       (ភ្នំពេញ) ៖ ថ្ងៃអង្គារ ៤រោច ខែជេស្ឋ ឆ្នាំជូត ទោស័ក ព.ស.២៥៦៤ ត្រូវនឹងថ្ងៃទី៩ ខែមិថុនា ឆ្នាំ២០២០, ឯកឧត្តម ជិន ប៊ុនស៊ាន ទេសរដ្ឋមន្ត្រីទទួលបន្ទុកបេសកកម្មពិសេស និងជាអនុប្រធានក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា តំណាងរាជរដ្ឋាភិបាលនៃព្រះរាជាណាចក្រកម្ពុជា និង ឯកឧត្តម Christian Berger ឯកអគ្គ រដ្ឋទូតវិសាមញ្ញ និងពេញសមត្ថភាពនៃសាធារណរដ្ឋសហព័ន្ធអាល្លឺម៉ង់ប្រចាំនៅព្រះរាជាណាចក្រកម្ពុជា តំណាង រដ្ឋាភិបាលសហព័ន្ធសហព័ន្ធអាល្លឺម៉ង់ បានចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងស្តីពីកិច្ចសហប្រតិបត្តិការបច្ចេកទេស ឆ្នាំ២០១៩ ។

       តាមរយៈកិច្ចព្រមព្រៀងស្តីពីកិច្ចសហប្រតិបត្តិការបច្ចេកទេស ដែលទើបត្រូវបានចុះហត្ថលេខានេះ រដ្ឋាភិបាលសាធារណរដ្ឋសហព័ន្ធអាល្លឺម៉ង់ ផ្តល់ហរិញ្ញប្បទានឥតសំណងសរុបចំនួន ១៣,៥ លានអឺរ៉ូ ស្មើនឹង ១៤,៦ លានដុល្លារអាមេរិក ដើម្បីគាំទ្រដល់គម្រោងអភិវឌ្ឍន៍ចំនួន ៤ ក្នុងប្រទេសកម្ពុជា រួមមាន ៖ ១) ការកំណត់អត្តសញ្ញាណកម្មគ្រួសារក្រីក្រ, ២) ការគាំពារសុខភាពសង្គម, ៣) ការអភិវឌ្ឍសេដ្ឋកិច្ចមូលដ្ឋាន និង ៤) មូលនិធិសម្រាប់ការសិក្សា និងអ្នកឯកទេស ។ គម្រោងទាំងនេះនឹងអនុវត្តដោយទីភា្នក់ងារអាល្លឺម៉ង់សម្រាប់កិច្ចសហប្រតិបត្តិការបចេ្ចកទេសប្រចាំ នៅកម្ពុជា (GIZ) និងក្រោមកិច្ចសហការយ៉ាងជិតស្និទ្ធជាមួយក្រសួង- ស្ថាប័នពាក់ព័ន្ធនៃរាជរដ្ឋាភិបាល និងរដ្ឋបាលថ្នាក់ក្រោមជាតិ ។

       ការចុះហត្ថលេខាលើកិច្ចព្រមព្រៀងនេះ គឺជាសក្ខីភាពនៃការអនុវត្តលទ្ធផលប្រកបដោយផ្លែផ្កានៃកិច្ចចរចាស្តីពីកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ រវាងរាជរដ្ឋាភិបាលនៃព្រះរាជាណាចក្រកម្ពុជា និងរដ្ឋាភិបាលនៃសាធារណរដ្ឋសហព័ន្ធអាល្លឺម៉ង់ នាថ្ងៃទី១៤-១៥ ខែឧសភា ឆ្នាំ២០១៩ កន្លងទៅ នៅទីក្រុងប៊ែកឡាំង នៃប្រទេស អាល្លឺម៉ង់ និងផ្តល់នីត្យានុកលភាពសម្រាប់ការអនុវត្តគម្រោងក្នុងវិស័យអាទិភាពទាំង ៣ គឺ វិស័យសុខាភិបាល និងការគាំពារសង្គម, វិស័យអភិវឌ្ឍន៍ជនបទ និងវិស័យអភិបាលកិច្ច ដែលជាវិស័យអាទិភាពនៃកិច្ចសហប្រតិបត្តិ ការអភិវឌ្ឍន៍កម្ពុជា-អាល្លឺម៉ង់ ។ ការគាំទ្រនេះបានឆ្លើយតបទៅនឹងអាទិភាពរបស់រាជរដ្ឋាភិបាលដូចមានចែងក្នុង យុទ្ធសាស្រ្តចតុកោណ-ដំណាក់កាលទី៤, ផែនការយុទ្ធសាស្រ្ត អភិវឌ្ឍន៍ជាតិ ឆ្នាំ២០១៩-២០២៣, ក្របខណ្ឌគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាពកម្ពុជាឆ្នាំ២០១៦-២០៣០ និងផែនការយុទ្ធសាស្រ្តអភិវឌ្ឍន៍ តាមវិស័យ។ ការបន្តកិច្ចសហប្រតិបត្តិការអភិវឌ្ឍន៍ទ្វេភាគីដ៏ល្អប្រសើរនេះ នឹងក្លាយជាសសរស្តម្ភដ៏សំខាន់ដែលមិនត្រឹមតែពង្រឹងចំណងការទូតរវាង ប្រទេសទាំងពីរប៉ុណ្ណោះទេ គឺថែមទាំងរួមចំណែកយ៉ាងសំខាន់ក្នុងការសម្រេចបាននូវកិច្ចអភិវឌ្ឍន៍សង្គម-សេដ្ឋកិច្ចកម្ពុជាប្រកបដោយចីរភាព, បរិយាប័ន្ន និងសមធម៌ ។

       បន្ថែមលើការគាំទ្រនេះ នាខែមីនា ឆ្នាំ២០២០ កន្លងទៅ រដ្ឋាភិបាលអាល្លឺម៉ង់ក៏បានផ្តល់ហិរញ្ញប្បទានឥតសំណងចំនួន ១,៥ លានអឺរ៉ូ ដើម្បីគាំទ្រដល់ផែនការឆ្លើយតបបន្ទាន់ទៅនឹងជំងឺកូវីដ-១៩ របស់រាជរដ្ឋាភិបាល កម្ពុជា ។

       គួរបញ្ជាក់ផងដែរថា នៅក្នុងកិច្ចចរចាអន្តររដ្ឋាភិបាលដែលបានប្រព្រឹត្តទៅក្នុងឆ្នាំ ២០១៩ កន្លងទៅ, រដ្ឋាភិបាលអាល្លឺម៉ង់បានសម្រេចផ្តល់ ហិរញ្ញប្បទានដល់កម្ពុជាសរុបចំនួន ៤៨,៦ លានអឺរ៉ូ ដែលហិរញ្ញប្បទានចំនួន ៣៥,១ លានអឺរ៉ូ ត្រូវបានចុះហត្ថលេខារវាងក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ និងស្ថានទូតអាល្លឺម៉ង់ កាលពីចុងឆ្នាំ២០១៩ ។ គិតចាប់តាំងពីការចាប់ផ្តើមនៃកិច្ចសហប្រតិបត្តិការទ្វេភាគី (ឆ្នាំ១៩៩៤-២០២០) រដ្ឋាភិបាល អាល្លឺម៉ង់បានផ្តល់ការគាំទ្រទាំងផ្នែកបច្ចេកទេស និងហិរញ្ញវត្ថុដល់កម្ពុជាសរុបប្រមាណជាង ៦៧០ លានដុល្លារ។

រាជធានីភ្នំពេញ ត្រូវនឹងថ្ងៃទី៩ ខែមិថុនា ឆ្នាំ២០២០



(Phnom Penh) – Tuesday, 9 June 2020, His Excellency Chin Bun Sean, Senior Minister in Charge of Special Missions and Vice-Chairman of the Council for the Development of Cambodia, representing the Government of the Kingdom of Cambodia, and His Excellency Christian Berger, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to the Kingdom of Cambodia, representing the Government of the Federal Republic of Germany, signed the Agreement on Technical Cooperation 2019.

The signed Agreement on Technical Cooperation provided a total amount of 13.5 million EUR, equivalent to 14.6 million USD, in grant aid by the Government of the Federal Republic of Germany to support four development projects in Cambodia including 1) Identification of Poor Households, 2) Social Health Protection, 3) Regional Economic Development, and 4) Study and Expert Fund. These projects will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ Cambodia) in close collaboration with the Royal Government’s ministries/agencies and sub-national administrations.

The signed agreement reflected the commitments agreed upon during the last Inter-Governmental Negotiations took place on 14-15 May 2019 in Berlin, Germany, which provided the legal basis for the implementation of projects in the three priority sectors such as public health and social protection, rural development, and governance under Cambodia-Germany development cooperation. The support from Germany is well-aligned with Cambodia’s national priorities as articulated in the Rectangular Strategy – Phase IV, the National Strategic Development Plan 2019-2023, the Cambodia Sustainable Development Goals 2016-2030, and sector policies/strategies. This continued bilateral development cooperation will become an important pillar to not only strengthen the diplomatic relations between the two countries but also contribute to achieving sustainable, inclusive, and equitable socio-economic development of Cambodia.

Additionally, in March 2020, the German Government provided 1.5 million EUR to support the COVID-19 Emergency Response Plan of the Government of the Kingdom of Cambodia.

It is noticeably that in the last Inter-Governmental Negotiations 2019, a total amount of 48.6 million EUR was committed by the German Government and the amount of 35.1 million EUR was signed at the end of 2019 between the Ministry of Economy and Finance and the German Embassy. Since the beginning of bilateral cooperation (1994-2020), Germany has provided both technical and financial support of approximately 670 million USD to Cambodia.
