TWG Action Plan

137.   The TWG planned to implement 14 activities, and reported satisfactory progress on all activities.

  1. NSDP 2006-2010 was approved and adopted by COM, NA, Senate, and finally HM King; NSDP was formally launched by PM.

  2. High-level RGC steering committee was constituted to guide and oversees NSDP implementation.

  3. Core group of TWG-PPR was formed.

  4. Regular TWG-PPR core group meetings are held (every two months).

  5. NSDP Monitoring Framework was prepared and RGC approval was obtained.

  6. Letter was sent to all line ministries and agencies re: implementation of NSDP.

  7. NSDP was disseminated at sub-national level.

  8. NSDP-APR guideline was prepared.

  9. NSDP-APR structure was prepared.

  10. High level meeting with SNEC, MEF, CRDB/CDC was held end of October 2006 for approval of NSDP Monitoring Framework, NSDP-APR guideline and NSDP-APR structure.

  11. PIP 2007-2009 preparations was commenced and was concluded.

  12. Letter was sent to all LMs and agencies to prepare contributions to NSDP-APR.

  13. Letter was sent to all LMs and agencies to prepare contributions to PIP 2008-10 (Schedule changed starting from May to January).

  14. (NB new activity, not previously scheduled): Ministry of Planning Strategic Plan (MPSP) prepared: an NSDP-focused framework for integrated MOP strategic vision, institutional reform agenda, and move to SWAp-like partnership with MoP’s external development partners (Sihanoukville MPSP retreat, mid-October; drafts prepared and revised by TWG-PPR sub-group prior to wider circulation).

138.   GDCC should once again remind all line ministries and agencies as well as development partner; the need to:

  1. Adhere to the NSDP priorities;

  2. Align all external assistance to PIP priorities

  3. Provide full data on disbursement for the previous year end of January of the following year.

  4. Set clear schedule for preparing PIP, national budget and MTEF.

139.  NSDP Monitoring Framework: “Develop and implement a framework to monitor the implementation of the NSDP and prepare an annual progress review of NSDP implementation”. Draft framework prepared; revised July 2006; approved by RGC.

Implementation status of the H-A-R Action Plan

140. “Based on prioritized programs of sector ministries/agencies, the three year rolling PIP is updated annually to feed into the national budget preparation process.”(A.a.1). Significant improvements was achieved in late 2006 process of preparing current PIP; and in laying groundwork for closer alignment of PIP and budget from next year.

141. “MOP develops and implements a framework to monitor the implementation of the NSDP and prepare an annual progress report of NSDP implementation (NSDP-APR).” (D.a.1.). Outline NSDP Monitoring Framework was drafted, refined and approved by RGC. Outline of NSDP Annual Progress Report (APR) and guidance to line Ministries and agencies on timing and format of APR submissions was prepared and approved by RGC. EDP Co-Chairs of TWG-PPR regard current Monitoring Framework and APR plans as providing good outlines, but needing detailed further elaboration.

142.  “Development partners align their development programs and projects to finance and implement agreed sector plans and prioritized sector programs included in the three year rolling PIP.” (B.1.a.2.). MoP and development partners agreed in TWG-PPR core group on the need for moving away from project assistance and towards coordinated medium-term plan of assistance, in support to an agreed integrated strategic vision and plan for MoP.  First draft of MoP Strategic Plan (MPSP) was prepared and revised; will be soon circulated to full TWG-PPR for comment.

Resource mobilization

143.  The TWG reported it has been able to mobilize resources for activity implementation.
