       (ភ្នំពេញ)នារសៀលថ្ងៃព្រហស្បតិ៍ ១៣កើត ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស. ២៥៦៣ ត្រូវនឹងថ្ងៃទី០៦ ខែកុម្ភៈ ឆ្នាំ២០២០ នៅទីស្តីការក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការ គណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជានៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា (គ.ជ.នា/ក.អ.ក) បានទទួលជួបលោកស្រី Ophélie BOURHIS នាយិកាថ្មីនៃទីភ្នាក់ងារបារាំងសម្រាប់ការអភិវឌ្ឍ (Agence Française de Développement – AFD) ។ គោលដៅចម្បងនៃជំនួបនេះ គឺដើម្បីសម្តែងការគួរសម និងពិភាក្សាអំពីវឌ្ឍនភាពនៃកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍រវាងរាជរដ្ឋាភិបាលកម្ពុជា និងទីភ្នាក់ងារ AFD ក៏ដូចជាផ្លាស់ប្តូរយោបល់ និងបទពិសោធន៍ដើម្បីបន្តពង្រឹង និងពង្រីកកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ និងភាពជាដៃគូ នាពេលអនាគត ។

       ក្នុងជំនួបនេះ ឯកឧត្តមរដ្ឋមន្រ្តី ឈៀង យ៉ាណារ៉ា បានសម្តែងការសា្វគមន៍យ៉ាងកក់ក្តៅ និងអបអរសាទរចំពោះ លោកស្រី Ophélie BOURHIS ដែលត្រូវបានតែងតាំងជានាយិកាថី្មនៃទីភ្នាក់ងារ AFD ប្រចាំព្រះរាជាណាចក្រកម្ពុជា កាលពីខែកញ្ញា ឆ្នាំ២០១៩ ។ ឯកឧត្តមរដ្ឋមន្រ្តី បានគូសបញ្ជាក់ជូន លោកស្រីនាយិកា អំពីវឌ្ឍនភាពដែលរាជរដ្ឋាភិបាល សម្រេចជោគជ័យយ៉ាងត្រចះត្រចង់ក្នុងការរក្សាបានសន្តិភាពពេញលេញ, សន្តិសុខ, ស្ថិរភាពនយោបាយ, ការរក្សាបាន នូវកំណើនសេដ្ឋកិច្ច ៧,៥% ដែលជាកំណើនខ្ពស់ក្នុងរយៈពេល ១០ ឆ្នាំចុងក្រោយនេះ ។ ទន្ទឹមនឹងនេះ ក្នុងនាម រាជរដ្ឋាភិបាលកម្ពុជា ឯកឧត្តមរដ្ឋមន្រ្តី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះរដ្ឋាភិបាលសាធារណរដ្ឋបារាំង និងប្រជាជនបារាំង ពិសេសចំពោះទីភា្នក់ងារ AFD ដែលបាន និងបន្តរួមចំណែកយ៉ាងសំខាន់ក្នុងកិច្ចអភិវឌ្ឍន៍ប្រកបដោយ ចីរភាព និងបរិយាប័ន្នទាំងនៅជនបទ និងទីប្រជុំជននៅកម្ពុជា ។ ជាក់ស្តែង គិតត្រឹមឆ្នាំ២០១៩ ទីភ្នាក់ងារ AFD បានបើកផ្តល់បើកហិរញ្ញប្បទានសហប្រតិបត្តិការទាំងក្នុងទម្រង់ជាហិរញ្ញប្បទានឥតសំណង, ឥណទានសម្បទានមានការធានា និងគា្មនការធានាពីរដ្ឋសរុបប្រមាណ ៥៥០ លានអឺរ៉ូ (សមមូលនឹង ៦០៥ លានដុលា្លរអាមេរិក) ស្មើនឹង ២,៤% នៃទំហំហិរញ្ញប្បទានសរុបផ្តល់ដោយដៃគូអភិវឌ្ឍន៍ទាំងអស់ សម្រាប់គាំទ្រដល់គម្រោងក្នុងវិស័យកសិកម្ម និងកសិ-ឧស្សាហកម្មអភិវឌ្ឍន៍ជនបទ, ហេដ្ឋារចនាសម្ព័ន្ធរូបវ័ន្ត (ការផ្គត់ផ្គង់ទឹកសា្អត, ផ្លូវជនបទ, ការសាងសង់បណ្តាញចែកចាយអគ្គិសនី), ការបណ្តុះបណ្តាលបច្ចេកទេស និងវិជ្ជាជីវៈ និងវិស័យធនាគារ និងគ្រឹះសា្ថនហិរញ្ញវត្ថុនៅកម្ពុជា ។ ជាមួយគ្នានេះដែរ ឯកឧត្តមរដ្ឋមន្រ្តី ក៏បានស្នើដល់ភាគី AFD ធ្វើការពិនិត្យលទ្ធភាពក្នុងការពង្រីកវិសាលភាពគាំទ្រលើវិស័យសង្គមកិច្ច (អប់រំ និងសុខាភិបាល) បន្ថែមលើវិស័យអាទិភាពដែលមានស្រាប់ ក្នុងក្របខណ្ឌកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ ។

       លោកស្រី Ophélie BOURHIS បានសម្តែងការអបអរសាទរ និងវាយតម្លៃខ្ពស់ចំពោះកិច្ចខិតខំប្រឹងប្រែងរបស់រាជរដ្ឋាភិបាលកម្ពុជាក្នុងកិច្ចអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ពិសេសចំពោះការរក្សាបាននូវកំណើនសេដ្ឋកិច្ចដ៏ល្អប្រសើរ ។ លោកស្រី ក៏បានថ្លែងអំណរគុណចំពោះកិច្ចសហប្រតិបត្តិការ និងភាពជាដៃគូដ៏ល្អរវាងក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា និងទីភា្នក់ងារ AFD កន្លងមក ហើយក្នុងអាណត្តិការងារថ្មីនេះ លោកស្រីបានបង្ហាញជំហរប្ដេជ្ញាបន្តសហការ, ពង្រឹង និងពង្រីកកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍លើវិស័យអាទិភាពដែលមានស្រាប់ ដើម្បីរួមចំណែកជាមួយរាជរដ្ឋាភិបាលកម្ពុជាក្នុងការបន្តជំរុញកំណើនសេដ្ឋកិច្ច និងបង្កើតការងារ តាមរយៈការអភិវឌ្ឍធនធានមនុស្ស និងលើកកម្ពស់ការវិនិយោគ នៅកម្ពុជា ។ ជាការឆ្លើយតបនឹងសំណើរបស់ឯកឧត្តមរដ្ឋមន្រ្តី លោកស្រីនាយិកា បានជម្រាបជូនថា ទីភា្នក់ងារ AFD នឹងពិនិត្យលទ្ធភាពក្នុងការគាំទ្របន្ថែមដល់គម្រោងក្នុងវិស័យអប់រំ និងសុខាភិបាល ហើយនឹងលើកសំណើនេះយកទៅពិភាក្សាបន្ថែមក្នុងកិច្ចពិគ្រោះយោបល់កម្រិតគោលនយោបាយ (Policy Dialogue) រវាងរាជរដ្ឋាភិបាលកម្ពុជា និងទីភា្នក់ងារ AFD ដែលគ្រោងនឹងប្រព្រឹត្តទៅនាថ្ងៃទី៩ ខែមីនា ឆ្នាំ២០២០ ខាងមុខ នៅរដ្ឋធានីប៉ារីស ប្រទេសបារាំង ។ លោកស្រីនាយិកា ក៏បានបង្ហាញជំហរដ៏រឹងមាំក្នុងការបន្តរួមចំណែកក្នុងកិច្ចសហប្រតិបត្តិការកម្រិតវិស័យផងដែរ ពិសេសវិស័យហេដ្ឋារចនាសម្ព័ន្ធ (ប្រព័ន្ធធារាសាស្រ្ត) តាមរយៈយន្តការក្រុមការងារបច្ចេកទេសចម្រុះដែលមានសមាសភាព ពីតំណាងក្រសួង និងសា្ថប័ន តាមវិស័យនៃរាជរដ្ឋាភិបាលកម្ពុជា និងតំណាងដៃគូអភិវឌ្ឍន៍ ។

       មុននឹងបញ្ចប់ជំនួបសម្តែងការគួរសម និងពិភាក្សាការងារនេះ ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអម នាយករដ្ឋមន្រ្តី អគ្គលេខាធិការ គ.ជ.នា/ក.អ.ក បានថ្លែងអំណរគុណ និងជូនពរ លោកស្រី Ophélie BOURHIS ទទួលបានជោគជ័យក្នុងការបំពេញបេសកកម្មនៅកម្ពុជា ៕

(Phnom Penh) On Thursday afternoon, 06 February 2020 at the Council for the Development of Cambodia, His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for Development of Cambodia (CRDB/CDC) held a meeting with Ms. Ophélie BOURHIS, New Country Director of Agence Française de Développement (AFD) to the Kingdom of Cambodia. The main purpose of the meeting was to have a courtesy call and to discuss the progress of development cooperation between Cambodia and AFD as well as to exchange view and experience in order to further strengthen and enhance future development cooperation and partnership.

First of all, H.E. Chhieng Yanara warmly welcomed and congratulated Ms. Ophélie BOURHIS for being appointed as a new AFD Country Director to the Kingdom of Cambodia in September 2019. H.E. Minister informed Ms. Ophélie about the remarkable successes of the Royal Government of Cambodia (RGC) in ensuring full peace, security, political stability, and maintain economic growth with 7.5% per annum, which is a highest growth within this last decade. H.E. Minister, on behalf of the RGC, expressed sincere thanks to the Government of French Republic, its citizens, and particularly to AFD that have been and continue support to Cambodia’s sustainable development both at rural and urban areas in Cambodia. In fact, as of 2019, AFD has committed official development assistance (grant aid, sovereign and non-sovereign loan) to Cambodia approximately EUR 550 million (USD 605 million), equivalent to 2.4% of total ODA committed by all development partners. These assistances contributed to the priority sectors of the RGC including agriculture and agro-industry, rural development, physical infrastructure (water supply, rural road, and electricity and transmission line), Technical and Vocational Education and Training, and financial and banking sector. In this regard, H.E. Minister proposed to AFD for review the possibility to expand the supports to social sector (education and health) beyond the current sectors.

Ms. Ophélie BOURHIS expressed her appreciation and highly valued the RGC’s efforts in maintaining sustainable development as well as economic growth. Ms. Ophélie expressed sincere thanks and appreciation to CDC for excellent cooperation and partnership so far with AFD office, and she also showed strong commitment to further cooperate, strengthen, and expand bilateral development cooperation on existing sectors in order to contribute to the RGC’s effort in enhancing economic growth and creating more employments through developing human resources and promoting private investment in Cambodia. In response to H.E. Minister’s proposal, Ms. Ophélie informed that AFD will take into consideration, and will also discuss in the upcoming Policy Dialogue between RGC and AFD, which will be held on 09 March 2020 in Paris, France. Moreover, Ms. Ophélie expressed high commitment to further contribute to sector level, especially to infrastructure (irrigation) via Technical Working Group (TWG) mechanism that consists of representatives from both RGC and Development Partners.

At the end of this courtesy meeting, H.E. Chhieng Yanara, Minister Attachment to the Prime Minister, Secretary General of CRDB/CDC expressed his sincere thanks to and wished Ms. Ophélie all the best and succeed in her mission in Cambodia.
