A.    Progress in Implementing TWG's Action Plans

B.    Progress on Joint Monitoring Indicators

National aid effectiveness priorities are implemented and monitored in the context of a partnership-based approach to the NSDP:

1. Strengthening Ownership, Managing for Results and Mutual Accountability. Development partners: (i) report to CDC on details of all new and on-going support; (ii) provide up-dated information in the CDC Database; and (iii) hold periodic consultations with CDC to validate data and to assess progress in implementing H-A-R priority actions;



2.  Promoting Harmonisation and Alignment. Progress in implementing the H-A-R Action Plan and TWG Guideline is reported by TWGs and consolidated as a background document for each GDCC meeting;

3.  Managing for Results. The H-A-R Action Plan is augmented with a set of indicators, the Aid Effectiveness Report assesses progress in H-A-R Action Plan implementation and is presented to CDCF.

To support the government in conducting the 2008 survey on monitoring the Paris Declaration (coordinated by CRDB/CDC), development partners were requested to update information on projects/programs in the Cambodia ODA Database by Feb. 2008. Validation work on the data provided in Cambodia ODA Database is scheduled for March 2008, during which time consultations on the results will be held.

Monitoring on progress in implementing H-A-R Action Plan has been prepared as a routine reporting to each GDCC meeting.






H-A-R Action Plan has been augmented with monitoring indicators. Works on a mid-term review of the H-A-R Action Plan underway. This will provide inputs to the preparation of the AER for the next CDCF.

 








Development partners need to provide increased support to their Focal Points in data updating and to work more closely with CDC on this.

C.    Implementation Status of the Action Plan on Harmonization, Alignment and Results

Ownership

P&H TWG has been providing support to CRDB/CDC and development partners in a conduct of study on impact of TC on capacity development. Works are now underway to look more closely on this matter in a chosen sector (health sector). It is expected that a guideline on the use of TC will be produced toward the end of the year.

H-A-R Action Plan augmented with indicators. Works on review of the implementation underway.

 

Mutual accountability

Under leadership of CRDB/CDC, increased support has been provided to TWGs to strengthen this mutually accountable partnership mechanism.

Cambodia ODA Database has been customized and application has been widened to enable the use of information for policy and transparency purposes.

 

D.  Resource Mobilization

  1. Please provide details of your TWG's resource mobilisation efforts since the June 2007 CDCF meeting (including identified resource needs, actual commitments and source of funds, and remaining gaps) and the extent to which these resource mobilisation efforts are linked to an Action Plan or sector programme that includes a budget framework for programming resources and activities within the domain of the TWG.

To support the government in implementing the priorities identified in the Strategic Framework for Development Cooperation Management, a multi donor support program has been providing support to CDC/CRDB.
