TWG Action
Plan

The TWG reported that 10 activities were planned to be
implemented during the period, and satisfactory progress was reported on
almost all activities, except activity ix and x which are behind the
schedule.

Establish and support a permanent Secretariat for the TWGFSN within the
Council of Agricultural and Rural Development (CARD) to facilitate
inter-ministerial networking and coordination on FSN issues.

Mainstream FSN into the sectoral planning of the relevant ministries and
the PIP.

Provide Inputs during the 1st review/monitoring of the NSDP with regard
to FSN.

Update and disseminate the Food Security Atlas to concerned stakeholders
so that their interventions can be focused on areas which are the most
at risk.

Support FIVIMS in
Cambodia
and link it to existing Information Systems for FSN relevant data and
information (CamInfo, Food Security Atlas, and FSNIS).

Maintain, update and provide input to the food security and nutrition
information system (FSNIS) in CARD.

Develop capacity, procedures and mechanism to more comprehensively
incorporate FSN issues into the local government planning process.

Extend the National Programme for Food Security and Poverty Reduction (NPFSPR).

Develop a social safety net policy to ensure Food Security and Nutrition
for the most vulnerable groups of the population (JMI). This activity is
reported to be behind the schedule since Funding for safety net
development was not obtained.

Develop a Nutrition Surveillance System to monitor FSN (JMI). This
activity is also behind the schedule as Funding for development of
nutritional surveillance system was not obtained.

Develop a
social safety net policy to ensure Food Security and Nutrition for the
most vulnerable groups of the population.
The natural
Government institution to respond to crises of food security and nutrition
in the country is the National Committee for Disaster Management, NCDM.
Various consultations with NCDM were held. A funding proposal to assist
NCDM to develop and practice the mechanisms that would be used for a large
scale intervention was prepared. However, donor funding has not been
secured.

Develop a
Nutrition Surveillance System to monitor FSN.
A draft
proposal has been developed and discussed in the TWG-FSN Meeting on 3rd
Aug 2006. This was followed by various meetings of a NSS task force. A
workshop with key stakeholders was held in November. The TWG report the
constraint to this JMI was that the number and needs of the stakeholders
in developing a NSS to monitor FSN are vast and diverse, and also that a
comprehensive NSS is very costly.
