Workshop objectives

With a view towards producing a revised partnership and development cooperation policy in 2013, using the NSDP mid-term review, the 2011 Development Effectiveness Report and the Busan outcome document to reflect on:

  1. Current dialogue arrangements and their effectiveness;

  2. Progress in using implementation tools (PBAs, JMIs, major reforms) to strengthen country systems, improve public service delivery and promote development effectiveness; and

  3. Monitoring and mutual accountability in the development partnership.

Session 1: NSDP Mid-term Review

An overview of the MTR and a summary view of current development priorities, strategies and monitoring arrangements.

Session 2: Monitoring the partnership and its effectiveness

A review of approaches to managing for development results approaches that promote development effectiveness in Cambodia. In the context of a national results framework, the potential for strengthening and linking national, sectoral, project level results frameworks will be explored as well as the scope for linking the JMIs to sectoral and national development outcomes (see section 2(b), page 5 of the Retreat discussion note).

Session 3: Promoting development effectiveness – DER 2011 & Busan

A presentation of the main messages of the DER 2011 and Busan outcome document followed by some discussion of the most relevant aspects of the Busan outcome statement for our work in Cambodia on PBAs, strengthening country systems and the major reform programmes.

TWGs work together to identify their own perspectives on the 2011 Development Effectiveness Report recommendations and Busan commitments in order to assess progress in PBA and country systems work together with other partnership initiatives that promote development effectiveness (see section 2(a), page 4 of the Retreat discussion note).

A review of the role of ODA, dialogue arrangements and use of PBAs and the major reforms in facilitating effective development.

TWGs will consolidate their review templates to ensure they include clear recommendations and follow-up actions related to: (i) results frameworks & monitoring; (ii) development effectiveness through use of PBAs, country systems strengthening and the major reforms; (c) partnership & dialogue arrangements. To conclude with a summary of agreed actions on future actions.

Notes

1/   A Discussion Note has been prepared for the Network Retreat that elaborates on each of the topics in order to provide important background information and to ensure adequate preparation and consultation within each TWG member's own organisation prior to the meeting.

2/  Discussants for the sessions are requested to provide short remarks (not using PowerPoint), ideally making 3-5 key points (lasting not longer than 3 minutes in total).

3/  The review template will be prepared by CRDB/CDC to guide discussion amongst TWGs and to structure agreements and follow-up actions.

4/  The NGO presentation provisionally scheduled for session 5 is subject to confirmation from CCC that they have the required inputs from global NGO dialogue.
