TOR for the
formulation of the “Food Security Support Program” under the Strategy

Task Management Support Group consisting of an international

(with a proposal for USD 36,000) for the development process of 2nd
CNIP was drafted by MoP and submitted to UNICEF last December 2007.

The Joint Prakas
on the Implementation of the Sub-Decree on Marketing of Products for
Infant and Young Child Feeding was approved on 16 August 2007 by the
four line ministries, Ministry of Health, Commerce, Information, and
Ministry of Industry, Mines, and Energy. Two dissemination workshops
were conducted on 30 and 31 August 2007. Later on, MoH a committee for
the enforcement of the Prakas and at the same time, an Annual
Operational Plan 2008 was developed and approved last year. |

Support monitoring
and further enforcement of sub-decree on universal salt
iodization to combat IDD |

Although ongoing,
however, there is a clear need to strengthen the enforcement,
specifically the illegal spillover of non-iodized salt from
neighboring country(s) and in monitoring the quality aspect of
adequately iodized salt. |

“National Program for Food Security and Poverty Reduction” ( NPFSPR)

Consultations
have been held among MAFF, CARD, FAO and WFP, but there has not been
any multi-donor financing arrangement and implementation framework
developed. However, Stakeholder consultations and mapping exercise
conducted. Updates shared during the 5th September
workshop. Multi-donor financing arrangement and implementation
framework not yet developed. High-level meeting to advocate for
funding not yet held. Some concerns about duplication of efforts and
lack of clarity on the implementation modality raised by key
stakeholders. CARD developed a proposal and submitted it to the Global
Donor Platform for Rural Development (GDPRD) for the financial support
to the set-up of a multi donor mechanism that can facilitate the fund
mobilization process. However, in the meeting with CARD, MAFF, WFP and
FAO during their mission in Phnom Penh, the GDPRD stated that they did
not have enough experience and fund to support this process and they
referred the project to other donors. Currently, the Design Team of
the TWG-AW Task Management Support Group is developing the FSSP by
mainly reviewing the existing NPFSPR. |

Promote a national
program on food fortification of staples (fish and soy sauce)
to fight iron deficiency anemia (IDA) |

It is not yet
widely promoted but the National Sub-committee on Food Fortification (NSCFF)
is cooperating with RACHA to pilot the iron fortification of fish and
soy sauce in Kompot and Siem Reap under support of International Life
Sciences Institute (ILSI). NSIDA also cooperated with RACHA to
attempt to expand two more fish and soy sauce producers in Phnom Penh |

Investigate further
possibilities for multi fortification of food products with
micronutrients through private sector in Cambodia |

National
Sub-committee on Food Fortification (NSCFF) primarily worked with some
NGOs and private sector on multi fortification of food products with
micronutrients such as IRD and A2Z etc., NSCFF conduced regular
meeting with participation of stakeholders included private sector in
the beginning of the year then no regular meeting had been conduced
due to no budget. However, NSCFF is cooperating with UNICEF, ILSI,
RACHA etc., to work on IDA and food fortification. NSCFF also
organized a workshop on “Food Fortification Stakeholder Workshop to
Plan the next Steps for National Scale up of Food Fortification
Programs” aiming at finding effective strategies based recommendations
to scale up Micro-Nutrient of Food Fortification in Cambodia. As a
result, an action plan 2008 to combat micronutrient deficiencies was
prepared by MoP, and a proposal for USD 62,000 for the implantation of
the action plan as also developed and submitted to UDAID. |

task-force of the TWG-FSN on food security and nutrition information
management to improve coordination and cooperation between various
initiatives (FIVIMS, VAM, FSNIS…) |

The TOR of the
task force was developed and discussed in the TWG-FSN meeting where
MAFF denied to be the co-chair of the task force with NIS/MoP.
However, upon the objection from MAFF, CARD agreed to be the co-chair
of the task force with NIS/MoP later on. |
