Questions A1 to A7

  • All questions not relevant to PFM/PAR areas. They are activities cutting across various sectors. They are basic foundations on which other sector implementation and monitoring rest. Results f/work exists.

  • Priorities include project level monitoring arrangements & training.

  • No updating of JMI – progress reported but greater dialogue needed (more on this later)

  • Targets not yet linked to resource allocation.

-This is a desirable but needs better laws that promote development of basic PFM foundations, improved budgeting, performance evaluation, better inter-departmental coordination and more comprehensive, timely and accurate data which enables linkages of resources to targets.


Questions B1-B5

  • PBA is not applicable to PFM/PAR, which are enabling sectors. Yet good partnership…but still donor coordination could be improved.

  • Better results in PFM area:

  1. Move to TSA
  2. Banking improved- salaries etc. increasingly paid via Banking System
  3. Revenue & Macro economic forecasting being strengthened   etc.
  • Use of country systems depends on improvements- chicken and egg- progressive adaption of country systems needed

  • Support in setting up smaller/focussed/frequent  meetings on specific issues – not wait for full TWG- need more space for dialogue


Questions C1-C4

  • Little interaction by Line Ministries – yet this is crucial to PFM improvements

  • RGC and DPs share the same views

  • Better coordinated decision making in smaller focused groups- link to other reform programs/clusters ?

  • Need for better appreciation of other ideas- not limited to smaller vocal ideas alone

  • Support to do this and to ensure Line Ministry participation

  • Approve relevant laws, which are enforceable and actually enforced.
