       (ភ្នំពេញ) នារសៀលថ្ងៃព្រហស្បតិ៍ ៦កើត ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី៣០ ខែមករា ឆ្នាំ២០២០ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណ:កម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជា នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានទទួលជួប ឯកឧត្តម Björn Häggmark ឯកអគ្គរាជទូតវិសាមញ្ញ និងពេញសមត្ថភាពនៃព្រះរាជាណាចក្រស៊ុយអ៊ែតប្រចាំ ព្រះរាជាណាចក្រកម្ពុជា ទើបតែតែងតាំងថ្មី និងអមដំណើរដោយលោក Samuel Hurtig ភារធារី និងជាប្រធានទទួលបន្ទុកផ្នែកកិច្ចសហប្រតិបត្តិការនៃស្ថានទូតស៊ុយអ៊ែតប្រចាំកម្ពុជា ។ គោលដៅចម្បងនៃជំនួបនេះ គឺដើម្បីពិភាក្សាអំពីវឌ្ឍនភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍រវាងកម្ពុជា-ស៊ុយអ៊ែត ក៏ដូចជាផ្លាស់ប្តូរយោបល់ និងបទពិសោធន៍ ដើម្បីបន្តពង្រឹង និងពង្រីកកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូនាពេលអនាគត ។

       ក្នុងជំនួបនេះ ឯកឧត្តមរដ្ឋមន្រ្តី ឈៀង យ៉ាណារ៉ា បានសម្តែងការសា្វគមន៍យ៉ាងកក់ក្តៅ និងអបអរសាទរចំពោះ ឯកឧត្តម Björn Häggmark ដែលត្រូវបានរាជរដ្ឋាភិបាលស៊ុយអ៊ែត តែងតាំងជាឯកអគ្គរាជទូតថ្មីប្រចាំព្រះរាជាណាចក្រ កម្ពុជា ។ ក្នុងនាមរាជរដ្ឋាភិបាលកម្ពុជា ឯកឧត្តមរដ្ឋមន្រ្តី បានថ្លែងអំណរយ៉ាងជ្រាលជ្រៅចំពោះរាជរដ្ឋាភិបាលស៊ុយអ៊ែត ក៏ដូចជាប្រជាជនស៊ុយអ៊ែត ដែលបាន និងបន្តរួមចំណែកយ៉ាងសកម្មក្នុងកិច្ចអភិវឌ្ឍន៍ប្រកបដោយចីរភាពចាប់តាំងពីដើមទសវត្សរ៍ ៩០ មក ពិសេសការគាំទ្រដល់ការកែទម្រង់វិមជ្ឈការ និងវិសហមជ្ឈការនៅកម្ពុជា ដែលពិតជាបានរួមចំណែកដល់ការអភិវឌ្ឍជនបទ លើមូលដ្ឋាននៃការកសាងធនធានមនុស្ស និងសមត្ថភាពស្ថាប័នប្រកបដោយបរិយាប័ន្ន ។ ជាក់ស្តែង គិតត្រឹមឆ្នាំ២០១៩ ស៊ុយអ៊ែត បានបើកផ្តល់ហិរញ្ញប្បទានឥតសំណងប្រមាណ ៥៦៥ លានដុល្លារអាមេរិក សម្រាប់ អនុវត្តគម្រោងលើវិស័យអភិបាលកិច្ច និងសិទ្ធិមនុស្ស, អប់រំ និងបណ្តុះបណ្តាលវិជ្ជាជីវ:, ការងារ, យេនឌ័រ, បរិសា្ថន និងការប្រែប្រួលអាកាសធាតុ ។ ទន្ទឹមនេះ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានគូសបញ្ជាក់ជូន ឯកឧត្តមឯកអគ្គរាជទូត អំពីវឌ្ឍនភាព សំខាន់ៗដែលរាជរដ្ឋាភិបាលកម្ពុជាសម្រេចបានក្នុងការរក្សាបាននូវសនិ្តភាពពេញលេញ និងកំណើនសេដ្ឋកិច្ចល្អប្រសើរក្រោមការដឹកនាំប្រកបដោយគតិបណ្ឌិត និងចក្ខុវិស័យវែងឆ្ងាយរបស់ សម្តេចអគ្គមហាសេនាបតីតេជោ ហ៊ុន សែន នាយករដ្ឋមន្រ្តី នៃព្រះរាជាណាចក្រកម្ពុជា ។ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានជម្រាបអំពីកិច្ចប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលលើការងារកំណែទម្រង់តាមវិស័យ។ ក្នុងនោះ រាជរដ្ឋាភិបាលបាន និងកំពុងបន្តកែទម្រង់ការអភិវឌ្ឍតាមបែបប្រជាធិបតេយ្យ នៅថ្នាក់ក្រោមជាតិ សំដៅធានាដល់ការធ្វើប្រតិភូកម្មអំណាច មុខងារ និងធនធានឱ្យរដ្ឋបាលថ្នាក់ក្រោមជាតិដែលនៅកៀកជិតប្រជាពលរដ្ឋ ក្នុងការផ្តល់សេវាសាធារណ: និងការអភិវឌ្ឍមូលដ្ឋានឆ្លើយតបទៅនឹងតម្រូវការរបស់ប្រជាពលរដ្ឋ ប្រកបដោយប្រសិទ្ធភាព, តម្លាភាព, គណនេយ្យភាព, បរិយាប័ន្ន និងសមធម៌សង្គម ។

       ឯកឧត្តមឯកអគ្គរាជទូត Björn Häggmark បានសម្តែងនូវសេចក្តីរីករាយដែលបានមកបំពេញការងារជាឯកអគ្គរាជទូតថ្មីនៅកម្ពុជា និងបានវាយតម្លៃខ្ពស់ចំពោះកិច្ចខិតខំប្រឹងប្រឹងរបស់រាជរដ្ឋាភិបាលកម្ពុជា និង វឌ្ឍនភាពសម្រេចបានក្នុងកិច្ចអភិវឌ្ឍន៍កម្ពុជា ។ ឯកឧត្តមឯកអគ្គរាជទូត ក៏បានបញ្ជាក់អំពីជំហររបស់រាជរដ្ឋាភិបាលស៊ុយអ៊ែត ក្នុងការបន្តសហការ និងគាំទ្រដល់រាជរដ្ឋាភិបាលកម្ពុជា តាមរយៈវិស័យអាទិភាពចំនួន ៣ គឺ ៖ វិស័យអភិបាលកិច្ច, វិស័យអប់រំ និងការងារ និងវិស័យបរិស្ថាន និងការប្រែប្រួលអាកាសធាតុ ។ បន្ថែមលើនេះ ឯកឧត្តមឯកអគ្គរាជទូត ក៏បានបង្ហាញពីចំណាប់អារម្មណ៍ក្នុងកិច្ចសហប្រតិបត្តិការផ្នែកពាណិជ្ជកម្មលើវិស័យដឹកជញ្ជូនសាធារណៈ និងថាមពល កកើតឡើងវិញ ។ ឯកឧត្តមឯកអគ្គរាជទូត ក៏បានជម្រាបជូន ឯកឧត្តមរដ្ឋមន្រ្តី អំពីការពន្យារសុពលភាពនៃយុទ្ធសាស្រ្ត របស់ស៊ុយអ៊ែតស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍អន្តរជាតិជាមួយកម្ពុជាឆ្នាំ២០១៤-២០១៨ រហូតដល់ឆ្នាំ២០២០ និងអំពីវឌ្ឍនភាពនៃដំណើរការរៀបចំសេចក្តីព្រាងយុទ្ធសាស្រ្តសម្រាប់ដំណាក់កាលបន្ទាប់ ដែលគ្រោងនឹងត្រូវដាក់ឱ្យអនុវត្ត ជាផ្លូវការក្នុងអំឡុងឆ្នាំ២០២០ នេះ ។

       ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការ គ.ជ.នា/ក.អ.ក បានថ្លែងអំណរគុណ និងជូនពរ ឯកឧត្តមឯកអគ្គរាជទូត និង សហការី ទទួលបានជោគជ័យក្នុងការបំពេញបេសកកម្មការទូត នៅកម្ពុជា ។ ជាចុងក្រោយ ឯកឧត្តមរដ្ឋមន្រ្តី និង ឯកឧត្តមឯកអគ្គរាជទូត សង្ឃឹមជឿជាក់ថាចំណងការទូត និងភាពជាដៃគូក្នុងកិច្ចសហប្រតិបត្តិការទ្វេភាគី នឹងត្រូវបានបន្តពង្រឹង និងពង្រីកកាន់តែល្អប្រសើរបន្ថែមទៀតនាពេលខាងមុខ ៕

រាជធានីភ្នំពេញ ត្រូវនឹងថ្ងៃទី៣០ ខែមករា ឆ្នាំ២០២០



(Phnom Penh) On Thursday afternoon, 30 January 2020 at the Council for the Development of Cambodia, His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC) held a courtesy meeting with His Excellency Björn Häggmark, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Sweden to the Kingdom of Cambodia, and accompanied by Mr. Samuel Hurtig, Counsellor and Head of Development Cooperation of the Swedish Embassy in Cambodia. The main purpose of the meeting was to discuss the progress of bilateral development cooperation between Cambodia and Sweden as well as to exchange view and experience so as to further strengthen and enhance future cooperation and partnership.

H.E. Minister Chhieng Yanara warmly welcomed and congratulated H.E. Björn Häggmark for being appointed as a new Swedish Ambassador to Cambodia. H.E. Minister, on behalf of the Royal Government of Cambodia (RGC), expressed sincere thanks to the Swedish Government and citizens that have been and keep contribute to the sustainable development of Cambodia since 1990s, particularly the decentralization and de-concentration reforms, which significantly contributed to rural development on human resources and inclusive institutional capacity development in Cambodia. As of 2019, Swedish Government has been committed grant aid around USD 565 million to support Cambodia’s priorities including governance and human rights, education and vocational training, employment, gender, environment and climate change. Meanwhile, H.E. Minister informed H.E. Ambassador about the major accomplishments of the RGC, under the wise and long-term visionary leadership of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, in maintaining full peace and sustainable economic growth. In addition, H.E. Minister also emphasized the RGC’s efforts in sectoral reforms. One of them is the Sub-national Democratic Development reform in which the RGC has been continuing delegated of power, functions and resources to the sub-national administrations in delivering public services and local development in response to the needs of citizens more effectively, transparency, accountability, inclusively and social equity.

H.E. Ambassador Björn Häggmark expressed his great pleasure to be working as Swedish Ambassador to the Kingdom of Cambodia, and highly valued the RGC’s effort and achievements of Cambodia’s development. H.E. Ambassador also confirmed that the Swedish Government will continue to cooperate with and support the RGC’s through three main sectors such as governance, education and employment, and environment and climate change. Additionally, H.E. Ambassador also expressed the interest of Swedish Government in trade cooperation, specifically public transportation and renewable energy. Moreover, H.E. Ambassador informed H.E. Minister about the extension of the current Sweden’s Strategy on International Development Cooperation with Cambodia 2014-2018 until 2020, and the new bilateral development cooperation strategy, which is expected to be officially launched by this year.

H.E. Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of CRDB/CDC sincerely thanked and wished H.E. Ambassador and his colleagues all the best and have successful in their diplomatic mission in Cambodia. Last but not least, H.E. Minister and H.E. Ambassador firmly believe that the diplomatic relations and development cooperation between the two countries will be further expanded and strengthened in the future.
