TWG Action Plan

126. There were 10 activities scheduled to be implemented and the TWG reported satisfactory progress on all activities:

Finalize CMAA reform (appointment of directors, budget approved, division of responsibilities approved).
Follo-up PMAC/MAPU progress
Implement policy for salary supplement practices
National strategy on explosive remnants of war has been approved by TWG on Dec 7, 2006.
Ongoing monitoring of mine action operators’ progress towards strategic objectives and CMDG 9
Area Reduction Policy has been issued
Policy Guidelines and Operational Guidelines on Socio-Economic Management in Mine Action have been issued.
5 Chapters of CMAS are approved and implemented.
6 Chapters of CMAS is under development.
Five Mine Action Organizations have been accredited.
CMAA Roadmap 2007 has been approved by TWG on Dec. 7, 2006.

Joint Monitoring Indicator

127. The TWG reported that there is no JMI for this TWG.

Implementation status of the H-A-R Action Plan

128. Mine Action sector strategy and funding framework developed in 2006. ERW Strategy has been completed as scheduled and presented to the TWG in Dec. 7, 2006. Mine Action sector strategy and funding framework was developed in 2005. Explosive Remnants of War strategy is now in its final stage and will be submitted to the Council of Ministers meeting in 2007.

129. New multi-donor program signed on 21 December 2005. “Clearing for Results” is a pooled funding arrangement in support of national mine action priorities, including capacity development for the CMAA (project implementation is entirely based on Government staff with some technical assistance). The original Concept of Pro-Doc will be applied in 2007. New multi-donor program was signed on 21 December 2005. Quarterly progress reports were sent to board members as scheduled.

Resource mobilization

130. The TWG reported it has been able to mobilize resources for activity implementation.
