TWG Action
Plan
131.
There were 12 activities scheduled to be implemented and
the TWG reported satisfactory progress on all activities:
-
Establish a mechanism to coordinate and facilitate the
implementation of the RGC's H-A-R Action Plan 2006-2010.
Mechanism established, based on routine reporting by TWGs
to GDCC.

RGC and development partners jointly assess progress, on
an annual basis, in implementing RGC's H-A-R Action Plan.
GDCC Secretariat has asked TWGs to report progress in
implementing H-A-R Action Plan on a regular basis for GDCC meeting. A
sub-group was established following the P&H TWG meeting on 31 May 2006
to consider mechanism to coordinate and facilitate the implementation of
H-A-R Action Plan. Results of the OECD/DAC survey on monitoring Paris
Declaration conducted during May-October 2006 have provided baseline
targets for several indicators in the H-A-R Action Plan. ODA Database
has been developed as a tool for ODA management. Following consultations
with development partners, CRDB has started training sessions for
development partners-designated focal points. Data update/entry is
expected to be finished by mid Feb. 2007. Discussion has begun on the
annual Aid Effectiveness Report, which will include a section on the
H-A-R Action Plan implementation.

Development partners provide an annual update to CRDB/CDC
on progress made to implement their country action plans that have been
prepared as part of the follow up to the Paris Declaration.
ODA Database has been customized and now has information
on indicators of the Paris Declaration, which allows for monitoring in a
routine and objective manner.

Development partners review their country assistance
strategies and policies to align their assistance with NSDP priorities
and sector development plans.
High level
consultations have been held with a number of development partners on
Country Assistance Strategies to ensure alignment of support with the
NSDP priorities. The information that is now being collected for the ODA
Database will provide inputs for analysis of actual support flow to the
NSDP sectors, and CRDB planned to conduct portfolio review of
development partners in 2007.

Each development partner provides to CRDB/CDC reliable
indicative commitments of aid over a multi-year framework and disburses
aid in a timely and predictable fashion according to agreed schedule.
ODA Database: data entry/updated is expected to
complete by mid February 2007, and will be used as inputs for
preparation of the Aid Effectiveness Report.

CDC/CRDB with support from development partners carries
out a survey on number of existing PIU/PMUs, and develop a strategy to
integrate parallel PIU/PMUs in the government structures.
According
to the OECD/DAC monitoring survey, in 2006 49 PIUs were classified as
parallel. The Declaration on Enhanced Aid Effectiveness signed by 14
development partners and RGC on 5 October 2006 committed that no new PIU
be established. The sub-group established following the P&H TWG meeting
on 31 May 2006 has been working on a "PIU rationalization strategy".

CRDB/CDC with support from development partners carries
out a survey to collect information on the proportion of aid delivered
through “untied-aid” modality and based on survey findings, formulate
and implement a strategy, jointly with development partners, to increase
the proportion of untied ODA.
According
to OECD data covering 61% of 2004 commitments, 58% of aid to Cambodia
was untied for 2005. ODA Database contains information on untied aid and
will be used to monitored progress.

CRDB/CDC and development partners jointly set targets on
the portion of ODA that is to be delivered through Sector/thematic
Programs, and other Program Based Approaches (PBAs) to be reached by
2010 in the framework of NSDP, and develop and implement a strategy to
reach the agreed targets.
The OECD/DAC
monitoring survey conducted during May-October 2006 provided preliminary
target on portion of ODA delivered through programme based approaches to
Cambodia for 2005. However, sector specific targets are left to
TWGs, and CRDB will monitor the progress through its ODA Database.
The Guideline on the role and functioning of TWGs, prepared based on
a review of GDCC-TWG conducted in April-July 2006, specifies that CRDB
would provide support based on demand to TWGs on harmonization and
alignment issues including in PBAs.

Each TWG prepares a calendar of field missions,
diagnostic reviews and studies planned by donors participating in the
sector/thematic area of the TWG.
Information will be recorded in the ODA Database and monitored.

Development partners ensure that the Standard Operating
Procedures (SOP) for loan assistance and National Operational Guidelines
(NOG) for grant assistance are followed in monitoring and reporting on
their programs/projects to reduce burden on RGC implementing
institutions.
As part of
reporting to GDCC on H-A-R Action Plan, TWGs have been asked to report
on development partners' compliance with the NOG and SOP.

CRDB/CDC and development partners jointly carry out a
review of the effectiveness of the TWG mechanism.
The
review was conducted in April-July 2006. A Guideline on the role
and functioning of TWGs has been prepared for finalization in
January/February 2007.

CRDB/CDC provides technical support to sector ministries
and agencies on aid coordination and aid management issues based on
needs identified and support requested by the Chair of the TWGs.
As per the H-A-R Action Plan, CRDB is tasked with
providing support to line ministries and TWGs on aid coordination and
management issues based on request from them.
Joint
Monitoring Indicators
132.
Implement
the RGC’s Strategic Framework for Development Cooperation Management (SFDCM).
The SFDCM is being implemented with support from a Multi
Donor Support Program for Aid Coordination (UNDP, UK/DFID, New Zealand,
and Canada).
133.
Prepare
progress report on a six month basis the implementation of RGC's Action
Plan on Harmonization, Alignment and Results.
Progress in
implementation of H-A-R Action Plan is contained in the Overview of
Progress prepared 3 times yearly by GDCC secretariat for GDCC meeting.
Discussions have begun on the Aid Effectiveness Review to be prepared
by CRDB for basis of dialogue at the CDCF in 2007 which includes review on
progress in implementing H-A-R Action Plan.

Review and
strengthen aid coordination mechanisms, including: CG, GDCC and TWGs.
GDCC-TWG review was conducted during April-July 2006.
A Guideline on the role and functioning of TWGs was prepared and will
be finalized in Jan/Feb 2007. The CG mechanism has been transformed
into CDCF to be held in 2007.
Implementation status of the H-A-R Action Plan

CRDB has been mandated for facilitating and monitoring the
implementation of H-A-R Action Plan.
A mechanism based on the
regular reporting by TWGs to GDCC secretariat has been established for
this purpose. A sub-group that was established following the P&H TWG
meeting on 31 May 2006 to consider mechanism to coordinate and facilitate
the implementation of H-A-R Action Plan will continue to support CRDB in
this regard. Results of the OECD/DAC survey on monitoring Paris
Declaration conducted during May-October 2006, that have provided baseline
targets for several indicators in the H-A-R Action Plan will be used to
review progress of the H-A-R Action Plan. ODA Database that has been
developed as a tool for ODA management will be used to monitor progress in
implementation of H-A-R Action Plan. The OECD/DAC survey, progress reports
by TWGs to GDCC, and the ODA Database will provide inputs to the annual
Aid Effectiveness Report which covers progress in implementing the H-A-R
Action Plan. CRDB/CDC also coordinated the GDCC-TWG Review and the
preparation of a Guideline; this will inform the implementation of the
H-A-R Action Plan across the TWGs.
Resource mobilization
136.
The TWG reported it has been able to mobilize resources for the
implementation of the Action Plan.
