       (ភ្នំពេញ) នាព្រឹកថ្ងៃចន្ទ ១២រោច ខែមិគសិរ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី២៣ ខែធ្នូ ឆ្នាំ២០១៩ នៅសណ្ឋាគារកាំបូឌីយ៉ាណា មានកិច្ចប្រជុំរវាងរាជរដ្ឋាភិបាលនិងអង្គការមូលនិធិសហប្រជាជាតិសម្រាប់ប្រជជន (UNFPA) ដើម្បីពិនិត្យប្រចាំឆ្នាំនៃការអនុវត្តផែនការសកម្មភាព​ កម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ (Country Programme Action Plan-equivalent 2019-2023) ។ កិច្ចប្រជុំនេះដឹកនាំរួមគ្នាដោយ ឯកឧត្តម រ៉ិត វុទ្ធី អគ្គលេខាធិការរង គ.ជ.នា/ក.អ.ក និងលោក Daniel Alemu តំណាងស្តីទីនៃមូលនិធិសហប្រជាជាតិសម្រាប់ប្រជាជន (UNFPA)ប្រចាំកម្ពុជា ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់លោកជំទាវ អុឺង កន្ថាផាវី រដ្ឋមន្រ្តីក្រសួងកិច្ចការនារី។ កិច្ចប្រជុំនេះក៏មានការចូលរួមពីតំណាងជាន់ខ្ពស់ និងមន្រ្តី ជំនាញ តាមបណ្តាក្រសួង/ស្ថាប័ន រាជរដ្ឋាភិបាល ទីប្រឹក្សា មន្រ្តីជំនាញរបស់ UNFPA ប្រចាំកម្ពុជា ផងដែរ ។ គោលដៅចម្បងនៃកិច្ចប្រជុំ ដើម្បីពិនិត្យវឌ្ឍនភាព និងបញ្ហាប្រឈម នៃការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេសក្នុងឆ្នាំ ២០១៩ និងកំណត់អាទិភាពសម្រាប់ឆ្នាំ ២០២០។

       គួររំលឹកផងដែរ ផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ របស់ UNFPA ត្រូវបានផ្តល់សុពលភាព និងដាក់ឱ្យ អនុវត្តជាផ្លូវការ កាលពីថ្ងៃទី២២ ខែកុម្ភៈ ឆ្នាំ ២០១៩ ដោយបានកំណត់នូវ Outcome ចំនួន ៣ ដូចជា ៖ ១.ការបន្តពូជ និងសុខភាពសាធារណៈ ២.ការអប់រំក្មេងជំទង់ និងយុវជន ៣.ការធ្វើប្រជាសាស្ត្រ និងបញ្ហាអន្តរវិស័យ (យេនឌ័រ) ។ ហិរញ្ញប្បទានសរុបចំនួន ១៣ លានដុល្លារអាមេរិក ក្នុងនោះហិរញ្ញប្បទានចំនួន ៨,៣ លានដុល្លារ (៦៤%នៃតម្រូវការថវិកាសរុប) ជាហិរញ្ញប្បទានផ្ទាល់ (Regular Resources) និង ៤,៧ លានដុល្លារ ជាហិរញ្ញប្បទានដែលនឹងត្រូវកៀរគរបន្ថែម ត្រូវបានគ្រោងវិភាជន៍សម្រាប់ រយៈពេល ៥ ឆ្នាំ ។       

       ចំពោះការអនុវត្តផែនការសកម្មភាពកម្មវិធីអភិវឌ្ឍន៍ប្រចាំប្រទេស ឆ្នាំ២០១៩-២០២៣ នៅក្នុងឆ្នាំ២០១៩ នេះសរុបជារួមបានបង្ហាញឱ្យឃើញថា ការអនុវត្តរបស់ក្រសួងទទួលអនុវត្តគម្រោងដូចជា ក្រសួងសុខាភិបាល ក្រសួងអប់រំ យុវជន និងកីឡា ក្រសួងផែនការ និងក្រសួងកិច្ចការនារី សម្រេចបាននូវលទ្ធផលដែលបានគ្រោងទុកតាមផែនការដែលបានដាក់ចេញ និងបានកំណត់ទិសដៅសម្រាប់ឆ្នាំ២០២០ ផងដែរ ។

(Phnom Penh) On Monday, December 23, 2019, at Cambodiana Hotel, there is a meeting between the Royal Government of Cambodia and UNFPA, the United Nations reproductive health and rights agency for joint annual review of the Country Programme Action Plan-equivalent 2019-2023. The meeting is co-chaired by H.E. Mr Rith Vuthy, Deputy Secretary General of CRDB/CDC, and Mr. Daniel Alemu, UNFPA Representative ad interim in Cambodia presided over by HE Dr. Ing Kantha Phavi, Minister of Women’s Affairs. Participants attending the meeting are High-level representatives, advisors, and experts from various ministries/ government institutions and UNFPA in Cambodia. The main objective of this meeting is to review the progress and challenges of the implementation of the first year roll-out of the 6th Country Programme, 2019-2023 and propose key priority interventions for 2020.

The Country Programme 2019-2023 of UNFPA was officially validated for implementation on February 22, 2019, which focuses on 3 outcomes including 1) Sexual Reproductive Health and Rights 2) Adolescents and Youth 3) Population Dynamics and Cross-cutting issues (Gender). UNFPA approved a total commitment of US$13 million for 5 years period, of which US$8,3 million (64% of the total funds) is the Regular Resources of UNFPA and US$4,7 million is the other resources.

Officials of key government implementing partners including the Ministry of Health, Ministry of Education, Youth and Sports, Ministry of Planning and Ministry of Women’s Affairs also present their achievements, lessons learned and challenges as well as ways forward.
