Australia has provided USD 56 million annually to Cambodia which hugely contributed to socio-economic development of the country.
