Australia’s Aid Effectiveness Priorities

February 2009

Australia has made the following commitments to aid effectiveness:

  1. Australia will demonstrate commitment to increased use of program-based approaches by supporting the Cambodian government to facilitate Ministerial coordination in order to progress implementation in the Strategy for Agriculture and Water, and through our engagement in the Health Sector Strengthening Program (HSSP2). In addition, as part of Australia's new disability initiative we hope to assist the government to develop a sector wide strategy for disability through working in partnership with the Ministry of Social Affairs, Veterans and Youth Rehabilitation.

  2. Australia will continue to support capacity development to strengthen government systems in Cambodia through the Public Financial Management Reform (PFM) process and through the provision of coordinated technical assistance. Australia, together with other donor partners, have agreed to use robust analyses of current government systems in order to indicate to the Government of Cambodia why we are not currently using government systems as our first option and to clearly indicate the steps we are taking to strengthen those systems.

  3. Australia is also committed to strengthening both donor and donor/government partnerships, particularly in the agriculture, health and justice sectors, in order to improve mutual accountability and reduce fragmentation of aid.
