       (សៀមរាប) នាថ្ងៃអង្គារ-ពុធ ៦-៧ រោច ខែមិគសិរ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី១៧-១៨ ខែធ្នូ ឆ្នាំ២០១៩ នៅខេត្តសៀមរាប គណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានរៀបចំអង្គវិបស្សនាប្រចាំឆ្នាំ ក្នុងគោលបំណង ដើម្បីពិនិត្យវឌ្ឍនភាពនៃការអនុវត្តផែនការសកម្មភាពការងារ និងបញ្ហាប្រឈម ក្នុងឆ្នាំ២០១៩ និងកំណត់អាទិភាពការងារសម្រាប់ឆ្នាំ២០២០ និងពង្រឹងសមត្ថភាពមន្រ្តីបន្ថែមតាមរយៈការផ្លាស់ប្តូរយោបល់ និងចំណេះដឹងលើប្រធានបទសំខាន់ៗដែលពាក់ព័ន្ធនឹងអាណត្តិការងាររបស់ គ.ជ.នា/ក.អ.ក ។ អង្គវិបស្សនានេះ ដឹកនាំដោយឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការ គ.ជ.នា/ក.អ.ក និងមានការចូលរួម ពីឯកឧត្តមអគ្គលេខាធិការរង លោកជំទាវទីប្រឹក្សា លោក លោកស្រីជាប្រធាន-អនុប្រធាននាយកដ្ឋាន និងមន្រ្តី គ.ជ.នា ទាំងអស់ ព្រមទាំង តំណាងដៃគូអភិវឌ្ឍន៍ ដូចជា UNDP, JICA និង KOICA សរុបប្រមាណ ៦៥ រូប ។

       អង្គវិបស្សនាបានប្រព្រឹត្តទៅយ៉ាងរលូនដោយមានការពិនិត្យ និងពិភាក្សាយ៉ាងផុលផុសលើវឌ្ឍនភាពការងាររបស់នាយកដ្ឋានចំណុះទាំង ៨, បញ្ហាប្រឈមនានា និងដំណោះស្រាយ ព្រមទាំងបានកំណត់ផែនការសកម្មភាពជាអាទិភាព សម្រាប់ឆ្នាំ២០២០ ។ បន្ថែមលើនេះ តំណាងទីភា្នក់ងារ JICA និង KOICA បានធ្វើបទបង្ហាញ្ញសង្ខេបស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍នៅកម្ពុជា ក៏ដូចជាផែនការយុទ្ធសាស្រ្តស្តីពីកិច្ចសហប្រតិបតិ្តអភិវឌ្ឍន៍ របស់ខ្លួននាពេលអនាគត ដល់អង្គវិបស្សនាដើម្បីជាចំណេះដឹង និងធាតុចូលបន្ថែមសម្រាប់មន្រ្តី គ.ជ.នា/ក.អ.ក ។

       ដូចបានកំណត់ក្នុងផែនការសកម្មភាពឆ្នាំ២០១៩ គ.ជ.នា/ក.អ.ក សម្រេចបាននូវសមិទ្ធផលសំខាន់ៗទាំងកម្រិតគោលនយោបាយ និងកម្រិត បច្ចេកទេស និងពង្រឹងភាពជាដៃគូជាមួយគ្រប់ដៃគូអភិវឌ្ឍន៍ទាំងអស់ និងក្រសួង-សា្ថប័នពាក់ព័ន្ធរបស់រាជរដ្ឋាភិបាល ។ ក្នុងនោះ គ.ជ.នា/ក.អ.ក បាន ១) រៀបចំយុទ្ធសាស្រ្តស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ ឆ្នាំ២០១៩-២០២៣ ដែលត្រូវបានអនុម័តដោយរាជរដ្ឋាភិបាល, ២) រៀបចំ និងផ្សព្វផ្សាយនូវយន្តការពិគ្រោះយោបល់ និងឧបករណ៍ស្តីពីភាពជាដៃគូចំនួន ៥, ៣) បានធ្វើសុពលភាពទិន្នន័យគម្រោងហិរញ្ញប្បទាន សហប្រតិបត្តិ ការរបស់ដៃគូអភិវឌ្ឍន៍ទាំងអស់នៅកម្ពុជា ហើយបាន និងកំពុងរៀបចំនូវរបាយការណ៍ស្តីពីកិច្ចសហប្រតិបត្តិ ការអភិវឌ្ឍន៍ និងភាពជាដៃគូឆ្នាំ២០១៩, ៤) ដឹកនាំ និងចូលរួមក្នុងកិច្ចប្រជុំពិគ្រោះយោបល់ និងកិច្ចចរចាទ្វេភាគី និងពហុ ភាគីស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ជាមួយគ្រប់ដៃគូអភិវឌ្ឍន៍ ដើម្បីបន្តកៀរគរហិរញ្ញប្បទានសហប្រតិបត្តិការ និងពង្រឹងភាពជាដៃគូ, ៥) ផ្តល់ការគាំទ្រកម្រិតវិស័យតាមរយៈយន្តការក្រុមការងារបច្ចេកទេសចម្រុះ និងរៀបចំនូវសូចនាករ តាមដានរួមគា្នឆ្នាំ២០១៩-២០២៣ និង ៦) ចូលរួមការអង្កេតភាពជាដៃគូសកលទីក្រុងប៊ូសានស្តីពីភាពស័កិ្តសិទ្ធិក្នុងកិច្ចអភិវឌ្ឍន៍ ឆ្នាំ២០១៩ និងវេទិកាគោលនយោបាយកម្រិតខ្ពស់ស្តីពីការអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ។

       គួរបញ្ជាក់ដែរថា ហិរញ្ញប្បទានសហប្រតិបត្តិការផ្តល់ដោយដៃគូអភិវឌ្ឍន៍ទាំងអស់ ក្នុងរយៈពេល ៥ឆ្នាំចុងក្រោយ ២០១៤-២០១៨ មានទំហំ ប្រមាណ ១ ៤០០ លានដុល្លារ ក្នុងមួយឆ្នាំ ហើយទំហំហិរញ្ញប្បទាននេះនឹងមានការកើនឡើងដល់ប្រមាណ ១ ៨៨៨ លានដុល្លារ ក្នុងឆ្នាំ២០១៩ ដើម្បីគាំទ្រដល់វិស័យអាទិភាពរបស់រាជរដ្ឋាភិបាល ដូចមានចែងក្នុង យុទ្ធសាស្រ្តចតុកោណ-ដំណាក់កាលទី៣ និងទី៤, ផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ ជាតិឆ្នាំ២០១៤-២០១៨ និងឆ្នាំ២០១៩-២០២៣ និងផែនការយុទ្ធសាស្រ្តតាមវិស័យ ។

      ក្នុងសន្ទុរកថាបិទអង្គវិបស្សនា ឯកឧត្តមរដ្ឋមន្រ្តីប្រតិភូ បានវាយតម្លៃខ្ពស់ចំពោះវឌ្ឍនភាពសម្រេចបានរបស់នាយកដ្ឋាននីមួយៗនៅក្នុងឆ្នាំ២០១៩ ដែលប្រកបដោយប្រសិទ្ធភាពខ្ពស់ និងបានកោតសរសើរចំពោះការរួមចំណែករបស់មន្រ្តីទាំងអស់ក្នុងការអនុវត្តផែនការសកម្មភាពឆ្នាំ២០១៩ ។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្រ្តីប្រតិភូ បានថ្លែងអំណរគុណ និងវាយតម្លៃខ្ពស់ចំពោះការចូលរួមរបស់តំណាង UNDP, JICA និង KOICA ព្រមទាំងមន្រ្តី គ.ជ.នា/ក.អ.ក ទាំងអស់ក្នុងអង្គវិបស្សនាប្រចាំនាថ្ងៃនេះ និងជូនពរដល់មន្រ្តីទាំងអស់ និងតំណាងដៃគូអភិវឌ្ឍន៍ នូវពុទ្ធពរទាំងបួនប្រការ ក្នុងឱកាស ឆ្នាំថ្មី ២០២០ ខាងមុខនេះ ៕

ខេត្តសៀមរាប, ត្រូវនឹងថ្ងៃទី១៨ ខែធ្នូ ឆ្នាំ២០១៩



(Siem Reap) On 17-18 December 2019, at Siem Reap Province, the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) held the Annual Retreat in order to review the implementation progress and challenges against 2019 work plan, identify the priority works of CRDB/CDC in 2020, and further strengthen capacity development of staff through discussion and exchanging of knowledge on specific and relevant topics to CRDB/CDC’s mandate. This Annual Retreat was chaired by H.E. Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of CRDB/CDC, with the participation of His Excellencies Deputy Secretary General, Her Excellency Advisor, Head of Departments and CRDB/CDC’s colleagues as well as the representatives of UNDP, JICA and KOICA approximately 65 participants.

The Retreat was smoothly operated through the collective review and discussion on the implementation progress, challenges and solutions of 8 Department under CRDB/CDC as well as identified the priority works for 2020. In addition, the representatives of JICA and KOICA presented their progress of development cooperation in Cambodia and their future development cooperation strategies and areas of focus to the meeting as knowledge sharing and further inputs for CRDB/CDC’s staff.

As set out in the work plan 2019, CRDB/CDC has made significant achievements both at the policy and technical level, and strengthened partnership with all development partners and line ministries/agencies of the Royal Government. These significant accomplishments are 1) Prepared the Development Cooperation and Partnership Strategy 2019-2023, which officially approved by the Royal Government in early 2019, 2) Prepared and disseminated the 5 dialogue mechanisms and tools on partnership, 3) Validated all the development projects’ ODA database and prepared the draft Development Cooperation and Partnership Report 2019, to be completed and published in early 2020, 4) Led and participated in the bilateral and multilateral consultations and negotiations with development partners on development cooperation so as to further mobilize development finances and enhance partnership with all stakeholders, 5) Provided the supports at sector level through Technical Working Groups mechanism and prepared the Joint Monitoring Indicators 2019-2023, and 6) Contributed to the Busan Global Monitoring Surveys on Development Effectiveness and the High-Level Political Forum 2019 on Sustainable Development.

It is noticeably that the overall official development assistance provided by all development partners in the last five years 2014-2018 was accounted for around USD 1.4 billion per annum, and this amount can be increased up to approximately USD 1.8 billion in 2019 to support the priority sectors of the Royal Government as outlined in the Rectangular Strategy Phase III and IV, National Development Strategic Plan 2014-2018 and 2019-2023 as well as to the sector strategies.

In the concluding remark, H.E. Chair highly valued the progress made of each Department in 2019 with high quality and effective, and appreciated the efforts of all staff in contributing to the implementation of 2019 work plan. Before ending, H.E. Chair express sincere thanks to the representatives of UNDP, JICA, KOICA and all CRDB staff for valuable participation in this Annual Retreat, and wished them all the best in the upcoming new year 2020.
