FIRST QUARTERLY PROGRESS REPORT
 OF THE JOINT TECHNICAL WORKING GROUPS
For the Period:  December 2004- February 2005

This quarterly progress report from each Joint Technical Working Group is requested by the Secretariat of the Government-Donor Coordination Committee (GDCC) before 25 February 2005. It will be used to prepare a briefing note for the Second GDCC Meeting scheduled to be held on 7 March 2005. Please return the completed questionnaire to H.E. Chhieng Yanara at CDC in both soft and hard copy.

TECHNICAL WORKING GROUP (TWG):     FISHERIES
 

  1. Did the TWG prepare its Terms of Reference?           Yes

  2. Did the TWG prepare an Action Plan?
    The TWG did not yet prepare an Action Plan for 2005. The TWG started with defining a number of high priority activities to be carried out in January and February, 2005, before the preparation of a yearly Action Plan. The high priority actions are listed under heading 5.

  3. Since the 7th CG Meeting held in December 2004 how many times has the TWG met?
    - Sub-committee of TWG has met 4 times.
    - Complete TWG has met once (February 17, 2005)

  4. Is the scheduling of activities in the Action Plan done by month/quarter?           
    In December 2004, the TWG agreed on a number of high priority activities for January and February 2005. Progress on these activities has been monitored on a monthly basis.
    For the still to be developed yearly action plan, the TWG has decided to monitor progress on a 2-months basis in line with the agreed frequency of the official TWG meetings.

  1. Prepare a comprehensive overview of Fisheries related projects/activities within Cambodia;

  2. Organize a Fisheries Forum Meeting to start the exchange of information between NGO’s, DoF and donors/sponsors;

  3. Set up a Technical Working Group Secretariat within DoF;

  4. Communicate the DoF Fisheries Priorities Actions for 2005 to all relevant stakeholders;

  5. Draft the TWG action plan for 2005.

  1. Prepare a comprehensive overview of Fisheries related activities within Cambodia.
First draft is finalized. Relevant additional information received during the Fisheries Forum Meeting of February 16. This input will be used to update current draft. Planned due date March 2005.
  1. Organize a Fisheries Forum Meeting to start the exchange of information between NGO’s, DoF and donors/sponsors.
The Fisheries Forum meeting was held on February 16. Seventy participants from NGO’s, DoF, Sponsor and donor organizations attended the meeting. Feedback from participants positive.
  1. Set up a Technical Working Group Secretariat within DoF.
Preparations have been made and by the end of February the Secretariat will be housed within the Planning Office of DoF.
  1. Communicate the DoF Fisheries Action Plan and the Priorities Actions for 2005 to all relevant stakeholders.
Khmer and English version of the Fisheries Action Plan are available and widely distributed to relevant stakeholders. Content also presented during the Fisheries Forum Meeting.
  1. Draft the TWG action plan for 2005
Approach discussed during TWG of February 17, 2005. Due date end of March 2005.

  1. Draft the TWG action plan for 2005.
This was planned to be finalized by the end of February. Initially there was some confusion about the relation/difference between the Fisheries Action Plan and the TWG Action Plan. The Fisheries Action Plan for 2005 has been finalized. Then the preparation of the Fisheries Forum Meeting has been very time-consuming, leaving no time to work on the TWG action plan. Provide TA to support the realization of the TWG action plan for 2005.
