C.    Implementation Status of the Action Plan on Harmonization, Alignment and Results

Section A

(i)     increase bilateral meetings with implementing agencies and the donor community

Bilateral meetings have been maintained at the high levels of the recent past.  More meeting have been undertaken with implementing agencies as inter-ministerial activities are being developed.

A communication strategy has been developed by the PMU, CL&JR which should further enhance information flows between implementing agencies and the donor community.

(ii)    provide information on the progress of the implementation of the action plan

Monitoring has begun with the development of a methodology for measuring outputs.  Using the basis of this methodology an initial bar chart on the progress of outputs has been prepared.  Further work is required to develop outcome indicators for the reform.

D.  Resource Mobilization

  1. Please provide details of your TWG's resource mobilisation efforts since the June 2007 CDCF meeting (including identified resource needs, actual commitments and source of funds, and remaining gaps) and the extent to which these resource mobilisation efforts are linked to an Action Plan or sector programme that includes a budget framework for programming resources and activities within the domain of the TWG.

  1. Sub-Group meetings: Resource mobilisation efforts have primarily been undertaken by the facilitators of the sub-groups who have been providing funding for documentation preparation and meeting facilitation.  Other material support has been provided from the budget of the Project Management Unit for the Council for Legal & Judicial Reform. 

  2. Continued work on the Model Court Technical Working Group has continued with the development of standards and criteria for the courts with funding assistance from DANIDA and technical inputs from DIHR, EWMI/USAID & AusAID

  3. The initial phases of the development of an indicator monitoring system has begun with funding assistance from DANIDA and technical inputs from DIHR & AusAID

  4. Gaps still remain in the area of translation for documents and meetings as current support is insufficient to cover all of the requirements of the TWG.
