Principal systems and reforms – status, challenges and opportunities This session considers some of the national systems (reforms and sector level) from the perspective of promoting their use by development partners:
a) Planning - results-based planning and the alignment of external resources with NSDP M&E framework (MoP) b) Budgeting – using results-based planning in Budget Strategic Plans (BSPs), budgeting and reporting systems (MEF) c) PFM systems – development partner use of the RGC Standard Operating Procedures and the forthcoming Procurement Law (MEF) d) Capacity, human resource development and organizational development for strengthening ministerial coordination and management – the role of development partners and technical cooperation (CAR) e) Sector budget support and experience in the use of country systems at sector level (MoEYS) f) Environmental impact assessment (MoE)
