1.   Managing for Development Results, monitoring and mutual accountability

  • Neary Ratanak III has a result framework, but not as specific to provide for joint results-based monitoring. So, it is planned to strengthen joint programming, inlc resource mapping and capacity development in the framework of a PBA. A MTR address these issues & is to be shared in next TWG-G meeting.

  • JMI update and 2012 Action Plan are underway.

  • Gender Mainstreaming Action Groups (GMAGs) established in all line ministries and the TWG-G are strong institutional basis for development of a specific results and monitoring framework within a PBA on gender as cross-cutting issue.

 


2-Use of PBA to promote DE

  • PBA allows reducing parallel planning and uses and strengthens country system.

  • PBA on gender: Roadmap, plan of 2012-2013 capacity development for MoWA and GMAGs for PBA coordination, mobilizing DPs to join in the process, involve relevant government machineries to participate, establish TWG-G sub group on PBA, and harmonize gradually toward result-oriented management and monitoring of gender priorities. Currently, CDC-MoWA consultancy to precise scope of PBA gender is underway.


3.  Partnership and dialogue mechanisms

  • Development partners are deploying efforts to coordinate themselves, however not much of this coordination is reflected in the harmonization of their individual sector plans with JMI and TWG-G workplan.

  • Need to extend opportunities for more active engagement of TWG-G members (incl private sectors); set aside part of each meeting to focus on a strategic area.

  • To support effective dialogue and coordination, we need collaboration with CDC/CRDB in identifying good practices of strong TWGs to guide even further strengthening of the TWG-Gender & secretariat.

  • South-South cooperation: A study tour on one stop service centre led by MoWA funded by UNDP, UNFPA, UNICEF and GIZ to Bangladesh is underway.
