TWG Action Plan

82    The TWG reported that the following four activities were scheduled to be carried out, and satisfactory progress has been reported on all activities:

  1. Resource Tracking/projected.

  2. Donor harmonization and alignment.

  3. Quality assurance and scale/resource of programs (through effective M&E). Three Provincial AIDS Committees continued to implement the integrated HIV/AIDS plan which is as part of the decentralization process.

  4. Support policy development/coherence and integration of HIV into development plans. Ministry of National Defense and Ministry of Education, Youths and Sports developed their second 5 Year Strategic Plan 2006-2010. Ministry of Public Work and Transport developed its first HIV/AIDS policy which will form the basis annual operational plans. Ministry of Cults and Religion developed guidelines to facilitate the implementation of its HIV/AIDS policy. A policy audit is currently being conducted by NAA with support from UNAIDS.

83.   The TWG also reported that the TORs and membership of the GDJ-TWG on HIV/AIDS have been updated aims at further improving the functioning of the GDJ-TWG as a forum to provide technical and strategic guidance and coordination to assist the RGC to meet agreed targets identified in the National Strategic Plan II (NSPII). Besides, a Development Partners Forum on AIDS has been established to further facilitate alignment of harmonization of development partner support behind government priorities. Government and development partners also jointly developed universal access targets for Cambodia.  The second national consultation workshop on universal access (UA) has been conducted and the updated list of UA targets has been finalized in early December 2006. Furthermore, an Orphans and Vulnerable Children (OVC) Task Force has been established to co-ordinate impact mitigation efforts for OVCs and a national framework for OVCs is currently being developed. Various other sub-TWG (including mobility, Injecting Drug Use (IDU) and M&E) are well established and effectively contributing to further harmonization and alignment of programs behind the NSPII.

Joint Monitoring Indicators

84.   Increase coverage of effective drug and HIV/AIDS prevention, comprehensive care and support, and effective mitigations interventions. A national framework for OVCs is currently developed. It is to be finalized by quarter I, 2007. A decentralization guideline for multi-sectoral response to HIV/AIDS and impact mitigation is being drafted. Cambodia is aimed at the GFATM round seven to further expand prevention, care and support for people living with HIV/AIDS and for impact mitigation efforts.

Implementation status of the H-A-R Action Plan

85.  GFATM round 6. Development partners and Government worked collaboratively to develop the proposals. Additional information/clarification has been provided in response to request from GFATM in Geneva.

86.  Assessment of progress made against NSPII operational plans, in which participation from donors in the process is remarkable.

87.   Establish the Development Partners Forum on AIDS.

88.  UN Theme Group on HIV/AIDS developed their HIV/AIDS Joint Support Program 2006-2010 for Cambodia, which is fully aligned with the NSP II.

Resource mobilization

89.  The TWG reported it has been able to mobilize resources for the implementation of the TWG Action Plan.
