The study team would like to thank H.E. Sum Manit, Secretary of State at the Council of Ministers and the Secretary General of the Council for Administrative Reforms (CAR) for his support and encouragement. H.E. Sum Manit as the Chair of the Sub-Group established to guide and facilitate the work of the study team not only provided valuable guidance but also made the resources of the CAR staff and advisor accessible to the team.
