Aid effectiveness objective

P&H TWG Activity (1)

Status (September 2009)

To provide a forum for establishing consensus on aid effectiveness priorities, consistent with H-A-R Action Plan, Paris Declaration and AAA  - P&H TWG ToR para IV(a)

Identify aid effectiveness priorities to guide RGC Ministries/agencies and DPs (agreed action as part of JMIs, to be followed up through respective TWGs)

Facilitate dialogue and joint learning between RGC and DPs to identify/implement agreed priority actions and to discuss progress in P+H meetings before GDCC meetings and CDCF3.

Aid effectiveness priorities endorsed as an addition to the JMI matrix at April 2009 GDCC meeting.

For discussion at September meetings of P+H TWG and GDCC.

To provide recommendations on the formulation, implementation, monitoring and evaluation of aid effectiveness initiatives - P&H TWG ToR para IV(b)

Reduce aid fragmentation – develop approach that considers division of labour and other potential approaches

Dialogue based on evidence of priorities emerging from RGC ministries, sectors, TWGs to address fragmentation.

Discussion of paper (to be prepared by CDC) identifying options to reduce fragmentation.

Consultations with RGC on aid effectiveness JMIs revealed a preference for managing diversity within a PBA-focused approach.

CRDB analysis of development partners reveals probably limited scope for a Division of Labour to offer realizable benefits.

Improved delivery and management of technical cooperation

Dialogue on actions and progress towards improved delivery of technical cooperation in line with draft guideline (in discussion with CAR).

CRDB/CDC working with CAR to ensure relevant incorporation in NPAR (capacity development and human resource management)

To promote information exchange and peer learning - P&H TWG ToR para IV(c)

Promote the strengthening and use of country systems in accordance with national priorities and commitment to AAA

To provide a forum to discuss progress and share sector level experience at conducting joint capacity & risk assessments of national systems (planning, programming, implementation, PFM, procurement, audit, coordination, M&E/review) as well as progress in their use by DPs

Currently managed through AE JMIs and sector plans. 

Further reflection required in TWG to move this area of work forward in a more purposeful and deliberate manner?

Strengthen integration between central planning, budgeting and aid management processes

P+H TWG to act as discussion forum and opportunity for information sharing (together with PFM and PPR TWGs) on RGC initiatives and proposals related to integrating and strengthening core planning/budgeting processes. (2)

MoP is now leading this initiative. CRDB/CDC is a member and provides full cooperation in the context of managing data on development support. TWG offers an on-going opportunity to discuss the status of the work.

To identify – and seek remedies to - emerging opportunities and challenges related to national or global aid effectiveness commitments - P&H TWG ToR para IV(d)

Ensure that new development partner personnel are well-briefed on national arrangements for managing development cooperation and partnerships

An Induction resource for development partners will be produced by CDC. The TWG will work in an advisory capacity to inform the structure and content of an on-line briefing package for newly-arrived DPs

This will be incorporated into a new feature of the re-designed CRDB website.

Strengthen mutual accountability and partnerships through developing capacity to manage multi-stakeholder processes

A Partnership-building initiative will be developed by CDC. The TWG provides advisory inputs on concept and facilitation arrangements (e.g. preparation of training)

Strategic Meeting held September 9-10th.

Improve the identification and management of JMIs by making them results-based

Advisory inputs on preparation of concept note and a training course on results-based approaches to monitoring and evaluation, with emphasis on JMIs

JMI training to be provided to 60 RGC and DP staff in November 2009. 

(CRDB is currently finalising the procurement of trainers)

 

Notes

  1. Some activities (e.g. Division of Labour, M&E training initiative, induction resources) may be taken forward by smaller groups (as agreed by the full TWG).

  2. MoP is the lead agency on this initiative so PPR TWG is the principal forum.

  3. Not all tasks/responsibilities included in the P&H TWG ToR (para IV) are explicitly included in the 2009 AWP but may be addressed as the need arises.
