TWG: RURAL WATER SUPPLY, SANITATION AND HYGIENE (TWG-RWSSH)

A.    Progress in Implementing TWG's Action Plans

TWG for Rural Water Supply, Sanitation, and Hygiene will be established

Upon the approval by Samdech Prime Minister on 28 August 2007 , the TWG for Rural Water Supply, Sanitation, and Hygiene was established in November 2007 and its first meeting was held on 19 November 2007.

 

 

 

Secretariat of TWG will be set up

The Ministry of Rural Development has set up the Secretariat of the TWG-RWSSH in November 2007 by participation of DRWS, DRHC, DoP and DoF, Representative of lead donor facilitator

 

 

 

Prepare Annual Work Plan (2008)

The TWG-RWSSH has prepared its Annual Work Plan (2008) at the first meeting of TWG on 19 November 2007.

 

 

 

Preparation of the RWSS Sector Strategy

The Secretariat of TWG-RWSSH has been negotiating with the potential donor agencies for technical and financial supports to TWG for preparation of the RWSS Strategy, RWSSH Technical Guidelines as per its Annual Work Plan (2008). MRD focuses on Strategic Structure of Sector Priority. In order to respond to the 3 main recommendations by Samdech Prime Minister in National Forum on Rural Sanitation, 13 -14 November 2007, MRD has requested for technical assistance from UNICEF, WSP and ADB for in-dept study of rural sanitation and hygiene improvement in the areas of seasonal flooding and permanent flooding ( excluding permanent dry area)

 

 

The TWG-RWSSH recommends that the GDCC would encourage potential donor agencies to support RWSS Strategy development and technical guidelines improvement, so that the TWG could assist the Government to achieve RWSS targets of NSDP and CMDG.

Preparation of Action Plan on H-A-R (2006-2010)

The TWG-RWSSH had discussed on the outlines of Action Plan on HAR at its first meeting on 19 November 2007. The Secretariat of TWG-RWSSH has prepared the draft for the detail action plan on H-A-R. The Secretariat has submitted to CRDB/CDC for its financial and technical supports to implement the TWG-RWSSH Action Plan on H-A-R.

 

 

  1. Are there any other issues affecting the implementation of TWG Action Plan that it would like to submit for GDCC's consideration?  - Since the TWG-RWSSH has been established just recently, the TWG-RWSSH and its Secretariat requires technical and financial supports from CRDB/CDC and development partners. The MRD has been involving with the RWSSH program implementation since 1994, and the MRD had initiated RWSS National Policy development and Strategy outlines in cooperation with the development partner agencies. With the establishment of TWG-RWSSH, it is expected to accelerate the preparation of RWSSH Strategy and technical guidelines. The TWG-RWSSH will cooperate with donor agencies for harmonization of program implementation process and alignment with the National Policy and Strategic plans. The TWG-RWSSH request GDCC to encourage donor agencies for their active participation and supports to TWG-RWSSH in development of RWSSH Strategy and implementation of H-A-R action plans.

14. Increase use of improved sanitation, hygiene and drinking water supply, especially in rural areas.

  • to increase improved water supply services for 50% of rural population and adequate sanitation services for 30% of rural population by 2015 in CMDG target

  • to increase improved water supply services for 40 % of rural people and adequate sanitation services for 20 % of rural population by 2011 in NSDP target.

  • 42 % of rural populations have access to improved water supply services and 16% of rural populations have access to adequate sanitation facilities (Note: Based on CMDG Progress report in 2006 and CDHS 2005)

  • Currently the Rural Water Supply and Sanitation projects are implementing through the financial assistance (grant) of ADB, JICA UNICEF, DFID, WSP and Bilateral Donors

  • WB/Water and Sanitation Program (WSP) is assisting to promote the sanitation programs through Sector Study programs and piloting the Sanitation Market Development, and development IEC materials to promote community participation with their own resources of improving sanitation and hygiene practices.

  • MRD has reached agreement with DFID for financial assistance in rural sanitation programs through UNICEF-Seth Koma Program.

  • MRD has been implementing the Community Led Total Sanitation (CLTS) program to promote the sanitation improvements in rural area in cooperation with UNICEF and other NGOs in 9 provinces (about 200 villages, and about 80 villages have been declared ODF).

  • The TWG-RWSSH and MRD had organized the National Sanitation Forum at CDC, Phnom Penh on 13-14 November 2007. The Prime Minister opened the Forum and gave guidelines for sanitation promotion in Cambodia. In the meantime, Forum Declaration had been discussed and agreed by all participants, and signed by MRD, Representative of Donor Agencies, Representative of Provincial and District Authorities, and community from Kg. Cham as the representative of community people  

  • In order to promote the sanitation and hygiene activities in Cambodia, the TWG-RWSSH in collaboration with MOWA and UNICEF, launched the International Year of Sanitation (2008) at Kampong Speu Province on 24 January 2008. Through the year, the IYS activities will be organized at different provinces across the country with full technical support by MRD.

  • ADB has field a Fact-finding Mission on 24-31 January 2008 to prepare the PPTA for rural water supply and sanitation project – Phase II in Cambodia. The TWG-RWSSH and its Secretariat discussed on the frameworks for preparation of RWSS Project- Phase II.

  • MRD and MEFF are jointly preparing a Rural Water Supply and Sanitation Project through the IMF financial support. It is still under preparation stage of project design.

  • JICA has agreed to continue its support for the Rural Water Supply project in Kampong Cham province (2007-2010)

  • Insufficient funds for RWSS program implementation to meet the target;

  • Mobilization of community (beneficiary) contribution to the construction of water supply and sanitation facilities;

  • Low-level of community active participation in management of RWSS facilities for sustainable functioning and effective use;

  • RWSS Strategy development is late in response to the inconsistency policy of project implementation;

  • Within the RWSS sector, the donor supports are generally more focusing on the rural water supply programs; and still low priority for sanitation and hygiene improvements. Therefore the rural sanitation coverage is still lack of behind rural water supply coverage. (TWG-RWSSH will focus on the sanitation awareness promotion in Cambodia in 2008 coinciding with the International Year of Sanitation activities.)

The TWG-RWSSH recommends to GDCC for encouraging the donor communities for their supports to Rural Water Supply and Sanitation Sector with emphasizing on the sanitation and hygiene promotion activities.

C.    Implementation Status of the Action Plan on Harmonization, Alignment and Results

A-a-1. Within the framework of NSDP, sector ministries and agencies develop sector plans and prioritized results-based programs;

ADB has agreed to provide technical and financial support to update the RWSSH strategy and prepare the RWSSH Master plans in 2008. As per the TWG-RWSSH action plan, the RWSSH strategy will be updated by the end of 2008 aiming to achieve its targets of NSDP and CMDG.

 

B-1-a-1. Development partners review their country assistance strategies and policies to align their assistance with NSDP priorities and sector development plans.

The Development partners in the RWSSH sector has been working closely with MRD and supporting to the sector with NSDP priorities. The TWG-RWSSH will continue discussing this matter with its development partners.

 

B-3-a-1. All sector plans and development programs/projects include an assessment of the existing capacity gaps and a capacity development plan to fill the gaps to achieve targeted development results.

The TWG-RWSSH has agreed its Action Plan including the assessment of capacity gaps at National and Provincial level. The MRD has initiated organizing the Provincial level support teams (at PDRD) for RWSSH sector capacity development study in the provinces.

 

B-3-a-2. Each sector TWG prepares and implements a capacity development program for their sector ministry/agency to fill identified capacity gaps.

C-1- a) Increasing proportion of ODA is delivered through Sector/thematic Programs, and other Program Based Approaches (PBAs).

The TWG-RWSSH will assist MRD to update the RWSSH programs based on the NSDP and CMDG; upon the completion of the RWSSH programs, the TWG will discuss with donor partners for development assistance.

 

C-1-b-1. Each TWG prepares a calendar of field missions, diagnostic reviews and studies planned by donors participating in the sector/thematic area of the TWG.

The TWG-RWSSH has adopted its Annual Work Plan for 2008 and plan to study the donors’ projects and consolidate the RWSSH project activities.

 

C-2-b-1. Concerned ministries and donors develop common guidelines to tackle cross-cutting issues e.g. gender, HIV/AIDS.

The TWG-RWSSH has initiated discussion with the key partner agencies for preparation of the Technical guidelines for RWSSH programs including the cross cutting issues. The MRD and development partners have adopted gender mainstreaming guideline principles and community development approaches (such as village Water and Sanitation User Groups-WSUG, etc.) As per the 2008 Action Plan, the TWG will identify the key technical guidelines to prepare in 2008.

 

D-a-2. Development partners ensure that the Standard Operating Procedures (SOP) for loan assistance and National Operational Guidelines (NOG) for grant assistance are followed in monitoring and reporting on their programs/projects to reduce burden on RGC implementing institutions.

The MRD and ADB has applied the SOP for the Tonle Sap Rural Water Supply and Sanitation Sector Project (ADB Grant). The TWG-RWSSH will encourage development partners to apply the SOP and NOG.

At the first meeting, the TWG-RWSSH had discussed the Guideline on the Role and Functioning of the TWGs, and adopted the Role and Responsibilities of TWG-RWSSH in line with this Guideline.

The TWG-RWSSH has adopted its roles and responsibilities at its first meeting. These roles and responsibilities are new approaches for the TWG members and it is expected to improve the tasks accordingly during the implementing period.

D.  Resource Mobilization

  1. Please provide details of your TWG's resource mobilisation efforts since the June 2007 CDCF meeting (including identified resource needs, actual commitments and source of funds, and remaining gaps) and the extent to which these resource mobilisation efforts are linked to an Action Plan or sector programme that includes a budget framework for programming resources and activities within the domain of the TWG. 

In cooperation with the development partner agencies, the MRD have been resource mobilization for the RWSS sector investment plan. Since the June 2007 CDCF meeting, the MRD has accomplished following activities for the resource mobilization:

  • Discussion and finalization with the DFID for the Rural Sanitation Program implementation. The DFID had committed to support 3 years (2008-2010) for the Rural Sanitation Program and the  program activities have been identified and reached consensus on the program implementation arrangement;

  • The Water and Sanitation Program/ World Bank (WSP/WB) has initiated a Regional Program SAWAP (the Sanitation and Water Partnership for the Mekong Region) - three-year inter-country approach grant funded through WSP-EAP's regional budgets by Sida. This program will draw together Cambodia, Lao PDR, Vietnam, and Yunnan and Guangxi provinces of China.

  • Discussion with the MEF for potential funding for Rural Water Supply and Sanitation Programs in some province through the IMF Financing Schemes.

  • Finalize with JICA for financial supporting and signed agreement on the Rural Water Supply Program Phase-II in Kampong Cham, which will be implemented in 2007-2010.

Upon the establishment of TWG-RWSS, the Group will identify the Annual Workplan and prepare the resources mobilization strategy to manage the Annual Workplan.
