Six Month Progress Report of the Joint Technical Working Groups
For the Period:  December 2005 - May 2006

This questionnaire on progress made by each Joint Technical Working Group is requested by the Secretariat of the Government-Donor Coordination Committee (GDCC). It should be completed and submitted to the Secretariat of the GDCC before 29 May 2006. It will be used to prepare a summary progress report for the seventh GDCC Meeting scheduled to be held on 14 June 2006. Please return the completed questionnaire to H.E. Mr. Chhieng Yanara at CDC/CRDB in both soft and hard copies.

TWG: INFRASTRUCTURE REGIONAL INTEGRATION

A.    Progress in Implementing TWG's Action Plans

i.  Transport Sector Strategy (TSS)

Update of Draft Transport Sector Strategy is being circulated within members of the Inter-ministerial Re-organization Committee (IRC). The IRC Meeting on the revised TSS will be convened early June 2006; and the revised schedule of  TSS submission to CoM will be on the agenda.  

 

ii.  Reach agreement on a clear  transparent mechanism for budget allocation and disbursement and monitoring for repair and maintenance of roads

MEF has proposed its new disbursement procedures and counter-proposed a joint MPWT- MEF maintenance mechanism which is being studied by MPWT and JICA Study Team.

 

iii. Submit Road Law to CoM for approval

Draft Road Law completed. Pending comments by Ministry of Justice before sending to CoM

 

iv. Road Safety Action Plans

 

ü

MEF approved an amount of US$ 170,000.00 for the establishment of Secretariat Office of the National Road Safety Committee (NRSC) and operation costs. Handicap International Belgium has allocated fund of US$ 171,616.00 to assist NRSC in partially implementing the action plan in 2006. An ADB individual Consultant is currently assisting NRSC to draft 5 year detailed rolling Road Safety Action Plan.

Due to the current stage of increasingly road traffic accidents, it is strongly urged that the effective implementation of Road Safety Action Plan is urgent. Hence, Financial Assistance is very essentially required. GDCC is, therefore, requested to assist in appealing for financial assistance from interested Donor(s)

viii. Sub-decree of River Basin Management

 

ü

 

First draft of the River Basin Management sub-decree has been prepared by MOWRAM with assistance of consultants from the ADB/AFD North West Irrigation Sector Project. The Sub-decree is being internally reviewed by MOWRAM. The sub-decree is part of the draft Law of Water Resources Management which is currently pending promulgation at the NA.  

GDCC is to assist in acceleration of the promulgation of Draft Law of Water Resources Management by the NA

ix. Submit Water Supply and Sanitation Law (WSSL) to CoM for approval

Submission of Draft WSSL to CoM in March 2005. OBSESS reviewed the draft in November 2005; and In early May 2006CoM has requested MIME to revise 17 points. The draft is being revised. 

 

x. Prepare draft of Cambodia National Wood Energy Statistic & Wood Energy Policy

Inter-ministerial Technical Working Group has been established; the first meeting of the Inter-ministerial Technical Working Group was convened on 29 March 2006 to commence the draft action plan.

Request for Aeronautical Technical Assistance has been identified  by JICA for JICA Grant Project

 

  1. Are there any other issues affecting the implementation of TWG Action Plan that it would like to submit for GDCC's consideration.

  1. The IRITWG requests GDCC to seek financial assistances to the implementation of the Road Safety Action Plans of the year 2006-2007 and to the Civil Aviation Institutional Development Framework

  2. GDCC to coordinate with the NA for the acceleration of the promulgations of draft Laws of the infrastructures
