Issues and suggested strategy

  • Issue: Lack of qualified midwives in remote rural areas due to lack of graduated midwives and very competitive incentives for private sector.

  • Suggested strategy: Establish attractive incentives for midwives to increase in-service training and deployment. Each health center will have at least 1 midwife by 2011.

  • Issue: Lack of good quality and adequately equipped health facilities to provide comprehensive health services.

  • Suggested strategy: Upgrade and expand health infrastructure with equipment and essential drugs for appropriate health service coverage.

  • Issues: High level of positive correlation between various health indicators and level of women’s education.

  • Suggested strategy: Enhancing women’s basic and higher education and improving health knowledge for behavior change.

  • Issue: Financial barriers preventing access to health services.

  • Suggested strategy: Expand health equity funds.

  • Child survival strategy

  • National reproductive and sexual health strategy.

- These include:

  • 12 key effective child survival interventions;

  • Provision of contraceptives to prevent unwanted pregnancies

  • Skilled care at pregnancy, delivery, and after delivery

  • Emergency obstetric care, including referral system

  • Safe abortion.

 

Resource requirements

  • According to the costing study on the 11 child survival scorecard interventions, estimated costs range from 19 to 21 million US dollars per year from 2007 to 2010.

  • The overall maternal/reproductive health costing is to be developed within the next two months.

  • Example of 2007 MoH’s budget planned for communicable diseases compared to maternal and child health (government and donors):

- Communicable diseases, including HIV/AIDS – 22% (22.4 million US dollars)
- Maternal and child health- 3.39% (5.87 million US dollars)

 

 

 

Maternal and child death is truly a cross-sectoral issue and a tragedy not only for an individual, a family or a particular community, but for the whole society.

Increase investments in maternal and child health are required to contribute to the achievement of the millennium development goals
