A.    Progress in Implementing TWG's Action Plans

THE PAR TWG HAS BEEN INACTIVE SINCE THE RESIGNATION OF THE CO-LEAD COORDINATOR IN EARLY 2007. NEVERTHELESS THE CAR SECRETARIAT HAS CONTINUED TO WORK TOWARDS ACHIEVING THE AGREED JMIs. WORK IS ONGOING TO FINALIZE POLICIES ON THE MANAGEMENT AND DEVELOPMENT OF HUMAN RESOURCES AND CAPACITY DEVELOPMENT.  WORK IS ALSO PROCEEDING TOWARDS DEVELOPING A MEDIUM TERM REMUNERATION POLICY.

THE JMIs AGREED TO IN JUNE 2007 WERE THE SAME AS THOSE AGREED AT THE LAST CG MEETING IN 2006.

C.    Implementation Status of the Action Plan on Harmonization, Alignment and Results

THE CAR SECRETARIAT, TOGETHER WITH MEF, UNDERTOOK CONSULTATIONS WITH DEVELOPMENT PARTNERS TO CLARIFY THE USE, ESTABLISHMENT AND MANAGEMENT OF MPBIs AS SUGGESTED BY THE PRIME MINISTER AT THE JUNE 2007 CDCF MEETING

  • A FIRST NATIONAL SEMINAR WAS HELD IN OCTOBER 2007 TO LAY DOWN CORE PRINCIPLES

  • ONGOING CONSULTATIONS WERE HELD WITH DPs TO IDENTIFY ELEMENTS OF A CONSENSUS CONCERNING THE USE OF PMGs AND MBPIs

  • A MEETING CHAIRED BY THE DEPUTY PRIME MINISTER AND CHAIRMAN OF THE CAR INVOLVING REPRESENTATIVES FROM MINISTRIES AND DPs WAS HELD ON FEBRUARY 26 TO FIRM UP THE CONSENSUS AND PROVIDE DIRECTION TO AMENDING ANUKRET 98.

  • A REVISED ANUKRET 98 REFLECTING THE CONSENSUS IS NOW BEING DRAFTED AND SHOULD BE READY IN EARLY MARCH FOLLOWING THE GDCC MEETING.

  • A SECOND NATIONAL SEMINAR WILL BE HELD IN MID-MARCH TO DISSEMINATE THE REVISED ANUKRET AND INFORM PARTICIPANTS ON A STREAMLINED PMG SCHEME AND A NEW MECHANISM TO ENHANCE SERVICE DELIVERY: THE SPECIAL OPERATING AGENCY SCHEME.

D.  Resource Mobilization

  1. Please provide details of your TWG's resource mobilisation efforts since the June 2007 CDCF meeting (including identified resource needs, actual commitments and source of funds, and remaining gaps) and the extent to which these resource mobilisation efforts are linked to an Action Plan or sector programme that includes a budget framework for programming resources and activities within the domain of the TWG.

THE TWG HAS BEEN INACTIVE. FRANCE HAS PROVIDED TARGETED SUPPORT TO ASSIST THE IMPLEMENTATION OF THE POLICY ON PUBLIC SERVICES DELIVERY BY FINANCING THE DEVELOPMENT OF A SPECIAL OPERATING AGENCY PILOT FOR HEALTH CENTERS AND THE PREPARATION OF A COMPENDIUM OF CORE INFORMATION ON PUBLIC SERVICES.

  1. Does the TWG have sufficient resources to manage the workload identified in its Annual Workplan?   No

THE TWG IS INACTIVE. HOWEVER, EFFORTS ARE ONGOING TO REVIVE IT. EXPERIENCE SHOWS THAT THE TWG HAD NOT BEEN ABLE TO MOBILIZE REQUIRED RESOURCES TO IMPLEMENT THE WORKPLAN ON  TIME .  THE CAR SECRETARIAT IS PREPARING A SUBMISSION TO CDC TO ACCESS FUNDS TO OPERATE A SMALL SECRETARIAT TO SUPPORT THE TWG ONCE IT IS OPERATIONAL IN THE COMING MONTHS.
