Six Month Progress Report of the Joint Technical Working Groups
For the Period:  December 2005 - May 2006

This questionnaire on progress made by each Joint Technical Working Group is requested by the Secretariat of the Government-Donor Coordination Committee (GDCC). It should be completed and submitted to the Secretariat of the GDCC before 29 May 2006. It will be used to prepare a summary progress report for the seventh GDCC Meeting scheduled to be held on 14 June 2006. Please return the completed questionnaire to H.E. A.    Progress in Implementing TWG's Action Plans

TWG Recommendations for GDCC Consideration, if any

1.1.a.  Assist ministries without GMAG/gender Strategy to establish

GMAG and prepare gender strategy and action plan.

MoInf. has finalized Gender strategy and planning to have consultation meeting soon.

GMAG member in MoP was reformed based on the guideline from MoWA and the ministry’s requirement. Annual work plan for 2006 was drafted. They are in the process to develop 5-year work plan

 

MRD’s GMAP is going to be finalized by the end of July. Funding is needed for this workshop.

 

Delay due to a limited commitment from MoC, MIME, Secretariat of Civil Service (SCS), and MoWRAM at the start. Moreover, many national holidays fell in April and June. However, the process of GMAPs preparation is on the right track.  GMAPs are expected to be finalized by November, 2006.

To finalize MRD’s GMAP, US$ 2,225 is needed to run the workshop.

In general, it has been observed that the budget allocated for the development of GMAP in each ministry is very limited which may make the whole process difficult. It is suggested more budget be allocated for this activity from line Ministries and Donors.

GMAG team members need ToT training on basic gender mainstreaming and assistance in developing GMAPs. 

1.1. b. Support and monitor implementation of gender strategy/action plan in ministries that have GMAG and plans in place

MoH approved the gender strategy and action plan already. Annual workplan for 2006 was approved and they are in the process to develop 5-year work plan.

 

 

 

1.2. Monitor Implementation of Gender Budgeting

Conducted three Researches : 1-  Gender Assessment of the Cambodian Civil Service. 2- Making motherhood safer: An Gender Sensitive Appraisal of Service Delivery and Budget Allocations for Maternal Health Care.
3- Where did all the day cares go?  A gender Analysis of Child Care Practice, Time Poverty and Employment choices for poor Women. The research findings have been shared with stakeholders and are  being reviewed.      

 

Lack of human resource and time limited. Now the World Bank project is finished and UNDP will continue this activity.

 

1.3. Monitor and support implementation of NSDP including development of gender-responsive sector wise plans

NSDP was approved by the Council of Ministers in January and in April the Ministry of Planning established Senior Working Group and Core Group for monitoring the implementation of NSDP.   MoWA is not a member of this working group yet. MoWA sent a request to MoP for permission to have MoWA representative in the Core Group.

 

 

This work  is led by the MoP and TWG on Planning  and Poverty Reduction.

The MOP should include MOWA representative in the Working Group on the monitoring the implementation of NSDP.

1.4. a. Support  adoption of Organic Laws that are gender responsive and include development of gender budgeting.

 

The JMI on Organic laws has been put under TWG on D&D

No circulations of the draft of Organic laws for TWGG comments yet.  

Meetings were held with key donor agencies and organic law consultant to discuss the integration of gender perspectives in organic law.

A discussion was held  in the TWGG meeting to identify the entry points and strategy to integrate gender in organic law with the participation of key donor agencies, line ministries and NGOs.

 

Need donor support for engendering the Organic Laws.

Request for the circulation of the draft of the organic laws.

 

1.4.b. Gender Mainstreaming (GM) Strategy in D & D

Key points for the development of Gender Mainstreaming Strategy in D&D have been drafted.

 

 

 

 

1.4. c. Capacity Building for use of GM methods and tools at sub-national level (gender awareness, gender analysis, gender-based M&E, advocacy, leadership)

Publication of Gender and Decentralization Assessment with the sponsor from UNDP/PGE, Seila/ PLG, World Bank, UNICEF/Seth Koma and UNPFA

Consultation workshop on the Provincial Gender Assessment of Kampong Cham with support from JICA was held.

MoWA will conduct :

1. Development of Gender Analysis training manual and tools   

2. Development of Gender based Monitoring and Evaluation training manual and tools

Finalize the Provincial Gender Assessment and publication.

 

 

 

1.4.d  GM in planning and budgeting cycle in 24 provinces

MoWA has developed guideline for advocacy on Provincial Investment Planning Cycle

One consultation workshop with directors and gender focal points of PDWA from all 24 provinces on the utilization of this guideline was held.

 

 

 

1.4.e  Strengthen the capacity of women and children focal points (WCFP) and female Commune Councilors.

Completed 3 TOT training on Capacity Building to District Women’s Affairs to organize Forum for Female Counselors and Women and Children Focal Points for 12 provinces and municipalities. Another 3 ToT training will be conducted from mid June to July for the 12 remaining provinces and municipalities. With WfP, MoWA received technical and financial support from UNICEF, UNFPA & PLG/Seila to run these activities for all 24 provinces and municipalities.

National Committee to Support Commune (NCSC)  issued guideline to the provincial and commune councils to allocate budget for salary and operation cost to support Women and Children Focal Points.

 

 

 

1.4.f  Inter ministerial approach to strengthening capacity for gender issues in D&D process

- MoWA  advocating for gender issues by: 1- using the announcement of     Ministry of Interior  to have  at least one women in the commune council.

2- raising awareness within the selection committee on the importance of the participation of women.

 

 

 

1.5.a. Media campaign focused on women to encourage their participation (as candidates, voters, etc.)

 

 

MOWA, UNDP, UNIFEM, UNFPA  developed TOR for Development of a National Gender Advocacy and Communications Strategy.

 

 

1.5.b. Advocacy with political parties to promote selection of women as candidates

MoWA meeting with political parties individually and in groups to discuss on the importance of having women participation in commune.  MoWA aims to have at least 30%  women in the commune council.

NCSC issued the guideline for the appointment of village representatives with emphasis at least one woman among three persons.

 

 

 

1.5.c. Targeted training for female candidates for commune elections.

 

MoWA, UNICEF, UNFPA, UNDP and UNIFEM and NGOs will have a meeting in June to discuss about the training for female candidates in the commune election.

 

More donors support is needed for capacity building of female candidate for commune election.

2.1.a. Women’s Development Centers (WDC): Upgrade and/or construct new facilities; develop/strengthen programming.

 

WDC facility development and upgrading: Design and construction of new center in Siem Reap is on the process.

Bid documents have been prepared with support from ADB.  Monitoring and reporting system for WDC has been designed.

WDC in Kampong Cham has been renovated with support from a Japanese NGO.

 

Support to other WDCs is being prepared.

WDCs in at least 5 provinces (Kampong Chhnang,  Siem Reap, Pursat, Battambang, Banteay MeanChhey and  Kampong Speu)  will be providing or facilitating access to a range of market-oriented skills training, socio-cultural support and business development training and support services for women, particularly poor women.

 

 

2.1.b. Other entry points: Establish/strengthen multiple entry points (including WDC) to support women’s income-generation activities.

 

ADB supported Micro and Small Enterprises Development:

Identify market-oriented skills training needs in each location.

 

 

Assessment tools have been designed for training program  in use of tool, collect and analyze information in Kampong Chhnange (ADB) and Pursat (GTZ).

 

 

2.2.a. Garment Industry Productivity Center: Productivity/management training for garment workers.

 

MoWA participated  various workshops organized by ILO on Gender and Garment and  other findings.

 

 

 

2.2.b. Social security system for private sector workers, with particular attention to garment workers.

3.1. a. Awareness raising and training activities to address domestic violence and other forms of violence against women.  

GTZ, MoWA, NGO joined a workshop on working with men to eliminate violence against women.

GTZ, MoWA, PMG  cooperated with MOI  in organizing training materials to be finished in May which follow the new law on Domestic Violence to train the commune council in June 2006.

The training manual on DV and the Law for the National Role Out Training to Commune Council has been finalized.

Conducted two TOT trainings with police trainers on DV Law and social issues.

Conducted two trainings on application of Protection Order for existing judges, one training was conducted with Court Clerks. 

The law has four parts (Intervention, Administrative Decision, Protection Order, and Dissemination & Education).  The Administrative Decision thus the intervention on the local level cannot be implemented without further instructions.

MoWA  and MoI set up a working group to work on the procedures for the Administrative Decision to make implementation of the DV law on the local level.

 

 

3.1.b. Media campaign - newsletters, pamphlet, radio, TV (This related to DV laws)

 

6 Radio Programmes on DV by MWA are in production but have not been broadcasted yet.

3.1.c. Monitor collection of statistics on violence against women for policy making and M&E

Baseline survey on attitudes towards violence against women is finished by GTZ, UNIFEM and East West Management Institute.  Findings are being presented.

 

 

 

 

 

3.2. Support adoption and Implementation of Anti Trafficking Law

UN Protocol on Prevention, Intervention and Punishment of Human Trafficking especially Women and Children which was added to the UN convention against  transnational Organization Crime was ratified by National Assembly on Nov 25, 2005 and Consultation of draft of Anti Trafficking law with MoJ on December 2, 2005 prior to COM.

  

Draft of the Anti-trafficking law is being discussed further on the definition of Trafficking at the   TWG on legal and justice system reform, Ministry of Justice.

GDCC should  encourage TWG on legal and Judicial Reform to consider this Law as their priority because it is one of JMI under their responsibility.

3.3  Promote and support development of gender responsive migration policy to recognize and protect rights of migrant workers.

 

National Committee for Women Migration is established with support from UNIFEM. ToR for Committee has been consulted with MoWA and MoLVT in February, 2006.  ToR will be finalized in June, 2006.

 

 

4.1.a.  Review, assess and monitor 2005 CDHS results

 

 

Result of CDHS 2005 will be published in July, 2006.

 

 

4.1.b   Develop, implement and monitor prevention plans based on priority issues identified in CDHS, eg HIV/AIDS, reproductive health, nutrition, child health, infant mortality, etc.

5.2. a. Dormitories for girls 

Three dormitories are being constructed in Phnom Penh near Chatomuk School  organized by MoEYS. 

MoEYS& MoWA signed MoU on construction of two dormitories for girls in Siem Reap and Preah Vihea province which will be supported by ADB.

 

 

6.1 Develop Gender Terminology and Translation (JMI)

JICA engaged a local institution for development of Gender Terminology and Translation .  The  list of gender term has been developed.

 A Cambodian expert and International consultant  are recruited to work on the Gender Terminology.  The first consultation meeting on the Gender Terminology took place with MoWA, UNDP, JICA in May 2006.  A Gender Terminology Committee was established in November, 2005.  UNICEF will cooperate in this work.

 

 

 

6.2  Audit of gender training programs and strengthen based on results (JMI)

This works has not started yet.

6.3 Assist GMAGs to develop guideline and common procedures for addressing gender issues in RGC policies and programs (Joint Analytic work and Joint Evaluation and Monitoring)

MoInfo, MOH, MRD, MoWRAM have developed their gender strategy action plan with the support from MoWA /UNDP.

 

 

 

6.4 Maintain and update Gender Resource Mobilization Matrix (JMI)

Updated Gender Resource Mobilization on Gender is developed by TWGG and MoWA/

 

 

 

6.5  Promote/support naming of Gender Focal Points (GFP) in all TWG (Joint Missions)

TWGG meeting has encouraged the Gender Focal Points in the line Ministries to participate in other  TWGs meeting.

 

 

Representatives of TWGG should  participate in all TWGs.

  1. Are there any other issues affecting the implementation of TWG Action Plan that it would like to submit for GDCC's consideration. 

  1. The members of TWGG should be invited to join in the other TWG in the line Ministries to work on the JMI indicator (in particular, MoJ, MoI, MoP).

  2. Draft  of the Organic Laws should be circulated formally to TWGG for comments regarding Gender and Gender Budgeting.

  3. All stakeholders who work related to Gender should send their update information to Ministry of women's Affairs to update the Gender  Resource Mobilization Matrix.

B.    Progress on Joint Monitoring Indicators

Draft National Prevention Plan against  Domestic Violence  is finished and waiting for consultation with  all stakeholders

ii. Adoption of Anti-Trafficking Law

Draft  Anti Trafficking Law is  subject of  discussion with regard to the definition of Trafficking, currently under TWG on Legal & Justice system reform.   MoWA requested  MoJ to  follow the definition of trafficking  as stated in the UN Protocol.

iii. Engendering organic law with gender and gender budgeting.

The draft Organic Law has not been made available  to TWGG for comments

Section C: Harmonization: Development partners 'actions are more harmonized, transparent and collectively effective.

2.b.  RGC's sector ministries and development partners adopt harmonized approaches to tackle cross-cutting issues, such as gender equality.

MoWA developed Gender Mainstreaming Guideline to establish GMAG and provides TA for development of gender mainstreaming strategy in 7 Ministries (See above).

Section D: Managing for results: Managing resources and improving decision-making for results.

d.a.  RGC and development partners use jointly agreed results-oriented reporting and assessment frameworks that have managerial number of indicators to monitor progress against key dimensions of national and sector development strategies (Indicator #11)

To harmonize with NSDP, MoWA used the framework from the Ministry of Planning to prepare its Action Plan for 2007.  All departments of Women's Affairs have completed the Action Plan for 2006  and  2007  with the Financial and Technical support from UNDP/PGE/MoWA.
