Annotated Agenda

 

1.             Introductory remarks and welcome to new members

Actions required by TWG members

  •   TWG co-facilitators are invited to make short opening comments if they wish.

  •   New members of the TWG are invited to introduce themselves to the group.

2.             Approval of the agenda

3.             TWG annual workplan (attached as Annex One)

Actions required by TWG members

  •   TWG members are invited to email comments before the meeting.

  •   Comments can also be provided at the meeting.

  •   It is expected that the workplan will be endorsed at the meeting, subject to addressing all concerns that have been noted and agreed by members.

4.             Paris Declaration Monitoring Survey – progress to-date and actions needed

a)     Validation of indicators 1, 11 and 12 – (to be emailed again with this agenda) - these qualitative indicators were drafted by CRDB and shared with TWG members. The deadline for comments was extended to 18 February. The TWG is asked to endorse the indicators, subject to incorporating any further revisions made at the meeting.

b)    Progress in collecting data on other indicators:

    • Data on indicators 10a (missions) and 10b (analytical work) was requested by an extended deadline 18 February.
    • Information on other indicators should have been provided by DPs by end-January (use of G system, PIUs, PBAs, etc)
    • Data on financial disbursements is required by the end of February.

Actions required by TWG members

  •   The original timeline for completing the survey is attached as Annex Two. CRDB will brief TWG members on progress to date.

  •   Development partners have been requested to provide data on 2010 disbursements by 28 February.

  •   Development partners are requested to bring any problems to the attention of CRDB.

  •   Specific queries may be discussed with the staff of CRDB and will be addressed in "clinic" format immediately after the TWG meeting.

c)     Confirmation of the Survey National Validation Meeting – this meeting will take place on 18 March. All survey indicators and reports should have been generated by March 11th, allowing one week for final reports to be reviewed.
 

5.             Country Systems

a)     Discussion of CRDB/CDC Concept Note (sent by email on 1 February and again with this document)

Actions required by TWG members

  • The Note provides recommendations on how to proceed with this work. TWG members are requested to provide comments on the Note (before or during the meeting) so that it can be finalised and used as an input to the National Workshop.

b)    Proposal to hold a workshop in May 2011 to identify next steps

Actions required by TWG members

  TWG members are requested to propose an agreeable date and mark their diaries accordingly.

 6.             Promoting an effective and results-focused GDCC dialogue

Actions required by TWG members

  •   CRDB will provide a briefing on initiatives to strengthen GDCC as a partnership and dialogue mechanism. TWG members are invited to comment and provide constructive inputs.

7.             Up-dates from TWGs on PBA work, progress, challenges (3-5 minute oral briefing)

The following TWGs and RGC ministries/agencies are invited to make a short briefing that details progress to date in establishing/strengthening their PBA work. The briefing can focus on work done, progress made, challenges identified and any support from CRDB that is required. The objective is to support learning from one another's experience. Other TWGs are encouraged to participate actively in this discussion.

 8.             TWG Network meeting 5-6 April on PBAs

This is an information item. CRDB will convene a meeting of the TWG Network on 5-6 April (date and venue tbc). The purpose of the meeting is to build momentum in strengthening PBAs in Cambodia. TWG members – RGC, DPs and CSOs – from the following minsitires/agencies and TWGs will be invited:

a)        MoWA (TWG-G)

b)        MoP (PPR TWG)

c)        NCDD-S (D&D)

d)        CMAA (MA TWG)

e)        MoE and climate change

Other TWGs will be invited to send their usual representation (Chair, Secretariat, DP co-facilitator).

9.             Any other Business

a)   Making Partnerships Effective in Cambodia – the final phase of this exercise will focus on developing a set of resources that can be used by CRDB (for facilitating PBA and sector work) and by all other TWGs, RGC ministries/agencies, NGOs in their partnering work. An on-line resource will be developed providing an overview of the work completed so far and the results achieved. Access to all of the tools and resources that were developed since the inception of this exercise in mid-2009 will be provided.
