A.    Progress in Implementing TWG's Action Plans

During the review of NSDP, CARD was requested to submit the annual progress report to the NSDP Secretariat of MoP, but the incorporation of FSN in the monitoring framework  did not exist since there are not any FSN indicators in the monitoring framework.

 

Assist the TWGAW to make the necessary revision of the National Programme for Household Food Security and Poverty Reduction (NPFSPR) as the “food security program area” of the Strategy for Agriculture and Water 2006 – 2010

TOR for the formulation of the “Food Security Support Program” under the Strategy for Agriculture and Water (SAW) was developed. A Design Team of the Task Management Support Group consisting of an international consultant, a national consultant and a specialist was formed (with TOR ) and the formulation process started January 2008 and is scheduled to finish by June 2008.

 

Assist and support in the development of 2nd Cambodian Nutrition Investment Plan (CNIP 2008-2012)

A draft work plan (with a proposal for USD 36,000) for the development process of 2nd CNIP was drafted by MoP and submitted to UNICEF last December 2007. Currently, UNICEF is reviewing the work plan.

 

Continue consultation with NCDM in seeking ways to incorporate a food security component (safety net for vulnerable groups) in their disaster mitigation policy.

NCDM’s five-year strategic planning process has been placed on hold ’by lead agency Oxfam International due to staffing changes.

 

Assist/accelerate the approval and enforcement of joint Prakas on the marketing of products for infant and young child feeding

The Joint Prakas on the Implementation of the Sub-Decree on Marketing of Products for Infant and Young Child Feeding was approved on 16 August 2007 by the four line ministries, Ministry of Health, Commerce, Information, and Ministry of Industry, Mines, and Energy.  Two dissemination workshops were conducted on 30 and 31 August 2007. Later on, MoH a committee for the enforcement of the Prakas and at the same time, an Annual Operational Plan 2008 was developed and approved last year.

 

Support monitoring and further enforcement of sub-decree on universal salt iodization to combat IDD

Although ongoing, however, there is a clear need to strengthen the enforcement, specifically the illegal spillover of non-iodized salt from neighboring country(s) and in monitoring the quality aspect of adequately iodized salt.

 

Join MAFF and TWGAW to prepare the implementation framework of the 51 Mill US$ basket “National Program for Food Security and Poverty Reduction” ( NPFSPR) (Organize a high level meeting, set up steering committee, advocate for funding)

Consultations have been held among MAFF, CARD, FAO and WFP, but there has not been any multi-donor financing arrangement and implementation framework developed. However, Stakeholder consultations and mapping exercise conducted.  Updates shared during the 5th September workshop.  Multi-donor financing arrangement and implementation framework not yet developed.  High-level meeting to advocate for funding not yet held.  Some concerns about duplication of efforts and lack of clarity on the implementation modality raised by key stakeholders. CARD developed a proposal and submitted it to the Global Donor Platform for Rural Development (GDPRD) for the financial support to the set-up of a multi donor mechanism that can facilitate the fund mobilization process. However, in the meeting with CARD, MAFF, WFP and FAO during their mission in Phnom Penh, the GDPRD stated that they did not have enough experience and fund to support this process and they referred the project to other donors.  Currently, the Design Team of the TWG-AW Task Management Support Group is developing the FSSP by mainly reviewing the existing NPFSPR.

 

Pilot targeted capacity building measures and the mainstreaming of FSN in the decentralized planning process in Takeo Province

Promote a national program on food fortification of staples (fish and soy sauce) to fight iron deficiency anemia (IDA)

It is not yet widely promoted but the National Sub-committee on Food Fortification (NSCFF)  is cooperating with RACHA to pilot the iron fortification of fish and soy sauce in Kompot and Siem Reap under support of International Life Sciences Institute (ILSI). NSIDA also cooperated with RACHA  to attempt to expand two more fish and soy sauce producers in Phnom Penh

 

Investigate further possibilities for multi fortification of food products with micronutrients through private sector in Cambodia

National Sub-committee on Food Fortification (NSCFF) primarily worked with some NGOs and private sector on multi fortification of food products with micronutrients such as IRD and A2Z etc., NSCFF conduced regular meeting with participation of stakeholders included private sector in the beginning of the year then no regular meeting had been conduced due to no budget. However, NSCFF is cooperating with UNICEF, ILSI, RACHA etc., to work on IDA and food fortification.  NSCFF also organized a workshop on “Food Fortification Stakeholder Workshop to Plan the next Steps for National Scale up of Food Fortification Programs” aiming at finding effective strategies based recommendations to scale up Micro-Nutrient of Food Fortification in Cambodia. As a result, an action plan 2008 to combat micronutrient deficiencies was prepared by MoP, and a proposal for USD 62,000 for the implantation of the action plan as also developed and submitted to UDAID.

 

Set up a task-force of the TWG-FSN on food security and nutrition information management to improve coordination and cooperation between various initiatives (FIVIMS, VAM, FSNIS…)

The TOR of the task force was developed and discussed in the TWG-FSN meeting where MAFF denied to be the co-chair of the task force with NIS/MoP.  However,  upon the objection from MAFF, CARD agreed to be the co-chair of the task force with NIS/MoP later on.

 

Strengthen capacities in NIS for nutrition related data collection and analysis

Assist in setting up a monitoring system on child feeding practices / child survival scorecard indicators

The Child Survival Management Committee was trying to improve the data collection through the Health Information System and investigate other monitoring system, e.g. through the establishment of Baby Friendly Hospital Initiative and Baby Friendly Community Initiative.

 

Prepare to conduct a Comprehensive Food Security and Vulnerability Analysis exercise for 2007 with inputs from key stakeholders

A Strategic Framework for Food Security and Nutrition is developed and endorsed by the relevant ministry planners

A draft of the Strategic Framework for Food Security and Nutrition 2007-2010 (SFFSN) was developed in early April 2007 by the Council for Agricultural and Rural Development (CARD) and Ministry of Planning (MoP) in collaboration with the TWG-FSN, and in consultations with concerned agencies and TWGs. The draft was then revised based on comments and feedbacks from relevant stakeholders through a consultation process. At the same time the revised draft was translatedand recirculated in September 2007 to the relevant agencies and TWGs for further comments and feedback. The final draft will be finalized in January 2008 signed by the co-chairs (CARD and MoP).

D.  Resource Mobilization

  1. Please provide details of your TWG's resource mobilisation efforts since the June 2007 CDCF meeting (including identified resource needs, actual commitments and source of funds, and remaining gaps) and the extent to which these resource mobilisation efforts are linked to an Action Plan or sector programme that includes a budget framework for programming resources and activities within the domain of the TWG.

The TWG-FSN is not able to provide details of resource mobilization efforts as the primary role of the TWG-FSN is to strengthen coordination and advocacy rather than the implementation of specific project. The actual implementation of various programmes and projects and the mobilization of resources needed are the responsibility of the concerned ministries/agencies. There is just only small budget allocated by the partners or projects to cover food security related data management and the operational cost for coordination work (Secretariat of TWG-FSN, FSNIS).
