Managing for Development Results

 

  • Greater clarity on the priorities within the multiple policy frameworks of MAFF and MOWRAM, how they interrelate and how they drive resourcing decisions.

  • Develop a results framework based on this.

  • Develop information flows between programs and overarching results framework.

  • TWGAW needs to revise JMIs in 2012 in order to better reflect the role of the TWGAW in supporting MAFF and MOWRAM to achieve sectoral priorities.

  • More transparency on sector strategies and budget strategic plans would assist to make the JMIs more relevant and would allow the TWGAW to contribute better to RGC priorities.


Programme-Based Approaches

  • Currently the agriculture and water sectors do not have any of the components of a PBA.

  • TWGAW is currently developing a roadmap for a PBA for implementation of the SAW.

  • Support by CDC to implement the roadmap for the PBA will likely be required.

  • Results frameworks and monitoring systems are the immediate priority for capacity support.

 


Partnership and Dialogue Mechanisms

  • The full TWGAW only met twice in 2011.

  • Need to review the TWGAW ToRs to establish agreement and commitment to its role.

  • TWGAW should discuss the key policy, planning and budgeting frameworks that are driving work in the sector.

  • In future, TWGAW needs to engage civil society and private sector more actively.
