MAFF – Institution being responsible for Natural Resources Management (Agricultural Land, Forest/Wilde life, Fisheries)  

MAFF try all the effort and do all the best to manage the natural resources in sustainable manner/way: Progress on forestry and fisheries sectors reform  

  
 
 
 
II. Activities and Achievements
A. Forestry Sector
A.1 Law and Regulations
 

Draft of forest law (adopted by Council Ministers on 20/7/01 and submitted to National Assembly)  

Draft of wild life law (will be submitted to Council Ministers in early 2003)  

Draft of statement on national forest policy (focused on forest conservation, good governance, economic development and poverty reduction)  

Draft of sub-degree on: community forestry-forest protection for wild life conservation and gene resources (Mundulkiri and Preah Vihear)/ watershed and bio-diversity (Central Cardamom Range) and other regulations  

 
 
 
A.2 Forest Concession (FC) Management
 

Validity of Investment agreement: 14 FC cover 3,834,500 ha

Cancellation: 14 FC cover of 2,865,500 ha (Recently cancellation 3 out of 14 FC: Hero Taiwan and Vuthy Peanex and GAT companies)

751,968 ha was identified and excluded from FC for village and agricultural land
Preparation sustainable forest management plans: Sept. 2001, 16 concessionaires, which their field implementation plan had been approved ŕ last deadline: Sept. 2002. Now, only 9 out of 14 FC Companies has submitted FC Management Plan to MAFF/DFW  
 
 
A.3 Forest Crime Monitoring and Reporting Project
 

Project has met some problems: lack of fund, but the project is still on-going  

RGC, FAO, UNDP has signed project amendment document to obtain additional financial support for the operation of the project  

Restructured the Forest Crime Monitoring Unit/ Working group established
Organized second annual workshop on March 2002 to strengthen FCMRP  
For improving the coordination and information sharing, MAFF organizes meeting for every Friday  
Suspended all forest activities of GAT, warning was written to GAT and re-assigned forest officers in Baksnar

Collected forest crime data, ranking and computerized 2,231 cases, out of which 169 cases or 7.5% was reported by Global Witness (investigated  and verified:103 cases (61%) were old information, 49 case (29%) were not forest crime activities and 17 case (10%)  were actual violations)  

May 2002: National Committee to manage and Executed Forest Management Policy organized a meeting to review the implementation of Forest Policy  

A4 Forest Rehabilitation
- Plantation on deforested land: 850 ha  
- Distribution seedling: 2,120,000 seedlings
- Established 124 community forestry (Assisted from GTZ, MRC, W.B., IDRC/ CRDI, Oxfam America/RECOFTC, WEP, DANIDA, ITTO etc.)  
 
 
 
A.5 Forest Conservation
 

MAFF has proposed 03 protected forests to be adopted under the Sub-degree for:  

1- Conservation of Wilde life and Gene Resources in Mundul Kiri
2- Conservation of Wilde life and Gene Resources in Preah Vihear  
3- Conservation of Watershed and bio-diversity of the central Cardamom Range  
Conservation of bio-diversity within SL. International Concession 306,000 ha with the support from WCS (Mundul Kiri)
Studies and Research on conservation project of tiger/elephant/crane/Siamese corcodile/gibbon etc.  
 
 
 
B. Fisheries Sector
B.1 Upgrade of Legal Framework and Administrative Reform

Draft of fisheries law is being consulted in three regions (Tonle Sap, Mekong and Marine areas) ŕ will be submitted to Council Minister in 2003

-

Draft of Sub-degree on community fisheries and draft of sub-degree on establishment of fisheries company as public enterprise ŕ submitted to Council Ministers

-

MAFF is preparing sub-degree on Fish Day, proclamation on: Ban on Fishing of Aquatic Animals and Distinction Dish, Kreng Chiem Fishing and Coral Reef Conservation, ban on the use of electrocuting and all kinds of fine-mesh fishing gears

B.2 Establishment of Community Fisheries

MAFF had released fishing lots area of 56.23% to local fishing community/family-scale fishing  

-

Established 217 community fishies (cooperate with Ols and NGOs: FAO, MRC CARERE, STREAM-DFID, CCD, GTZ, CAA, DFID, Oxfam America, Oxfam GB, IDRC, WWF etc.)

-

Constraints: lack of experiences, human resources and fund --> Technical and financial support are really and urgent need for fisheries management and development toward sustainable natural resources management
 
 
 
B.3 Fishing lots management and Conservation
 

-

MAFF established 9 WG in DF for reviewing the fishing lots boundary

-

Conservation-Established new fish sanctuaries ŕ increase blood stocks

-

Protection and combating illegal fishing  

-

Being Cooperated with JICA, APSARA TV and TVK to produce short video scrip for dissemination ŕ people aware and participate in fisheries resources protection
B.4 Research Activities

Cambodia Inland Fisheries Development Research Institute is being constructed  
 
 
 
B.5 International Cooperation
 

MAFF is cooperating with International Organizations on the following activities:

Acquaculture development  
- Fisheries management System improvement
- Community fisheries establishment and strengthening 
- Capacity development/training  
- Research and extensions
 
 
 
3- Follow-up Activities
3.1 Forestry Sector
- Continue the establishment of regulations  
- Strengthen forest concession management  
- Accelerate forest rehabilitation
- Forest resources conservation/ establish protected forest area  
- Strengthen forest crime monitoring and reporting activities/cooperate with neighboring countries to curb cross border illegal logs trade  
- Strengthen international cooperate for management and development Cambodia forest  
 
 
 
3.2 Fisheries Sector
- Protection and conservation existing fish sanctuaries  
- Studies/research ŕ find out appropriate areas for the establishment new fish sanctuaries (both fresh water and marine)  
- Continue to upgrade legal framework and enforce law
- Establish and strengthen community fisheries
- cooperate with international organization for fisheries resources management and development
