(សៀមរាប) នាថ្ងៃពុធ ១១រោច ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ត្រូវនឹងថ្ងៃទី១៩ ខែកុម្ភៈ ឆ្នាំ២០២០ នៅសណ្ឋាគារ សោមាទេវីអង្គរ ខេត្តសៀមរាប ឯកឧត្តម ឈៀង យ៉ាណារ៉ា រដ្ឋមន្រ្តីប្រតិភូអមនាយករដ្ឋមន្រ្តី អគ្គលេខាធិការគណៈកម្មាធិការនីតិសម្បទា និងអភិវឌ្ឍន៍កម្ពុជា នៃក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា និងជាប្រធានគណៈកម្មាធិការដឹកនាំការងារថ្នាក់ជាតិសម្រាប់កម្មវិធី អភិវឌ្ឍសេដ្ឋកិច្ចមូលដ្ឋាន-ដំណាក់កាលទី៤ (RED IV) បានដឹកនាំកិច្ចប្រជុំលើកទី ២ របស់គណៈកម្មាធិការដឹកនាំការងារថ្នាក់ជាតិ ។ កិច្ចប្រជុំនេះមានការចូលរួមពីលោកជំទាវ ឯកឧត្តម លោក លោកស្រី ជាតំណាងមកពីក្រសួង និងសា្ថប័នពាក់ព័ន្ធចំនួន ១១, តំណាង រដ្ឋបាលខេត្តសៀមរាបបន្ទាយមានជ័យ, ឧត្តរមានជ័យ, ព្រះវិហារ, តំណាងក្រុង-ស្រុកនៃខេត្តគោលដៅ, តំណាងសា្ថនទូតអាល្លឺម៉ង់ ប្រចាំកម្ពុជា, ទីភា្នក់ងារស្វីស សម្រាប់ការអភិវឌ្ឍ និងសហប្រតិបត្តិការ (SDC), ទីភ្នាក់ងារអាល្លឺម៉ង់សម្រាប់កិច្ចសហប្រតិបត្តិការអន្តរជាតិ (GIZ) និងមន្រ្តីកម្មវិធីសរុបចំនួន ៦០ រូប ។ គោលបំណងចម្បងនៃកិច្ចប្រជុំនេះ គឺដើម្បីពិនិត្យ និងអនុម័តលើសេចក្តីព្រាងរបាយការណ៍ វឌ្ឍនភាពឆ្នាំ២០១៩ និងផែនការប្រតិបត្តិសម្រាប់ឆ្នាំ២០២០ ។ អង្គប្រជុំ បានពិភាក្សាយ៉ាងផុលផុស និងបានវាយតម្លៃខ្ពស់ចំពោះវឌ្ឍនភាពសម្រេចបានក្នុងឆ្នាំ២០១៩ នៅខេត្តគោលដៅទាំងអស់ដែលពិតជា បានរួមចំណែកយ៉ាងសំខាន់ក្នុងការអភិវឌ្ឍសេដ្ឋកិច្ចមូលដ្ឋាន និងចូលរួមកាត់បន្ថយភាពក្រីក្រនៅកម្ពុជាដោយបានបង្កើត ឱកាសការងារ និងផ្តល់ការ បណ្តុះបណា្តលជំនាញវិជ្ជាជីវៈ ព្រមទាំងលើកកម្ពស់ជីវភាពរបស់ប្រជាជនតាមជនបទក្នុងខេត្តគោលដៅតាមរយៈ ១-ការពង្រឹងអភិបាលកិច្ចសម្រាប់ ការអភិវឌ្ឍសេដ្ឋកិច្ចមូលដ្ឋាន, ២-ការអភិវឌ្ឍសហគ្រាសធុនមីក្រូ តូច និងមធ្យម និងការលើកកម្ពស់អត្រាការងារ និងអភិវឌ្ឍន៍ជំនាញបច្ចេកទេស និងវិជ្ជាជីៈ, ៣-ការលើកកម្ពស់តម្លៃបន្ថែមក្នុងសង្វាក់ផលិតកម្មកសិកម្ម (ស្រូវ, ដំឡូងមី និងបន្លែ) និង ៤-ការលើកកម្ពស់សមភាពយេនឌ័រ និងការចូលរួមរបស់ស្រី្ត ។ ជាក់ស្តែង គិតត្រឹមខែធ្នូ ឆ្នាំ២០១៩ កម្មវិធីបានផ្តល់ការគាំទ្រ គ្របដណ្តប់លើក្រុង-ស្រុកសរុបចំនួន ១៨ ព្រមទាំងបាន គាំទ្រផ្ទាល់ដល់ប្រជាពលរដ្ឋក្នុងខេត្តគោលដៅទាំងបួន សរុបចំនួន ១២ ៩៥៦ គ្រួសារ (បន្ទាយមានជ័យ ៧ ០៣១គ្រួសារ, ឧត្តរមានជ័យ ៥ ៣៤៤គ្រួសារ, ព្រះវិហារ ៣៨៨គ្រួសារ និងសៀមរាប ១៩៣គ្រួសារ) ។ ទន្ទឹមនឹងនេះ អង្គប្រជុំ ក៏បានពិភាក្សា និងផ្តល់អនុសាសន៍លើផែនការប្រតិបត្តិឆ្នាំ២០២០ ដើម្បីជាធាតុចូលបន្ថែមក្នុងការតម្រង់ទិស ដល់ការអនុវត្ត ផែនការប្រតិបត្តិនេះប្រកបដោយជោគជ័យ និងមានប្រសិទ្ធភាពខ្ពស់ ដែលចាំបាច់មានការចូលរួមពីគ្រប់ភាគីពាក់ព័ន្ធទាំងអស់ក៏ដូចជាប្រជាពលរដ្ឋដែល ទទួលផលពីកម្មវិធីនេះ ។ គួររំឭកផងដែរថាកម្មវិធីRED IVគឺកម្មវិធីសហប្រតិបតិ្តការបចេ្ចកទេសក្នុងក្របខណ្ឌហិរញប្បទានសហប្រតិបត្តិការជាមួយរដ្ឋាភិបាលនៃសាធារណ រដ្ឋសហព័ន្ធអាល្លឺម៉ង់ និងរដ្ឋាភិបាលនៃសហព័ន្ធស្វីស មានរយៈពេល ៤២ ខែ (ខែមេសា ឆ្នាំ២០១៨ ដល់ខែកញ្ញា ឆ្នាំ២០២១) ដែលមានថវិកាសរុប ៨,៤១ លានអឺរ៉ូ ព្រមទាំងថវិកាបដិភាគរបស់រាជរដ្ឋាភិបាលកម្ពុជាចំនួន ១០% ៕
ថ្ងៃពុធ ១១រោច ខែមាឃ ឆ្នាំកុរ ឯកស័ក ព.ស.២៥៦៣ ខេត្តសៀមរាប ត្រូវនឹងថ្ងៃទី១៩ ខែកុម្ភៈ ឆ្នាំ២០២០
(Siem Reap) On Wednesday, 19 February 2020 at Somadevi Angkor and Spa Hotel in Siem Reap Province, His Excellency Chhieng Yanara, Minister Attached to the Prime Minister, Secretary General of the Cambodian Rehabilitation and Development Board of the Council for the Development of Cambodia (CRDB/CDC), and Chairman of the National Steering Committee for Regional Economic Development Program Phase IV (RED IV) led the Second Meeting of the National Steering Committee for RED IV. The meeting was attended by the senior representatives of 11 ministries/agencies, representatives of Siem Reap, Banteay Meanchey, Oddar Meanchey, Preah Vihear Provincial, Municipalities and District Administrations, the German Embassy, the Swiss Agency for Development and Cooperation (SDC), the Deutsche Gesellschaft für Internationale (GIZ), and RED IV Program’s officers, approximately 60 participants. The main purpose of this meeting was to review and approve the draft implementation progress report in 2019 and the plan of operation in 2020. The National Steering Committee highly appreciated and valued the significant progress made in 2019 by the program in all targeted provinces, which importantly contributed to local economic development and poverty reduction in Cambodia. The program has generated more job opportunities, providing vocational trainings as well as improving the lives of rural people in the target provinces through 1- strengthening good governance for local economic development, 2- promoting and developing Micro, Small and Medium Enterprise (MSMEs), employment, and vocational training, 3-promoting agricultural value chains (rice, cassava, and vegetables), and 4- promoting gender equality and women's participation. In fact, as of December 2019, the program has provided support to a total of 18 municipalities and districts as well as directly supported to 12,956 households in the four targeted provinces (Banteay Meanchey 7,031 households, Oddar Meanchey 5,344 households, Preah Vihear 377 households, and Siem Reap 193 households). The National Steering Committee also discussed and provided comprehensive recommendations on the Operational Plan 2020 as vital inputs for steering the implementation of 2020 plan more successfully and effectively, in which this requires the cooperation and participation from all relevant stakeholders and the beneficiaries. It is noticeably that RED IV is the 42 months length program (April 2018 until September 2021) under the cooperation of the Federal Republic of Germany and the Swiss Confederation Government with a total budget of EUR 8.41 million and 10% financial contributions of the Royal Government of Cambodia
