- Procedures have been drafted with MoE for Kulen Promtep Wildlife Sanctuary (Preah Vihear), and have been approved by the Provincial Governor. Implementation is on schedule.
- Procedures have been drafted with the FA for demarcation of the permanent forest estate in Chhep District in Preah Vihear (including parts of the Preah Vihear Protected Forest) and Keo Seima and O Rang Districts in Mondulkiri (including parts of the Seima Biodiversity Conservation Area). Implementation is on schedule.

UNDP/GEF: Over 500,000 ha of the Cardamom Mountain Phnom Aural and Phnom Samkos Wildlife Sanctuaries were demarcated, with some 180 boundary markers over 350 km. Demarcation involved MoE, DNCP, local communities, commune councils and provincial government (FA and Land Administration).

- FCMR unit is continuing, during this time 347 cases reported.
- JSDF Grant TF055390 for Capacity Building for Sustainable Forest & Land Management implemented. RECOFTC has established presence in Kratie for its Participatory Forest & Land Monitoring sub-component.
- Site-level Forest and Land crimes monitoring and reporting systems are in place in Seima Biodiversity Conservation Area (Mondulkiri), Preah Vihear Protected Forest and Kulen Promtep Wildlife Sanctuary (Preah Vihear), Integrated Farming and Biodiversity Areas (Kg. Thom/Siem Reap) and at Ang Trapeang Thmor.

9. Strengthening Capacity on Forest Law Enforcement and Governance in Cambodia.

- Project proposal on Forest Law Enforcement and Governance is submitted to ITTO for support.
- Training courses have taken place for law enforcement staff at three sites: Preah Vihear Protected Forest, Seima Biodiversity Conservation Area, Kulen Promtep Wildlife Sanctuary, plus equipment and infrastructure provision.

- Partnership trials on combined plantings of rubber tree and native trees jointly with Kompong Cham Rubber Research Stn.
- Seven training courses on seed collection for communities, commune representatives and forest officers.
- 300 CD-Rom produced representing numerous of extension publications for communities within tree growing.
- Field based training for 15 plantation officers in joint forest management, participatory approaches etc.

 

13. Tree planting for socio-economic use, 10,000 ha.

14. Capacity building on the forestry REDD (Reduced Emissions from Deforestation and Degradation) and CDM issues.

- Project by FA in collaboration with CFI to pilot carbon offsets for Reduced Emissions from Deforestation and Degradation (REDD) in Oddar Meanchey Province endorsed by TWG-F&E.
- Training workshop on potential national strategies for forests to reduce green house gas emission was organized.

Complementary funding being sought.

15. Experimenting with post forest concession management models. (Development of Commercial Community Forestry in the Provinces of Mondulkiri and Kratie)

- Commercial Community Forestry in an ex-concessions area of high value forest: Agreement with WCS signed and project underway.
- A feasibility study completed for Commercial Community Forestry in an ex-concessions area of high value forest. Implementation jointly with WCS now underway.

 

16. Central Cardamom Protected Forest Conservation Program.

A. AFD-CI Signing Agreement for protecting CCPF.

. CI-FA. In order for conserving the value of CCPF and raising up local livelihood in and surrounding CCPF, CCP has adopted four main important components as following:

1-Law Enforcement: Expanding ranger stations in CCPF. Establishing enforcement teams. Preparing enforcement operation plan. Setting up patrol system. Building up intelligence network. Recruiting and training local villagers to be conservation rangers.

2-Community Engagement: Singing Conservation Incentive Agreement with local community. Setting up buffalo bank to support local community. Preparing PLUPs in Thmor Bang. Forest demarcation in Thmor Bang. Setting community rangering in Thmor Bang. Supporting health care post and outreach. Supporting local teachers and children to go school. Building up CNRMCs and providing capacity building to local people. Setting up community-based ecotourism project in Thmor Bang.

3-Research and Monitoring: Conducting Biological, ecological and social study in CCPF. Enriching the capacity and knowledge of better comprehension of the suitable management plan of CCPF and for providing an opportunity to work cooperatively with other relevant agencies or research institutes.  Setting up plots and transects to monitor biodiversity trend.

4-Information, Education and Communication component: Producing education film on The Cardamoms: Cambodia’s Last Wilderness Film. Conducting Participatory photography with local youths in Tmor Bang. Conducting Cambodia Environment Film Festival – 2007 for three. Conducting Buddhism, education and conservation in Thmor Bang and conducting media relations.   

C. CI-FA. Conducting survey in Prey Long which is to examine new models for concession management and specifically scope for the use of conservation concessions to balance development and conservation needs, and to understand the potential for Prey Long to serve as a test case for a REDD project.

D. CCPF management plan and CCPF guidebook are underway and plan to finish first draft by Jan 08.

17. Upscale the community Forestry Program to more communities.

-   National Community Forestry Coordination Committee (NCFPCC) meeting regularly and undertaking project to develop NCFP work plan and proposals for additional funding.
-
   Facilitated with Siem Reap FA Cantonment  - the first 10 official CF Agreements signed in November 2007. 1540 participants joined this ceremony.
- NCFP-CC visited 2 CF sites in Kampong Cham province (Tulsambo CF locate in Trapangpring commune, Tambe district and Dongkdaong CF locate in Kork commune, Punhakrek district) to study about their issues and requirement.
- Organized training on Surveying and Demarcation of CF areas using a GPS and GIS. This training have been participated from 17 include staffs of project at national level and local level
- Drafted the Concept on Partnership Forestry include identify the  definition, objectives, problem, roles and responsibilities of key stakeholders and structure of Partnership Forestry.
- FA/Danida – Upscaling Community Forestry in five provinces (Siem Reap, Oddor Mean Chhey, Bantey Meanchey, Kampong Cham and Kampong Speu)
- FA/CFI/Danida – Development of Community Forestry training service packages
- JSDF Grant TF055390 for Capacity Building for Sustainable Forest & Land Management implemented. RECOFTC has established presence in 5 provinces (Kampot, Pursat, K. Thom, Kratie and Ratanakiri) for its sub-component to support FA cantonments formalize both existing and new CFs.
- Oxfam-GB is supporting CF development in 7 provinces (Pursat, Kratie, Kampong Chhnang, Preah Vihear, Oddar Meanchey, Kampong Speu, and Stung Treng).
- JICA: 2 Community Forestry sites in Kg. Trach, Kg. Chhnang are supported for livelihoods and formalization.
-EC UNDP Small Grants Programme for Operations to Promote Tropical Forests established or strengthened existing community-based forest resource management initiatives through 40 community forestry, 18 community protected area, 2 community based ecotourism and 5 participatory land use planning sites. Seventeen funded projects included 165 villages across 14 provinces. Over 31,500 households are estimated to have directly or indirectly benefited. 572 women held leadership positions in funded initiatives, supported by a dialogue on women’s leadership. Televised documentaries on the initiative raised community awareness and workshops allowed participants to share experiences and review project implementation and impact.

19. Study on national and international demand of biomass and timber forest products:

 

 

UNDP/Thematic Trust Fund: A comprehensive baseline study on rural energy, with a focus on wood fuel, has been completed in Kampong Speu and Svey Rieng Provinces. The report is due for release in the first quarter 2008. The study includes national level projections on rural energy fuel demand.

 

- Study on domestic and export demand for rubber wood, rice husk, wood chip

- The assessment of the rubber wood commodity chain is in good progress. State plantations and brick factories have been surveyed. A survey of the sawmills still needs to be done. , Garment factories and bakeries will be surveyed in February

- The assessment of the rice husk commodity chain is delayed. Rice mills and brick factories have been surveyed already but noodles, alcohol, stoves and salt refiners still need to be interviewed. This will probably be completed in February.

- The wood chips sector is very opaque. Free access to information is one indicator of Government’s transparency. A field survey of about 30 identified ELCs and exporters will be conducted with relevant stakeholders to check the achievement in tree planting since the establishment of contracts between concessionaires and MAFF.

 

- Study on national and provincial timber supply and demand in Cambodia

Information and data on timber and supply in region No. 5 (Kg.Thom, SiemReap, Battambang) were collected.

 

20. Improvement of sustainable management and utilization of NTFP in Cambodia.

-   Ethno-Botany International Consultant was employed.

-   PRA report on NTFPs use and trade in each of target areas were developed.

-   NTFPs herbarium collection methods were trained to staff of project and local communities in each of four target areas.

- 400 NTFPs herbarium was collected and are drying for identification of species

21. Continued implementation of overall capacity building program and focus developing outcome monitoring.

- JICA: Organized 2 silvicultural training, 2 Forest Management Planning training and English training for FA staff. Total trainees of 117 from FA.

- JSDF Grant TF055390 for Capacity Building for Sustainable Forest & Land Management implemented RECOFTC has commenced the Training of Trainers for CF development from 6 provinces (Kampot, Pursat, K. Thom, Kratie, Ratanakiri and K. Chhnang [funded by JICA]) and from the CFO.

22. Develop and implement forest and wildlife research program.

- WCS: Forest and wildlife research programs are underway in Seima Biodiversity Conservation Area, Preah Vihear Protected Forest, Kulen Promtep Wildlfie Sanctuary, Ang Trapeang Thmor Sarus Crane Reserve, Prek Toal core area of the Tonle Sap and the Integrated Farming and Biodiversity Areas in the Tonle Sap floodplain. These programs concentrate on understanding species status and population trends, species ecology and breeding sites, forest habitats and monitoring forest cover change. Species-specific programs particularly concentrate on nesting large water-birds, the Bengal Florican, Yellow-cheeked Crested Gibbons, Black-shanked Douc Langur and Green Peafowl.

23. Organize an annual TWG technical discussion seminar.

 Theme, venue and dates to be finalized. Provisionally, a two-day workshop to review demarcation processes undertaken by i.a. FA, FiA, MoE, MoI, MoP and MLMUPC. Provisioanlly scheduled for period mid-April to mid-May 2008.

 

24. Support to one 2 years-training on GIS, at AIT

- One senior FA officer is studying at AIT.
- One additional candidate to begin GIS training in September 2008.

 

25. Promote awareness of legal accessibility to products from forest and protected areas and the development of joint management options (Project of the forest extension framework for local community and relevant stakeholders).

- Conducted 9 Forestry extension training courses attended by 355 participants.

- Prepared FA Magazine year 2007 for publication with the amount of 1500 copies.

- Drafted 4 kinds forestry extension material (Poster).

- MoE: 5 Protected Areas have management plan and some NGOs partners help promote awareness raising to local community regarding environmental law and concept of protected area management. The other PAs need more support from NGOs partners.

- Extensive training and community organising work around Seima Biodiversity conservation Area (PLUP and Indigenous Communal Land Registration), Preah Vihear Protected Forest (PLUP, Zoning and Ecotourism), Kulen Promtep Wildlife Sanctuary (PLUP, Zoning, Ecotourism), Ang Trapeang Thmor Crane Sanctuary (Zoning) and Integrated Farming and Biodiiversity Areas (K Thom/Siem Reap) extension and community organizing.

- MoE:  NGOs partners have support to local communities for training, study tour, workshop, and networking to some Protected Areas.

- Extensive training and community organizing work around Seima Biodiversity conservation Area (PLUP and Indigenous Communal Land Registration), Preah Vihear Protected Forest (PLUP, Zoning and Ecotourism), Kulen Promtep Wildlife Sanctuary (PLUP, Zoning, Ecotourism), Ang Trapeang Thmor Crane Sanctuary (Zoning) and Integrated Farming and Biodiiversity Areas (K Thom/Siem Reap) extension/organization.

- JICA CBFS Project continued support for two selected forestry community sites in Kg. Chhnang Cantonment, especially for income generating activities and formalization.

Overall capacity building program of the forestry sector was formulated under the participation of many stakeholders and evaluation of all relevant programs/projects.

 

B.3.a.2. Each sector TWG prepares and implements a capacity development program for their sector ministry/agency to fill identified capacity gaps.
