Six Month Progress Report of the Joint Technical Working Groups
For the Period:  December 2005 - May 2006

This questionnaire on progress made by each Joint Technical Working Group is requested by the Secretariat of the Government-Donor Coordination Committee (GDCC). It should be completed and submitted to the Secretariat of the GDCC before 29 May 2006. It will be used to prepare a summary progress report for the seventh GDCC Meeting scheduled to be held on 14 June 2006. Please return the completed questionnaire to H.E. Mr. Chhieng Yanara at CDC/CRDB in both soft and hard copies.

A.    Progress in Implementing TWG's Action Plans

 

  1. Please list below activities in the Action Plans that were scheduled to be implemented during the last six months (December 2005 to May 2006) and provide an update on implementation status of these activities.

FIVIMS development and link to other information systems

No funding for FIVIMS support available between 12/2005-5/2006. An EC-funded FAO support project to FIVIMS Cambodia (food security information for action) will start in the next months. A workshop on FSN information systems will be organized early July by CARD and MAFF to streamline various initiatives on FSN-related information management and avoid doubling of efforts and achieve synergies

 

vi.   Maintain, update and provide input to the food security and nutrition information system (FSNIS) in CARD

vii.  Develop capacity, procedures and mechanism to more comprehensively incorporate FSN issues into the local government planning process

 

Integration of FSN issue in local-level planning

Capacity building at decentralized level and better integration of FSN issues in the decentralized planning process will be piloted in one province supported through the FAO/Netherlands partnership project on food security policy for poverty reduction (project started with a delay of 5 months)

 

 

viii. Extend the National Programme for Food Security and Poverty Reduction (NPFSPR)

 

Extension through identification of funding for NPFSPR

NPFSPR Program proposal (basket of 53Mil$) was drafted by MAFF but could not be presented in a timely manner before the last CG meeting. NPFSPR will be an element of the Agriculture and Water Strategy and the program will be promoted, jointly by MAFF and CARD, for funding before the next CG meeting

 

ix.   Develop a social safety net policy to ensure Food Security and Nutrition for the most vulnerable groups of the population (JMI)

 

Identification of funding for implementation of safety net development

A proposal has been developed  but funding has not yet been identified to support the development of a safety net policy for vulnerable groups

 

x.    Develop a Nutrition Surveillance System to monitor FSN (JMI)

B.    Progress on Joint Monitoring Indicators

What is the current implementation status? What are the constraints that you are experiencing, if any? What recommendations do you have, for GDCC consideration to resolve the identified constraints?

i.  Develop a Nutrition Surveillance System to monitor FSN

Rationale for and objectives of a nutritional surveillance system (NSS) in Cambodia were discussed in the TWG and experiences from other countries presented.  A task force from various line ministries and NGO to develop the design and implementation mechanism of a NSS will be established in the next months. Search for funding is still ongoing.

ii.  Develop a social safety net policy to ensure Food Security and Nutrition for the most vulnerable groups of the population (JMI)

Rationale for and objectives of a safety net policy, with NCDM as the main actor, was discussed in the TWG. However, funding has not yet been identified. 

 

C.    Implementation Status of the Action Plan on Harmonization, Alignment and Results
