(ភ្នំពេញ) នារសៀលថ្ងៃអង្គារ ៤កើត ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស. ២៥៦៣ ត្រូវនឹងថ្ងៃទី២៨ ខែមករា ឆ្នាំ២០២០ នៅទីស្តីការ ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណ:កម្មាធិការ នីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានទទួលជួបសម្តែងការគួរសម និងពិភាក្សាការងារជាមួយឯកឧត្តម Patrick Murphy ឯកអគ្គរដ្ឋទូតវិសាមញ្ញ និងពេញសមត្ថភាពនៃសហរដ្ឋអាមេរិកប្រចាំ ព្រះរាជាណាចក្រកម្ពុជា និងអមដំណើរដោយលោកស្រី Veena Reddy នាយិកាទីភ្នាក់ងារសហរដ្ឋអាមេរិកសម្រាប់ការអភិវឌ្ឍអន្តរជាតិ (USAID) ។ គោលដៅចម្បងនៃជំនួបនេះ គឺដើម្បីសម្តែងការគួរសម និងពិភាក្សាអំពីវឌ្ឍនភាពនៃ កិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជា-សហរដ្ឋអាមេរិក ក៏ដូចជាផ្លាស់ប្តូរយោបល់ និងបទពិសោធន៍ដើម្បីបន្តពង្រឹង និង ពង្រីកកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ នាពេលអនាគត ។ ឯកឧត្តមរដ្ឋមន្រ្តី ឈៀង យ៉ាណារ៉ា បានសម្តែងការសា្វគមន៍យ៉ាងកក់ក្តៅចំពោះឯកឧត្តម Patrick Murphy ដែលត្រូវបានរដ្ឋាភិបាលសហរដ្ឋអាមេរិក តែងតាំងជាឯកអគ្គរដ្ឋទូតថ្មីនៃសហរដ្ឋអាមេរិក ប្រចាំព្រះរាជាណាចក្រកម្ពុជា ។ ឯកឧត្តមរដ្ឋមន្រ្តី បានជម្រាបជូន ឯកឧត្តមឯកអគ្គរដ្ឋទូត ថារាជរដ្ឋាភិបាលសម្រេចជោគជ័យយ៉ាងត្រចះត្រចង់ក្នុងការ រក្សាបានសន្តិភាពពេញលេញ, សន្តិសុខ, ស្ថិរភាពនយោបាយ, ការគ្រប់គ្រងម៉ាក្រូសេដ្ឋកិច្ចដោយប្រុងប្រយ័ត្ន និងការកែទម្រង់អភិបាលកិច្ច ដូចជាការកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ, ការកែទម្រង់រដ្ឋបាលសាធារណៈ និងការកែទម្រង់ការអភិវឌ្ឍតាមបែបប្រជាធិបតេយ្យនៅថ្នាក់ក្រោមជាតិ ដែលធ្វើឱ្យប្រសើរឡើងនូវគុណភាពសេវាសាធារណៈ និងការបែងចែងផលលាភនៃការអភិវឌ្ឍសេដ្ឋកិច្ចប្រកបដោយបរិយាប័ន្ន និងរឹងមាំ សម្រាប់សុខុមាលភាពរបស់ប្រជាជន កម្ពុជាគ្រប់រូប ។ សមិទ្ធផលទាំងនេះបានឆ្លុះបញ្ចាំងអំពីភាពជាម្ចាស់ និងភាពជាអ្នកដឹកនាំដ៏រឹងមាំរបស់រាជរដ្ឋាភិបាលក្នុងការអភិវឌ្ឍប្រកបដោយសមធម៌ ចីរភាព និងបរិយាប័ន្ន ។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានគូសបញ្ជាក់ថា កិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍កម្ពុជា-សហរដ្ឋអាមេរិក បាននាំមកនូវលទ្ធផលប្រកបដោយផ្លែផ្កា ដែលបានរួមចំណែកយ៉ាងសំខាន់ក្នុងកិច្ចអភិវឌ្ឍន៍ប្រកបដោយចីរភាពរបស់កម្ពុជា ។ ឯកឧត្តមឯកអគ្គរដ្ឋទូត Patrick Murphy បានវាយតម្លៃខ្ពស់ចំពោះសមិទ្ធផលសម្រេចបានរបស់រាជរដ្ឋាភិបាល កម្ពុជា ព្រមទាំងបានថ្លែងអំណរគុណ និងកោតសរសើរចំពោះភាពជាដៃគូ និងកិច្ចសហការដ៏ល្អប្រសើររបស់ក្រុមប្រឹក្សា- អភិវឌ្ឍន៍កម្ពុជា ក្នុងការសម្របសម្រួលកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ទ្វេភាគីកន្លងមក ។ ឯកឧត្តមឯកអគ្គរដ្ឋទូត ក៏បានវាយតម្លៃខ្ពស់ចំពោះប្រព័ន្ធទិន្នន័យស្តីពីហិរញ្ញប្បទានសហប្រតិបត្តិការរបស់កម្ពុជា ក្រោមការគ្រប់គ្រង និងសម្របសម្រួល របស់ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ដែលបានដើរតួនាទីយ៉ាងសំខាន់ក្នុងការលើកកម្ពស់តម្លាភាពនៃការប្រើប្រាស់ហិរញ្ញប្បទាន និងការប្រើប្រាស់ទិន្នន័យនេះក្នុងការរៀបចំកម្មវិធីនីយកម្ម និងការសម្របសម្រួលរបស់ដៃគូអភិវឌ្ឍន៍ ។ ក្នុងន័យនេះ ឯកឧត្តមឯកអគ្គរដ្ឋទូត បានបញ្ជាក់អំពីជំហរបន្តផ្តល់កិច្ចសហការ និងការគាំទ្រដល់ប្រព័ន្ធទិន្នន័យនេះ ។ បន្ថែមលើនេះ ឯកឧត្តម បានគូសបញ្ជាក់ពីអំពីការបន្តគាំទ្រដល់កិច្ចអភិវឌ្ឍន៍របស់កម្ពុជា តាមរយៈកិច្ចព្រមព្រៀងស្តីពីកិច្ចសហប្រតិបត្តិការ អភិវឌ្ឍន៍ដើម្បីអនុវត្តកម្មវិធីសុខភាពសាធារណៈ, ការអប់រំ, កសិកម្ម និងបរិសា្ថន សម្រាប់ឆ្នាំ២០១៥-២០២៣ ដែលជា ឯកសារគតិយុត្តិនៃក្របខណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ទ្វេភាគី ក្នុងការបើកផ្ដល់ហិរញ្ញប្បទានប្រចាំឆ្នាំសារពើនីមួយៗ។ គួរបញ្ជាក់ផងដែរថា ចាប់តាំងពីឆ្នាំ១៩៩២ ដល់ឆ្នាំ២០១៩ រដ្ឋាភិបាលសហរដ្ឋអាមេរិក បានផ្តល់ហិរញ្ញប្បទានឥតសំណងដល់កម្ពុជាប្រមាណជាង ១.៥០០ លានដុលា្លរ សមមូលនឹង ៦,១% នៃទំហំហិរញ្ញប្បទានឥតសំណងដែលផ្តល់ដោយដៃគូអភិវឌ្ឍន៍ទាំងអស់ ដោយផ្តោតសំខាន់លើវិស័យសុខាភិបាល, អប់រំ, បរិសា្ថន, កសិកម្ម, អភិបាលកិច្ច និងការអភិវឌ្ឍតាមបែបប្រជាធិបតេយ្យ និងកម្មវិធីដោះគ្រាប់មីន និងយុទ្ធភ័ណ្ឌមិនទាន់ផ្ទុះ ដែលឆ្លើយតបទៅនឹងអាទិភាពរបស់រាជរដ្ឋាភិបាល ដូចមានចែងក្នុងយុទ្ធសាស្រ្តចតុកោណ-ដំំណាក់កាលទី៤, ផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ជាតិឆ្នាំ២០១៩-២០២៣, គោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជា និងផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍តាមវិស័យ ។ ឆ្លៀតក្នុងឱកាសនេះ ឯកឧត្តមរដ្ឋមន្ត្រី ឈៀង យ៉ាណារ៉ា បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះរដ្ឋាភិបាល សហរដ្ឋអាមេរិក ក៏ដូចជាប្រជាជនអាមេរិក ដែលបាន និងបន្តផ្តល់ការគាំទ្រ និងរួមចំណែកក្នុងកិច្ចអភិវឌ្ឍន៍របស់កម្ពុជា និងសូមជូនពរ ឯកឧត្តមអគ្គរដ្ឋទូត និងសហការី ទទួលបានជោគជ័យក្នុងបេសកកម្មការទូតនៅកម្ពុជា ៕
ថ្ងៃអង្គារ ៤កើត ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ រាជធានីភ្នំពេញ ត្រូវនឹងថ្ងៃទី២៨ ខែមករា ឆ្នាំ២០២០
(Phnom Penh) On Tuesday afternoon, 28 January 2020 at the Council for the Development of Cambodia (CDC), His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for Development of Cambodia held a courtesy meeting with His Excellency Patrick Murphy, Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of Cambodia and accompanied by Ms. Veena Reddy, USAID Mission Director to the Kingdom of Cambodia. The main purpose of the meeting was to receive a courtesy call and to discuss the progress of the Cambodia-U.S. bilateral development cooperation as well as to exchange views and experiences in order to further strengthen and enhance future development cooperation and partnership. H.E. Chhieng Yanara warmly welcomed and congratulated H.E. Patrick Murphy for being appointed as new Ambassador of the U.S. to the Kingdom of Cambodia. H.E. Minister informed H.E. Ambassador that the Royal Government of Cambodia (RGC) has demonstrated a remarkable successes in ensuring full peace, security, political stability, prudent macro-economic management and sound governance reforms – notably in Public Financial Management, Public Administration Reform and Sub-National Democratic Development, which provide better services and ultimately distribute the dividend of robust and inclusive economic development to well-being of all Cambodians. These tremendous achievements have reflected the strong ownership and leadership of the RGC in contributing to equitable, sustainable and inclusive developments. Moreover, H.E. Minister also emphasized that the bilateral cooperation between Cambodia and U.S. have hugely contributed to the sustainable development of Cambodia. H.E. Ambassador Patrick Murphy highly valued the achievements made by the RGC and expressed his sincere thanks and appreciated CDC for excellent cooperation and close partnership with the U.S. in coordinating bilateral development cooperation so far. In addition, H.E. Ambassador highly appreciated the Cambodia ODA Database–under management and coordination of CDC, which have played significant role in promoting transparency in reporting and use of data in programming and coordination for all development partners. In this regard, H.E. Ambassador showed his commitment to continue cooperating and supporting this database. Most importantly, H.E. Ambassador firmly expressed strong commitment to further support Cambodia’s development through the Development Objective Grant Agreements for Program on Public Health, Education, Agriculture and Environment for the period of 2015-2023, which is a legal document of bilateral cooperation framework in obligating annual commitment for each fiscal year. It is noticeably that from 1992 to 2019, the U.S. Government has committed grant aid approximately USD 1.5 billion, equivalent to 6.10% of total ODA disbursement by all development partners to Cambodia, focusing on priority sectors such as health, education, environment, agriculture, governance and democratic development and de-mining program, which are well-aligned with the RGC’s priorities as outlined in the Rectangular Strategy Phase IV, the National Strategic Development Plan 2019-2023, the Cambodia Sustainable Development Goals as well as the Sector Development Strategies/Policies. At the end of meeting, H.E. Chhieng Yanara expressed his sincere thanks to the U.S. Government as well as its citizens that have been and continue to support and contribute to the development of Cambodia and wished H.E. Ambassador and his colleagues all the best and succeed in their diplomatic mission in Cambodia.
