Lack of correlation between activities to be carried out and the resources.

a clear linkage established between planned activities and resources needed ; as compared to areas where this linkage was weak/missing, or lack of ownership by concerned institutions

Realistic timeframes.

Basic Principles for 2006 JMIs

JMIs must be based on RGC's priorities outlined in the NSDP.
For each target, responsible government institution must be identified.
A realistic timeframe must be established taking into account capacity of the concerned government institution and complexity of the issue.
The financial and human resources required must be identified as well as the source of these resources.
